A SPECI.llL MEETING OF THE FRIENDSWCOD PLANNING AND ZCNING CC1-MISSION WAS HF.ID ON MONDAY, FEBRUARY 4, 1991 AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLI.a-JJNG MEMBERS WERE PRESENT:

WITH A QUORUM PRESENT, McHUGH, KONCABA, AND FINGER ABSENT, CHAIRMAN BAKER CALLED 'Tilli SPECIAL MEETING TO ORDER TO CONSIDER THE FOLLCMING.

A PUBLIC HEARING FOR '.l'HE PLANNING AND ZONING CCM-1ISSION TO REX:EIVE PUBLIC INPUT, Barn ORAL AND WRI'ITEN, REGARDING THE ITEMS LISTED BELCW:
A.A ZONE CLASSIFICATION CHANGE REQUEST OF NC (NEIGHBORHOODca-1MERCIAL DISTRICT) AND SFR (SINGLE FAMILY RESIDENTIALDWEIJJING DISTRICT) TO SPECIFIC USE -SCHOOL FOR 10.007 ACRESLOCATED ON FRIENDSWCOD-LINK ROAD BE'IWEEN HIBISCUS LANE ANDFOREST BEND AVENUE.
THE SCHOOL DISTRICT DID NCYI' HAVE A REPRESENTATIVE PRESENT TO ADDRESS THE CCM-1ISSION; THEREFORE, CHAIRMAN BAKER ASKED FOR CX1>1MENTS OR QUESTIONS FRa,1 THE AUDIENCE REGARDING THE MA'ITF..R. MAYOR SCHRADER INFORMED THE PUBLIC THAT CITY ATTORNEY OISON HAD ADVISED THE CITY OF A SUPREME COURT RULING IN WHICH THE CITY COUID NCYl' DENY A REQUEST FRCM THE SCHOOL DISTRICT. SCHRADER ADDED THAT ALL BUIIDING CODES, DRAINAGE PIANS, HCMEVER, COULD AND WOUID BE ENFORCED BY THE CITY.
BILL FUSE SPOKE ON BEHALF OF THE WEDGE.WX)D V:ILLAGE HCMEX:MNER' S ASSOCIATION P.sKING THAT THE CITY REQUIRE WALKWAYS ON BCYI'H SIDES OF FRIENDffi\mD LINK ROAD AND THA'r FORFST BEND AVENUE BE CLOSED TO DEI'ER THRU TRAFFIC. HE STATED THAT THE ASSOCIATION HAD NO OBJECTION TO A SCHOOL ON THAT LCX:ATION BUT WAS CONCERNED FOR THE WELFARE OF THE CHIIDREN WALKING TO AND FRCM THE SCHOOL. THERE WERE APPROXIMATELY FIVE OI'HER CITIZENS WHO EXPRESSED THEIR CONCERNS REGARDING DRAINAGE OF THE PROPERTY AND VOICING THEIR DESIRE TO MAINTAIN A IANDSCAPE BUFFER BE'IWEEN THE SCHOOL AND THE �..DJOINING HCMES. THE PROPER'rY IS HEAVILY hU)DED AND THE HCMEO-vNER'S WANTED THE CITY TO REQUIRE AS MANY OF THE TREES TO BE SAVED AS WAS POSSIBLE. A QUESTION AROSE REGARDING SEWER ALLCX::ATION 'IO WHICH ENGINEER THCl-:1PSON REPLIED THAT SEWER CAPACITY WAS AVAILABLE. ANCYI'HER CITIZEN ASKED IF THE SCHOOL WAS TO BE AN ELEMENTARY OR JR. HIGH SCHOOL. ENGINEER THOMPSON ADVISED THE AUDIENCE THAT THE CLEAR CREEK SCHOOL DISTRICT HAD INDICATED TO

CITY STAFF THE SCHOOL WOUID BE AN ELEMENTARY SCHOOL. WITH NO FURI'HER CCM-1ENT, CHAIRMAN BAKER MOVED TO THE NEXT ITEM ON THE AGENDA.

CHAIRMAN BAKER ASKED FOR COMMENT REGARDING THE SECOND ITEM ON THE AGENDA. WITH NO PUBLIC CXM-filNT CHAIRMAN BAKER CLOSED THE PUBLIC HE.ARING AND 'rnE PLANNING AND ZONING CCM-1ISSION RECONVENED 'IQ THE MAYOR'S OFFICE TO CONS ID� THE FOIJ,CM.ING:

CHAIRMAN BAKER CCM,1ENTED THAT DURING THE SITE PLAN PHASE OF THE DEVELOPMENT, PLANNING AND ZONING AS WELL AS CITY STAFF v.UULD REVIEW THE DRAINAGE, SEWAGE CAPACITY, AND THE BUFFER QUESTION. HE AT.SO CCM-1ENTED THAT THE SITE PU..N MAY HAVE TO BE FORWARDED TO THE COUNl'Y AS WELL AS HARRIS COUN'I'Y FLOOD CONTROL DISTRICT. HE EXPLAINED TO THE CITIZENS WHO WERE IN ATTENDANCE, THAT THOSE ITEMS COUID NCYI' BE CONSIDERED DURING THE REZONING PHASE OF THE DEVELOPMENT. HE ADDED THAT THE SCHOOL DISTRICT HAD NCYI' DETERMINED A TIME FRAME FOR DEVELOPMENT AND SAID THAT 'l'HE SCHOOL DISTRICT MAY �JLY BE ACQUIRING THE PROPERTY FOR USE IN THE FUTURE WITH NO DATE IN MIND.
COlMISSIONER WASSON ADDED THAT THE CI'I'Y MIGHT REQUIRE CULVERTS IN FRONT OF THE SCHOOL SO THAT WALKWAYS COUID BE CONSTRUCTED, BUT 'I'HAT v.UUID BE DISCUSSED DURING THE SITE PLAN REVIEW. SHE ALSO SUGGESTED THAT THE PARKS BOARD MIGHT BE CONTACTED .A.FTER A CITIZEN SUGGESTED A WIIDERNESS TRAIL FOR THE CHILDREN ON THE SCHOOL PROPERTY. AGAIN, CHAIRM/\.N BAKER REMINDED THE GROUP THAT THE CITY COUID NCYI' REFUSE THE ZONE CLASSIFICATION CHANGE REQUEST BUT l'iDUI.D REGULATE THE BUILDING PROCF'.,SS.
