WITH A QUORUM PRESENT AND RODGERS ABSENT, CHAIRMAN BAKER c.A.LLED THE PLANNING AND ZONING CCM-1ISSION TO ORDER AND WELCCMED BILL FINGER AS THE NEW PLANNING AND ZONING COMMISSIONER. BAKER ASKED FOR CCM-1UNICATIONS FR01 THE PUBLIC FOR ITEMS NCYI' ASSOCIATED WITH AGENDA ITEMS. WITH NO CCMMUNICATIONS FR(l.f THE PUBLIC, THE FOLLOWING ITEMS WERE CONSIDERED:
1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE REPLA'.r OF POLLYRANCH -ADDI'l'ION 'IWO - GARTRELL
MR. GARTRELL EXPLAINED THE CHANGE IN THE PLAT OF POLLY RANCH ADDITION 'IWO. HE STATED THAT THE PURPOSE OF THE NEW Im LINE WAS TO AI..J.J:1il MORE ROAD FROOTAGE FOR IJYr B. THE C'OMMISSION AGREED WITH THE CONCEPT OF THE REPLAT.

MR. SMITH PRESENTED A PRE APP FOR THE TRACT OF LAND LOCATED ON FM 2351 AND BLACKHAWK FOR THE PROPOSED DJJ\MOND SHAMRCXl< STATIOO. SMITH EXPIAINED THERE WERE SCME :EASEMENTS THAT THE DEVELOPER v.UULD LIKE TO HAVE ABANDONED; ONE OF WHICH IS AN OLD ROAD FASEME'NT PLATI'ED IN THE LATE 1800'S. THE :EASF.MENI' HAS NEVER BEEN USED AS A ROADWAY AND IT RESTRICTS PLACEMENT OF THE PROPOSED BUILDING. <Xl-1MISSIONER McHUGH ASKED WHY THE ROAD EASEMENT HAD NCYI' BEEN MENTIONED IN PREVIOUS .MEF:l'INGS WITH THE DEVELOPER. ENGINEER THCl-1PSON REMINDED THE COMMISSION THAT THE ONLY PR<X:ESS THE ca-1MISSION HAD cu.1PLETED ON THIS PROJECT WAS THE REZONING OF THE PROPERTY, WHICH OOUill NCYI' REQUIRE SITE PLAN APPROVAL. TED BCXmEN MADE A PRESENTATION OF THE PROPOSED SINGLE FAMILY DEVELOPMENT CONSISTING OF APPROXIMATELY 192 rms. DISCUSSION FOLLCMED REGARDING DRAINAGE OF TBE PROPERTY AND THE PIPE LINE EASEMENT BELONGING TO TEXAS -NEW MEXICO Pa\1ER COOPANY. THE PROPFRI'Y LIES WITHIN '1W) WATERSHEDS BUT UNDER THE JURISDICTION OF ONE DRAINAGE DISTRICT. SEWER CAPACITY WAS AISO DISCUSSED WI'l'H REGARD 'IO TBE CAPITAL IMPROVEMENTS PLAN. ENGINEER THC1vfPSON ADVISED THAT THE CITY HAD REQUFSTED PROPOSALS FRCM ENGINEERING FIRMS TO DO A PRELIMINARY ENGINEERING STUDY REC-ARDING THE R011l'ING OF THE LINE.
BOGREN ca-1M1Th1.l'ED THAT HE HAD MET WITH THE DISTRICT TO DEFINE THE BOUNDARY BE'lWEEN CLEAR CREEK DR AINAGE DISTRICT AND GALVESTON COUNTY DRAINAGE DISTRICT III. LIAISON FRANKOVICH CXM'1EN'I'ED THAT THE PROPER CHANNEL IS TO FIRST GO 'IO THE MANAGER OF THE FEMA PROGRAM WHICH ¾OUID BE TIIE CITY OF FRIENDS¾OOD. SHOULD THE CITY NOT BE ABLE TO ADDRESS THE PROBLEM, THE SITUATION GOES THEN TO THE COUNTY AND ULTIMATELY TO THE TEXAS WATER CG1MISSION. FRANKOVICH
CXM,lliNTED THAT THE COUNTY HAS BEEN CONSULTED AND THE ANSWER WILL BE FORTHCC1'1ING. CHAIRMAN BAKER REMINDED THAT THE PROPOSED WASMERELY A PRE APP WHICH DID NCJI' REQUIRE A VOI'E OF THE CC11MISSIOO. HE FURTHER EXPIAINED THAT THE PURPOSE OF THIS MEJ?I'ING WAS FOR THE DEVELOPER TO PRESENT HIS/HER IDEAS AND FOR THE ca-1MISSION TO ADDRESS THE OBVIOUS CONCERNS. BAKER STATED THAT THE DEVELOPER ¾OULD HAVE TO GO BEFORE THE APPROPRIATE DRAINAGE DISTRICT PRIOR 'IO THE PLAT'S RETURN TO THE COMMISSION. BOGREN CC11MENTED THAT HIS CONCERN WAS A CRITIQUE OF THE STREE'I' PATTERN AND rm LAYOUT AT THE PRESENT TIME. THE CC11MISSION REVIEWED THE PLAT C<:Mw1EN'I'ING THAT THEIR OOLY CONCERN WAS THE DRAINAGE SITUATION.

LCWE MADE A BRIEF PRESENTATION OF THE PROPOSED WIDENING AND THE PROPERTY a-JNER'S AGREEMENT WITH THE STATE HIGHWAY DEPAR'IMENT.

CHAIRMAN BAKER CCM-1ENTED THAT HE IDULD LIKE FOR THE CCM,ITSSION 'IO SET OOAIS FOR THEMSELVES. BAKER SAID HE IDULD LIKE 'IO REVIEW BOTH THE SUBDIVISION ORDINANCE AND THE ZONING ORDINANCE AND MAI<E APPROPRIATE CORRECTIONS SUBJEx::'I' TO THE .APPROVAL OF CITY COUNCIL. ADDITIONALLY, BAKER STATED THAT THE SIGN ORDINANCE ¼'OUID BE RETURNED 'IO THE PLANNING AND ZONING CCM-1ISSION FOR THEIR REVIEW. HE ADDED THAT THE C'OMPREHENSIVE PLAN SHOULD BE cn.,pLE'l'El) AS WELL AS AN AGREEMENT WITH THE PARKS AND RECREATION BOARD. HE ASI<ED THAT COMMISSIONER WASSON CONTINUE TO GIVE DIRECTION WITH REGARD 'IO THE C'OMPREHENSIVE PLAN, CCM-1ISSIOOER McHUGH TAI<E A POSITION WITH REGARD TO THE SIGN ORDINANCE, AND COMMISSIONER KONCABA ¾QUID
