SPECIAL MEETING
PLANNING AND ZONING COMMISSION
APRIL 1, 1991
7:00 P.M.
A SPECIAL MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION WAS
HELD ON MONDAY, APRIL 1, 1991, AT 7: 00 P. M. IN THE CITY HALL COUNCIL
CHAMBERS. THE FOLLOWING MEMBERS WERE PRESENT:
BAKER -CHAIRMAN
RODGERS
THOMPSON -CITY ENGINEER
BRINKMAN -SECRETARY
COLB URN
McHUGH
WITH A QUORUM PRESENT, WASSON, KONCABA, AND FINGER ABSENT, CHAIRMAN
BAKER CALLED THE PLANNING ZONING COMMISSION TO ORDER AND OPENED THE
PUBLIC HEARING FOR THE PLANNING AND ZONING COMMISSION TO RECEIVE PUBLIC
INPUT, BOTH ORAL AND WRITTEN, REGARDING THE ITEMS LISTED BELOW:
A.A ZONE CLASSIFICATION CHANGE REQUEST OF MFR-L (MULTIPLE
FAMILY RESIDENTIAL DWELLING DISTRICT -LOW) TO SPECIFIC USE
CHURCH FOR 1. 585 ACRES OF LAND (SAVE AND EXCEPT • 314 ACRES
FOR STATE OF TEXAS RIGHT-OF-WAY) OUT OF ABSTRACT 151, SARAH
McKISSICK LEAGUE, LOTS 3 AND 11, BLOCK 6 OF FRIENDSWOOD
SUBDIVISION; LOCATED AT 1211 S. FRIENDSWOOD DR.
REV. WAYNE GAMELL ADDRESSED THE COMMISSION WITH THE CHURCH'S
PROPOSAL FOR THE SITE STATING THAT THE LOCATION WOULD MEET
THE CHURCH' S NEEDS FOR SEVERAL YEARS. COUNCILMEMBER NEWMAN
QUESTIONED THE INGRESS AND EGRESS TO THE PROPERTY. REV.
GAMELL STATED THAT A 24' FOOT DRIVE OFF OF FM 518 ALREADY
EXISTED ON THE PROPERTY. GAMELL ADDED THAT CHURCH MEMBERS
WOULD BE REQUIRED TO MAKE A RIGHT TURN WHEN EXITING THE SITE
DUE TO THE MEDIAN ON FH 518. COUNCILMEMBER STEWART ASKED
REV. GAMELL IF THE LOCATION WOULD PROVIDE ADEQUATE PARKING
FOR HIS CONGREGATION. REV. GAMELL ANSWERED AFFIRMATIVELY.
THERE WERE NO OTHER COMMENTS OR QUESTIONS FROM CITY COUNCIL
OR FROM THE PUBLIC REGARDING THIS ITEM.
B.A ZONE CLASSIFICATION CHANGE REQUEST OF MFR-M (MULTIPLE
FAMILY RESIDENTIAL DWELLING DISTRICT -MEDIUM DENSITY) TO SFR
(SINGLE FAMILY RESIDENTIAL DWELLING DISTRICT) FOR 9.39 ACRES
OF LAND OUT OF RESERVE "D", ADDITION NO. 3, POLLY RANCH
ESTATES SUBDIVISION LOCATED ON OAK DRIVE.
CHAIRMAN BAKER ASKED FOR PUBLIC COMMENT, EITHER
AGAINST THE ZONE CLASSIFICATION CHANGE REQUEST.
THOMPSON STATED THAT THE PROPERTY OWNER WAS
SUBDIVIDING THE PROPERTY INTO TWO PORTIONS IF
ALL OF THE SETBACK REQUIREMENTS OF THE CITY.
FRANKOVICH STATED THAT THE CORPS OF ENGINEERS
A REALIGNMENT IN THE AREA OF RESERVE "D"
PROPERTY OWNER SHOULD BE ADVISED. FRANKOVICH

SUBDIVISION SHOULD BE CLEARED THROUGH CLEAR CREEK DRAINAGE DISTRICT AS WELL. WITH NO FURTHER COMMENT FROM COUNCIL OR FROM THE PUBLIC, CHAIRMAN BAKER CLOSED THE PLANNING AND ZONING PORTION OF THE PUBLIC HEARING.
