REGULAR MEETING PLANNING AND ZONING COOMISSION JULY 16, 1992 7:00 P.M.
A REGULAR MEETING OF THE FRIENDffi\WD PLANNING AND ZONING C'Cl-1MISSION WAS HELD ON THURSDAY, JULY 16, 1992, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLOilING MEMBERS WERE PRESENT:

WITH A QUORUM PRESENT, KONCABA ABSENT, CHAIRMAN BAKER CALLED THE MEETING OF THE PLANNING AND ZONING CCM1ISSION TO ORDER TO CONSIDER THE FOLLOilING ITEMS:
OOCKE'TED JOINT PUBLIC HEARING: A PUBLIC HEARING FOR THE PLANNING AND ZONING COOMISSION TO RECEIVE PUBLIC INPill', BC1I'H ORAL AND WRI'ITEN, REGARDING THE ZONE CLASSIFICATION CHANGE REQUEST CSC (CQ\1MUNITY SHOPPING CENTER DISTRICT) TO SP.OCIFIC USE MINI GOLF FOR 1.040 ACRES OUT OF THE J.R. WILLIAMS LEAGUE u:x:ATED AT 1410 EAST WINDING WAY.
JOHN WILLIAMS, ARCHITEX::.r FOR THE PROJOCT, ADDRESSED THE ca-1MISSION WITH THE INTENTIONS OF THE OONER/DEVELOPER OF THE PROPERTY. HE INTRODUCED A PLAN OF THE PROPOSED COURSE.
THERE WERE APPROXIMATELY 20 PERSONS FRCM THE PILGRIM'S POINT SUBDIVISION AND ABOUT HALF SPOKE IN OPPOSITION TO THE MINIATURE GOLF. NUMEROUS REASONS WERE CITED; AMONG THOSE REASONS WERE TRAFFIC, SAFEI'Y OF CHILDREN, NOISE, PROPERI'Y VALUES, AND WHAT WOULD HAPPEN TO THE PROPERTY SHOULD THE GOLF COURSE NOI' BE SUCCESSFUL. REGARDING SAFErY, THE FACT THAT THERE WERE NO SIDEWALKS OR EMERGENCY SHOULDERS WERE MENTIONED.
CHAIRMAN BAKER ADVISED THE CITIZENS OF THE CURRENT ZONING. BAKER STATED THAT A GENERAL MERCHANDISE STORE, FAST FOOD RESTAURANT, OR GENERAL AU'I'CMJI'IVE REPAIR SHOP COULD BE PLACED ON THE u:x:ATION.
THERE WAS SCME DISCUSSION REGARDING ACCESS TO FM 518. WITH NO FURTHER ca-1MENT, BAKER CLOSED THE PUBLIC HEARING.

ENGINEER THa.1:PSON ADVISED THE CCM-1ISSION THAT EVERYTHING WAS IN ORDER REGARDING THE SUBDIVISION. CCMMISSIONER JORDAN MADE A MOTION THAT THE FINAL PLAT OF BRIA™'OOD SUBDIVISION BE APPROVED. SECOND: HARRIS VOI'E FOR: UNANIMOUS OPPOSED: NONE MCYI'ION CARRIED.
3.CONSIDERATION AND POSSIBLE ACTION REX:;ARDING THE PRELIMINARY PLATOF LFAVESLEY MEAIXMS BEING A 4.4643 ACRES TRACT SUBDIVIDED INl'O 4rms LOCATED ON F.M. 2351 AND WESTFIEID -MUNICIPAL ENGINEERS.
THERE WAS CONCERN ABOUT THE FOUR PIPELINES I.OCATED 'ID THE REAR OFTHE PROPERTY AND OF THE CITY'S ORDINANCE GOVERNING PIPELINES. THESAFETY FAC'IDR OF P&Z ALL<M.rNG BUILDING SO CLOSE 'ID A HIGH PRESSURELINE WAS DISCUSSED.
CCMMISSIONER FINGER Ca.1MENTED THAT THE CCM1ISSION HAD 'ID ABIDE BY THE CURRENT ORDINANCES AND THAT THE DEVELOPER HAD CCMPLIED 'ID THOSE BUILDING GUIDELINES. HE ALSO EXPRESSED HIS CONCERN AS 'ID WHErHER OR NOI' THE CITY COULD LEGALLY RFJOCT THE PLAT. FINGER MADE A MOTION THAT THE PRELIMINARY PLAT OF LFAVESLEY MEAIXMS BE APPROVED CONI'INGENT UPON THE PIPELINE EASEMENTS BEING DEFINED ON THE PLAT, THE PIPELINE Ca-1PANIES IDENTIFIED, AND SET BACKS SHCMN. ca-1MISSIONER JORDAN SUGGESTED THAT THE CCMMISSION REVIEW THE PIPELINE ORDINANCE 'ID SEE IF IT WOULD BE PLAUSIBLE 'ID AMEND THE ORDINANCE. THIS ITEM WILL BE PLACED ON THE AGENDA FOR THE NEXT REGULAR MEETING OF THE PLANNING AND ZONING CCMMISSION. JORDAN WILL INVESTIGATE AND C0.\1E BACK WITH A PROPOSED AMENDMENl' FOR DISCUSSIOO.

THE CCM-1ISSION GAVE THEIR APPROVAL 'ID THE SUBDIVISION AND ADVISEDMR. GARl'RELL THAT HE COULD PRCX::EED WITH A FINAL PLAT.

THE CCMMISSION REVIEWED THE PLA'r BUI' OBJECTED 'ID THE PROPOSED, SAYING THAT IT DID NCYI' MEET THE REX)UIREMENTS FOR MULTIPLE FAMILY RESIDEf:\Il'IAL NOR DID IT MEET THE REX)UIREMENTS FOR SINGLE FAMILY RESIDENTIAL. DAVID O'FARRELL CCM1ENTED THAT SEVERAL OF THE LOCAL DEVELOPERS WERE LCX)KING AT GARDEN HCMES IN AN EFFORI' 'ID BUILD SMALLER, MORE AFFORDABLE HCMES WITHIN THE CITY OF FRIENDSWOOD. THIS WOULD ENABLE "LONG TIME" FRIENDSVWD RESIDENTS 'ID REMAIN IN THIS LCX::ALE WITHOUT THE UPKEEP OF A LARGE YARD. HE STATED THAT MS. HAMMERSLY, WHO IDULD DEVELOP THE 321 ACRE TRACT KNCWN AS BAY PARK, WOULD ALSO LIKE 'ID SEE SMALLER I..arS. CCMMISSIONER FINGER SAID THAT HE HAD SEEN THIS ACCCMPLISHED IN HOUSTON WITH GREAT SUCCF.SS, BUT THAT HE WAS CONCERNED THAT SMALLER HCMES MIGHT ALSO APPEAR ON THE SMALLER ImS. THERE WAS DISCUSSION REGARDING THE CITY'S ABILITY 'ID RE)'JUIRE CERI'AIN SQUARE FOCYI'AGE OF HCMES BEING BUILT ON PROPERI'IES AS THE CITY DOES NCYI' ENFORCE DEED RESTRICTIONS. THE CCM,1ISSION ASKED THCMPSON 'ID CONSULT WITH JOHN OLSON WITH THAT REGARD. THE MATTER WILL BE REVIEWED AT THE NEXT REGULAR MEETING OF THE PLANNING AND ZONING CCMMISSION.
6.CONSIDERATION AND POSSIBLE REX::a.1MENDATION REGARDING PROPOSEDAMENDMmr 'ID THE SUBDIVISION ORDINANCE -SIDEWAIJ<S (JAN JORDAN)
CCMMISSIONER JORDAN PRESENTED A PROPOSED AMENDMENT 'ID THE SUBDIVISION ORDINANCE. THE PROPOSED IS AS FOLIDNS:
Page 21 of the City's Subdivision Ordinance changed to read:
"In subdivisions where curbs and gutters are required as provided elsewhere in this ord inance, sidewalks shall be required to provide for the safety of pedestrians, (especially children). Sidewalks shall have a width of not less than FOUR ( 4) feet, a thickness of not less than FOUR ( 4) inches, of FIVE (5)sack concrete and shall be constructed with aminimum reinforcement of 6" x 6" #6 wire mesh, andshall be placed a minimum distance of ONE ( 1) footfran the property line within the street right-of-way
and shall extend along all street frontage in singlefamily residential areas. In multiple-family, grouphousing developnent or coornercial areas sidewalksshall be FIVE (5) feet wide."

DAVE SMITH, REPRESENTING THE avNER OF THE PROPERIT, SAID THAT THEY HAD A SIMILAR IDEA REGARDING THIS PROPERIT WITH REFERENCE TO THE GARDEN HCME. HE WITHDREW THIS ZONE CHANGE REX:)UEST UNTIL HE COULD CONFER WITH THE cmNER.
