A REGULAR MEIITING OF THE FRIENDffi'roD PLANNING AND ZONING CCM1ISSION WAS HELD ON THURSDAY, SEPTEMBER 3, 1992, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLCmING MEMBERS WERE PRESENT: BAKER -CHAIRMAN KONCABA JORDAN HARRIS DICKSON THCWSON -CITY ENGINEER HENRY -DEVELOPMENT COORDINATOR BRINKMAN -SECRETARY WITH A QUORUM PRESENT, FINGER AND VAN DYKE ABSENT, CHAIRMAN BAKER CALLED THE MEEl'ING OF THE PLANNING AND ZONING CCM-1ISSION TO ORDER TO CONSIDER THE FOLLCmING: A PUBLIC HEARING FOR THE PLANNING AND ZONING CCM1ISSION TO RECEIVE PUBLIC INPUT, BCYI'H ORAL AND WRITI'EN, REGARDING THE ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENTIAL) 'IO SP (SPECIFIC USE -DRIVEWAY 'IO CLINE PRIMARY SCHOOL) FOR Im 19 SECTION ONE -SUN PARK ESTATES REPLAT. CHAIRMAN BAKER EXPLAINED THAT THE CWNER OF THE PROPERI'Y HAD WITHDRAWN HIS REQUEST FOR ZONE CLASSIFICATION CHANGE UNTIL CERI'AIN LEGAL ISSUES HAD BEEN RESOLVED. HE SAID THE RE)'.JUEST MAY BE RESUBMITI'ED AT A LATER DATE. CHAIRMAN BAKER THEN ASKED FOR CCM-1UNICATIONS FRCM THE PUBLIC REGARDING ITEMS WHICH DID Nor APPEAR ON THE AGENDA. NUMEROUS PEDPLE IN THE AUDIENCE EXPRESSED THEIR OPPOSITION TO THE ZONE CLASSIFICATION CHANGE. BAKER ADVISED THE AUDIENCE THAT THEIR CCMMENTS WOUI.D HAVE 'IO BE HEARD AGAIN WHEN THE PUBLIC HEARING WAS CALLED AND OPENED. LINDA HAND ADDRESSED THE ca-1MISSION REGARDING PROPERI'Y ON CRAWFORD. CHAIRMAN BAKER ADVISED MS. HAND THAT IF THE PROPERI'Y WERE SUBDIVIDED, THE CITY WOULD REQUIRE AN IMPROVED, CITY ACCEPTED STREET; HOOE:VER, IF THE PROPERI'Y WAS SUBDIVIDED PRIOR TO THE SUBDIVISION ORDINANCE, SHE WOUI.D BE ALLCmED TO EXTEND THE ROAD USING THE SAME MATERIAL AS THE EXISTING ROAD. THE EXISTING ROAD IS ASPHALT. ENGINEER THCMPSON AGREED THIS WOULD BE THE CASE AND MS. HAND WAS INSTRUCTED TO CONTACT' CCJ,1MUNITY DEVELOPMENT COORDINATOR HENRY FOR FURI'HER INSTRUCTIONS. JOHN VARVAR, FRIENDSWOOD AUI'O CLINIC, HAD PREVIOUSLY MET WITH PLANNING AND ZONING TO RECEIVE AUI'HORIZATION TO ADD ON 'IO HIS EXISTING SITE. THE ADDITION WAS TO HOUSE CUSTCMER' S AUTCM)BILES WHEN KEPT OVERNIGHT AND WOULD BE ADDED SECURITY FOR HIM. THE CCMMISSION OBJOCTED, STATING THAT HE HAD Nor FULFILLED HIS orHER OBLIGATIONS REGARDING FENCING, CLEAN UP AND LANDSCAPING. MR. VARVAR HAS SINCE CCMPLETED THE LIST OF ITEMS PLANNING AND ZONING r � P&Z 9/3/72 Page 2 HAD GIVEN HIM. HE ALSO PRESENTED THE C0.\1MISSION WITH A PEI'ITION OF SIGNATURES, ASKING THAT MR. VARVAR BE ALiruED TO EXPAND HIS AUID CLINIC AS THE EXPANSION WOULD "BENEFIT THE CCMMUNITY". CHAIRMAN BAKER ADVISED MR. VARVAR THAT THE CCM,1ISSION WAS PLEASED WITH HIS EFFORTS AND HE COUID SUBMIT HIS SITE PLAN TO DEVELOPMENT COORDINATOR HENRY FOR THEIR CONSIDERATION. PAUL DIEPHIUS ADDRESSED THE Ca.1MISSION REGARDING PROPERI'Y HE WISHES TO PURCHASE FRavl MR. CHRISLEY. THE PROPERTY FRONTS FM 2351 AND IS CURRENTLY ZONED SFR. MR. CHRISLEY, AS <JivNER OF THE PROPERTY, ASKED THAT THE PROPERTY BE REZONED TO CSC TO ACCCM,ODATE MR. DIEPHIUS BUSINESS. THE CCl-1MISSION ADVISED THEM THAT A CSC ZONE WOULD REJ;)UIRE AT LEAST '!ID ACRES. MR. CHRISLEY SAID THAT HE OOULD REQUEST MORE OF THE PROPERTY BE REZONED IN ORDER TO MEET THAT REX;;)UIREMENT. '!ID OI'HER CITIZENS, WHO ALSO LIVE ON FM 2351, ASKED THAT THEY TOO BE .ALLavED TO REZONE THEIR PROPERTY FRCM SFR TO CSC. THEY STATED THAT THE WIDENING OF F .M 2351 WARRANTED THE CHANGE AND THEY COULD RECEIVE MORE FOR THEIR PROPERTY IF IT WAS ZONED FOR CCMMERCIAL USE. CHAIRMAN BAKER '!OLD THE PARTIES INVOLVED THAT HE AGREED WITH THE CONCEPT BUI' THAT A BUFFER SHOULD REMAIN NEXT TO THOSE PROPERI'IES WHICH WERE RESIDENTIAL Ca.1MUNITIES. HE ALSO ADVISED THEM TO CONSULT MS. THIS ITEM WAS WITHDRAWN FRavl THE AGENDA. 3.PRE-APP SITE PLAN FOR 21.97 ACRES FOR MFR-H (MULTIPLE FAMILY DWELLING DISTRICT -HIGH DENSITY) LO:ATED ON FM 2351 -(QUAIL CROSSING) THE CQ.'1MISSION REVIEWED THE PROPOSED SITE PLAN. MR. SPROUSE ASKED IF THE ROAD, LEADING INTO THE APARIMENT CCMPLEX, COULD REMAIN PRIVATE OR DID IT HAVE TO CONNECT WITH THE ROAD IN HARRIS COUNTY? FOR SECURITY REASONS, HE PREFERRED IT REMAIN A PRIVATE DRIVE. SPROUSE STATED THAT WEDGE.WX)D VILLAGE H�RS HAD EXPRESSED THEIR OPPOSITION TO THE ROAD CONNECTION AT A PREVIOUS MEEI'ING OF THE PLANNING AND ZONING Cav1MISSION. HE SAID THAT THE DRIVE WOULD MEET APPROVAL OF THE FIRE DEPARTMENT AND POLICE DEPARTMENT FOR EMERGENCIES AND THE APPROVAL OF THE CITY ENGINEER AS WELL. THE ROAD OOULD BE STRONG ENOUGH TO SUPPORT THE LARGE GARBAGE TRUCKS THAT WOULD ENTER THE PREMISES. THE Ca.1MISSION SAID THAT THEY HAD NO PROBLEM WITH THE ROAD BEING A PRIVATE DRIVE AND WOUID Nar REQUIRE IT TO BE CONNEX:TED. THEY ADVISED MR. SPOUSE THAT HE COULD PROCEED THROUGH THE DEVELOPMENT PROCESS. 4.PRE APP FOR WINDCREEK ADDITION -4. 64 ACRES SUBDIVIDED INTO 2LOTS, ON WINDCREEK THE Ca.1MISSION REVIEWED THE PRE APP AND AGREED WITH THE CONCEPT. 5 • CONSIDERATION AND POSSIBLE REX::CMMENDATION FOR AN AMENDMENT TO THE ZCNING ORDINANCE RmARDING A NEW ZONE CLASSIFICATION -MFR-GHD (MULTIPLE FAMILY RESIDENTIAL -GARDEN Ha.IE DISTRICT). THE CCMMISSION REVIEWED THE PROPOSED AMENDMENT TO THE ZONING ORDINANCE AND C0.'1MISSIONER JORDAN MADE A MOTION THAT THE ORDINANCE BE RECa,1MENDED TO CITY COUNCIL FOR THEIR APPROVAL. SECOND: KONCABA DISCUSSION FOI...LavED RmARDING THE FACT THAT CONSTRUCTION REQUIREMENTS, I.E. MASONRY AND FENCING, WAS Nar ADDRESSED IN THE ORDINANCE. THE MOTION WAS RESCINDED AS WAS THE SE>:OND. THE ITEM WILL BE RETURNED TO ATI'ORNEY JOHN OLSON IN ORDER THAT THESE ITEMS CAN BE ADDRESSED. 6.CONSIDERATION AND POSSIBLE REXXM-1ENDATION FOR AN AMENDMENT TO THEZONING ORDINANCE REGARDING A NEW ZONE CATEGORY -BB (BED ANDBREAKFAST. THIS ITEM WAS REVIEWED AND Ca.1MISSIONER KONCABA MADE A MOTION THAT THE PROPOSED ORDINANCE BE REX::CMMENDED TO CITY COUNCIL FOR THEIR APPROVAL.
