PLANNING AND ZOOING CCMMISSION
CCIDBER 15, 1992
7:00 P.M.
A REGULAR MEETING OF THE FRIENDSW)()D PLANNING AND ZOOING CCM-1ISSION WAS
HEID ON THURSDAY, CCIDBER 15, 1992, AT 7:00 P.M. IN THE CITY HALL
COUNCIL CHAMBERS. THE FOLLavING MEMBERS WERE PRESENT:

WITH A QUORUM PRESENI', JORDAN AND FINGER ABSENT, BAKER CALLED THE
MEETING TO ORDER AND ASKED FOR COOMUNICATIONS FROO THE PUBLIC FOR ITEMS
WHICH DID Nar APPF.AR ON THE AGENDA. WITH NO PUBLIC CCMMEN'.l', THE
CCM-1ISSION COOSIDERED THE FOLLavING:
1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF
POLLY RANCH ADDITION #3 (RESERVE E) -10.35 ACRES INl'O 3 wrs.
ENGINEER THCT1PSON SAID THAT THE SET BACKS WERE MJVED BACK AND WITH
THE EXCEPTION OF A FEW MINOR CHANGES, THIS WAS THE SAME PLAT AS
PLANNING AND ZONING HAD SEEN BEFORE. THE PROPER'!'Y IS PRESENTLY
UNDERGOING A ZONE CLASSIFICATION CHANGE PROO MFR-M TO SFR AND THE
CITY COUNCIL WILL HAVE THE FINAL READING OF THE ORDINANCE ON
NOVEMBER 2, 1992. THOOPSON STATED THAT HE OOULD RECOOMEND
APPROVAL OF THE FINAL PLAT CONTINGENT UPON THE FINAL READING OF
THE ORDINANCE GOVERNING THE ZONE CLASSIFICATION CHANGE.
CCMMISSIONER KONCABA MADE A MOTION THAT THE FINAL PLAT OF POLLY
RANCH ADDITION #3 BE APPROVED CONTINGENT UPON THE FINAL READING OF
THE ZONE CHANGE ORDINANCE.
SECOND: HARRIS
VarE FOR: UNANIMJUS
OPPOSED: NONE MOTION CARRIED
2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT
OF THE OAKS OF BRIARCREEK - 8 wrs.
ENGINEER THCT1PSON STATED THAT THE STATE IS GOING TO PUT UP JIGGLE
BARS WITH REFLECTOR BUTTONS FOLLavING THE CURVE LINE OF THE OLD
ROAD. MR. GOZA SAID THAT 3.5 ACRES OF LAND IS TO REMAIN WITH THE
HOUSE AND THE arHER wrs WILL CONSIST OF 1/2 TO 1 ACRE wrs.
WATER AND SEWER AVAILABILITY WAS DISCUSSED AS WELL.
CCMMISSIONER VAN DYI<E MADE A MOTION TO APPROVED THE RPELIMINARY
PLAT OF THE OAKS OF BRIARCREEK.

4.CONSIDERATION AND POSSIBLE REXXM-1:ENDATION TO CITY COUNCIL
REGARDING THE SITE PLAT OF KWIK KAR OIL & LUBE -1001 S.
FRIENDSvXX)D DR.
THE CQ\1MISSION REVIElvED THE PROPOSED SITE PLAN OF THE KWIK KAR OIL
AND LUBE. ENGINEER THCMPSON STATED THAT DETENTION POND REQUIRED A
FENCE AROUND IT. CHAIRMAN BAKER ASKED IF THE ROOF AND THE FACIA
OF THE BUILDING HAD TO BE RED AS PER THE PHaroGRAPHS SHCMN THE
CCM'1ISSION BY SID HOLLINGSYK)Rl'H, REPRESENTATIVE OF KWIK KAR. MR.
HOLLINGSvK)Rl'H STATED THAT THE RED ROOF WAS A TRADE MARK SUCH AS
THE GOLDEN ARCHES FOR THE McDONAID' S RESTAURANT CHAIN, AND THE
CCMPANY OOULD BE HESITANI' TO CHANGE IT. HE ADDED THAT BEFORE THE
CCMPANY WITHDREW THE PLANS HOME.VER, HE OOULD CONSULT WITH HIS
SUPERVISOR TO DEVISE AN ALTERNATE PLAN.
THE CCMMISSION REVIElvED THE PLAN AND CQ\1MISSIONER VAN DYKE MADE A
IDI'ION TO RECCM-1END THAT CITY COUNCIL APPROVE THE SITE PLAN.

5.PRE-APP FOR A GARDEN HCME C(l,1MUNITY -10. 2895 ACRES OFF OF FM 528
AND WINDING WAY (FORMERLY KNCMN AS PINEY POINT GARDEN HCMES) PEI'ER
GORMAN.
MR. GORMAN PRESENTED ARCHIT&:TURAL DRAWINGS DEPICTING A GARDEN
HCME C(M.1UNITY. HE ALSO PRESENTED A PROPOSED PLAT OF THE
SUBDIVISION WITH AN ENTRANCE ONTO WINDING WAY AND ANarHER ON FM
528.THE CC:Mv1ISSION ASKED MR. GORMAN QUESTIONS REGARDING THE
GREEN AREAS AND THE MAINTENANCE OF THOSE AREAS. MR. GORMAN
ca-1MENTED THAT AREAS OOULD BE MAINTAINED INITIALLY BY HIM;
HOOEVER, WHEN THE SUBDIVISION WAS APPROXIMATELY 75% FULL, THE
HC1v1EXJilNER' S ASSOCIATION OOULD TAKE OVER THE MAINTENANCE. THE
CCMMISSION AGREED WITH THE CONCEPT.
6.ZONE CLASSIFICATION CHANGE REQUEST OF MFR-M (MULTIPLE FAMILY
RESIDENTIAL DWELLING DISTRICT -MEDIUM) TO MFR-GHD (MFR -GARDEN
HCME DISTRICT) FOR 10. 2895 ACRES OFF OF FM 528 AND WINDING WAY
THE CQ\1MISSION CALLED A PUBLIC HEARING FOR NOVEMBER 2, 1992.
7.PRE-APP FOR FRIENDSvXX)D INDEPENDENT SCHOOL DISTRICT IDDIFICATIONS.
ENGINEER THCMPSON PRESENTED PROPOSED PLANS FOR IDDIFICATIONS AND
ADDITIONS TO r.a:AL SCHOOLS. THCMPSON SAID THAT WHILE THE SCHOOL
DISTRICT WAS EXEMPT FRCM ZONING LAWS, HE OOULD RECCMMEND THAT THE
SCHOOL DISTRICT GO THROUGH A PUBLIC HEARING SO THAT THE C(l,1MUNITY
COUID BE INFORMED OF CHANGES TO THE SCHOOLS. PLANNING AND ZONING
SAID THAT A PUBLIC HEARING WAS NaI' NECESSARY, IF THCMPSON KEPT
