REGULAR MEETING PLANNING AND ZONING cc»1MISSION FEBRUARY 7, 1991 7:00 P.M.
A REGULAR MEETING OF THE FRIENDSWCX)D PLANNING AND ZONING CCM1ISSION WAS HELD ON THURSDAY, FEBRUARY 7, 1991 AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLCWING MEMBERS WERE PRESENT:

WITH A QUORUM PRESENT, McHUGH ABSENT, THE FOLLCWING ITEMS WERE CONSIDERED:
1 • DOCKEI'ED JOIN!' PUBLIC HEARING:
CHAIRMAN BAKER CALLED THE MEETING 'IO ORDER AND OPENED THE PUBLIC HEARING 'IO CONSIDER THE ZONE CLASSIFICATION CHANGE REX)UEST FROO CSC (CQ\1MlJNITY SHOPPING CENTER) 'IO SPECIFIC USE (NURSING HOOE) FOR 4.660 ACRES OF LAND OUT OF REGENCY ESTATES II LOCATED AT THE SE SIDE OF SUNSEI' AND 300 FEET W FRCM INTERSECTION OF FM 528 AND SUNSEI'. 'I'(M-1Y RIVES, REPRESENTING DR. JONES, MADE A PRESENTATION OF THE PROPOSED NURSING HOOE. HE EXPLAINED THERE OOUID BE A ""OODEN FENCE AROUND THE ENTIRE CCMPLEX AND A .Ra'l OF HEDGES PLANTED AS A BUFFER BE'IWEEN THE RESIDENTIAL C<M-1UNITY AND THE NURSING lf0'.1E. HE FURTHER EXPLAINED THAT THE NURSING HCNE v."OULD ACCCMMODATE 138 BEDS AND IT WOULD BE CCMPARED 'ID "THE PARK" IN APPEARANCE. THE PURPOSE, AS EXPLAINED BY DR� JONES WAS 'IO MAKE THE CHANGE FRCM THE RETIREMENT Ha-IB 'IO A FULL CARE NURSING HOOE, AS PAINLESS AND LESS CONFUSING AS POSSIBLE FOR THE PATIENT. DR. JONES SAID THAT THE HOOE IDUID EMPLOY 100 'IO 150 PIDPLE WHO WOUID BE DIVIDED IN'IO THREE DIFFERENT SHIFTS. THE DRAINAGE PROPOSAL WAS EXPLAINED BY BOl'H DR. JONES AND T(M.1Y RIVES.
THERE WERE APPROXIMATELY 15 PERSONS IN THE AUDIENCE WHO ASKED A VARIETY OF QUESTIONS �ING THE MANAGEMENT OF THE FACILITY, THE TYPE OF PERSONS EMPLOYED, RATHER OR NOT THE NURSING H0.\1E WOUID ACCEPT MEDICARE OR MEDICAID, AND ASKED FOR DR. JONES QUALIFICATIONS REGARDING THE CWNERSHIP OF THE NURSING Ha-1E.
DR. JONES EXPLAINED THAT THE Ha-IB OOUID PRIMARILY BE A PRIVATE PAY FACILITY WITH HUD REX)UIREMENTS FOR MANAGEMENT OF THE FACILITY. HE ALSO ADVISED THE AUDIENCE THAT HE HAD OPERATED SEVERAL NURSING Ha-IB FACILITIES AND WAS PAR!' CMNER IN THE RETIREMENT CENTER. HE FURTHER EXPLAINED THAT HE IDULD REMAIN PRIMARY STOCKHOLDER IN THE HOOE. LARRY TAYLOR ADDRESSED THE AUDIENCE ON DR. JONES BEHALF, DESCRIBING DR. JONE'S CREDENTIALS AND ACCCMPLISHMENTS FOR THE CITY OF FRIENDSWOOD.
THE CITIZENS ASKED IF THE DEVELOPER WOULD PUT IN SIDEWALKS ON SUNSEI' FOR THE CHIIDREN. DR. JONES SAID HE OOULD IF REX)UIRED 'IO. QUESTIONS ALSO AROSE �ING THE HOOE'S SECURITY SYSTEM, WASTE
DISPOSAL, AND TRAFFIC. TCMMY RIVES EXPLAINED THAT ON THE INSIDE OF THE DRIVE, THERE IDUID BE A CYCLONE FENCE AS A SAFEGUARD FOR

RESIDENTS OF THE NURSING CARE FACILITY. HE SAID THERE WOUID BE GREEN AREAS FOR THEM TO ENJOY BUI' SECURITY GATES OOULD BE LCO<ED TO PREVENT THEIR EXITING THE GROUNDS. THE FIRE DEPAR'IMENT WOUID HAVE KEYS TO THE GATES IN CASE OF AN EMERGENCY. RIVES FURI'HER STATED THAT THE WASTE DISPOSAL 'WOUID BE HELD IN A ENCLOSED AREA AT THE REAR OF THE HOME AND SHOUID NOT PRESENT AN UNPLEASANT EYESORE OR DANGER FOR THE RESIDENTIAL CCMMUNITY.
MAYOR SCHRADER SAID THAT CUSTCMARILY IT TOOK THREE YEARS FOR A NURSING HOME TO FILL TO CAPACITY AND THAT A GOOD FACILITY GENERALLY HAD A WAITING LIST. HE EXPLAINED TO THE AUDIENCE THAT UNDER THE PROPERTY'S PRESENT ZON'ING, A CXM1ERCIAL SHOPPING CENTER, A RESTAURANT, ETC. COUID BE CONSTRUCTED AND THE TRAFFIC WOULD BE GREATER THAN THE TRAFFIC FOR A NURSING HOME.
WITH NO FURTHER PUBLIC INPUI', CHAIRMAN BAKER CLOSED THE PLANNING AND ZONING PORI'ION OF THE PUBLIC HEARING.
2.CCM1UNICATIONS FROM THE PUBLIC
LARRY TAYLOR, REPRESENTING FRIENDSvmD ECONO.�IC DEVELOPMENT PRESENTED A PROPOSAL THAT OOUID BE BEFORE THE CCMMISSION IN THE NEAR FUTURE. HE SAID THAT MR. BOFYSIL OWNED APPROXIMATELY FIVE ACRES OF LAND ON FM 528 THAT HE WOUID LIKE TO DEVELOP INID A LIGHT INDUSTRIAL AREA. TAYLOR EXPLAINED THE LOCATION OF THE PROPERTY AND SAID THAT THERE WOUID BE A NATURAL BUFFER BE'IWEEN FM 528 AND THE SITE AS WELL AS BE'IWEEN RESIDENTIAL CCMMUNITIES. TAYLOR SAID THE STREET WOUID RUN PERPENDICULAR TO FM 528 AND COUID BE USED TO STORE PIPE, HOUSE MACHINE SHOPS, ETC. THE PROPOSED PROJECT WOULD INCREASE THE TAX BASE FOR FRIENDSWOOD AND THE CXM-llSSION AGREED IT OOUID BE IN ACCORDANCE WITH THE PROPOSED CXMPREHENSIVE PLAN.
3.CONSIDERATION AND POSSIBLE RECCMMENDATION TO CITY COUNCILREGARDING THE ZONE CLASSIFICATION CHANGE REQUEST OF CSC (CCMMUNITYSHOPPING CENTER) TO SPECIFIC USE (NURSING HCME) FOR 4. 660 ACRES OFLAND OUT OF REGENCY ESTATES II LOCATED AT SE SIDE SUNSEI' AND 300FEET W FRCM INTERSECTION OF FM 528 AND SUNSEI'.
CCMMISSIONER KONCABA MADE A MOTION THAT THE PLANNING AND ZONING CCMMISSION MAI<E REXXM1ENDATION TO CITY COUNCIL THAT THE PROPERI'Y BE REZONED TO SPECIFIC USE -NURSING HOME. SECOND: FINGER VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED.
4.PRE APP -FRIENDSHIP MANOR NURSING HCME -RIVES
THE COMMISSION REVIEWED THE PRE APP OF THE NURSING HOME AND AGREED WITH THE CONCEPI'.
5.ELECT CHAIRMAN; VICE CHAIRMANCTM-1ISSIONER WASSON SAID THAT SHE HAD TALKED WITH McHUGH WHO SAIDSHE OOUID BE WILLING TO TAI<E THE VICE CHAIRMAN POSITION AGAIN ANDASKED CHAIRMAN BAKER IF HE WOULD BE WILLING 'ID KEEP HIS POSITIONIF ELECTED. HE SAID THAT HE OOULD. WASSON SAID SHE RECC11MENDED
