IN THE CITY HALL COUNCIL CHAMBERS. THE FOLI...CWING MEMBERS WERE PRESENT: BAKER -CHAIRMAN JORDAN McHUGH VAN DYKE THCMPSON -CITY ENGINEER HENRY -DEVELOPMENT COORDINATOR BRINKMAN -SECRfil'ARY WITH A QUORUM PRESENT, FINGER, KONCABA, AND DICKSON ABSENT, CCM1ISSIONER BAKER OPENED THE MEETING, ASKING FOR CCM,1UNICATIONS F.Ra-1 THE PUBLIC REGARDING ITEMS THAT DID NaI' APPEAR ON THE AGENDA. DWAYNE SHANKS, PRESIDENT OF THE LAURELFIELD H�' S ASSOCIATION ADDRESSED THE C0.\1MISSION REGARDING THE KWIK LUBE WHICH IS BEING CONSTRUCI'ED ON FM 518.HE ASKED FOR A BUFFER BEIWEEN THE KWIK LUBE AND THE Ha.IBS IN LAURELFIELD AND FOR A FENCE AROUND THE DETENTION POND AS WELL. HE C'CMPLAINED THAT THE PLANNING AND ZONING CCMMISSION WAS NaI' AS OBSERVANT AS THEY SHOUID BE WHEN ACCEPTING BUSINESSES INTO FRIENDSVWD. aI'HER H�RS EXPRESSED THEIR CONCERNS REGARDING TOXIC WASTES, DECREASED PROPERI'Y VALUES AND DRAINAGE WITHIN THEIR SUBDIVISION. CHAIRMAN BAKER REMINDED THE H� THAT THE PROPERI'Y FACING FM 518 WAS ZONED CSC PRIOR TO LAURELFIELD' S EXISTENCE. HE ALSO ADVISED THEM OF THE REQUIREMEm'S WHEN THEIR SUBDIVISION WAS CONSTRUCTED. THE LAURELFIELD H�RS AGAIN REQUESTED THAT BARRIERS BE CONSTRUCTED BE"IWEEN THE HCMES AND THE CCMMERCIAL PROPERI'Y. WITH NO FURl'HER CCMMENT, THE CCMMISSION CONSIDERED THE FOLI...CWING ITEMS: 1.PRE-APP MUSTANG DRIVE - 2 wrs -LARRY BRONN THE CCMMISSION REVIEWED THE PLAT. THE PROPERI'Y IS LOCATED ON A CITY MAINTAINED SHEIL ROAD BUT THE PROPERI'Y FACES GREENBRIAR. EACH Im WILL BE 165' X 300' AND UTILITIES ARE AVAILABLE. THERE ARE A Im OF TREES WHICH ARE TO BE SAVED. THE CCM,1ISSION APPROVED OF THE CONCEPT. 2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFKEYSTONE .MF.ADCWS II. THIS ITEM WAS NaI' READY AND WAS WITHDRAWN FRa-1 THE AGENDA. 3.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT OF WEST OAKS -OFFENBURGER. THE CCMMISSION REVIEWED THE PLAT OF WEST OAKS AND DISCUSSION FOLI...CWED REGARDING THE 600' CUL-DE-SAC. PIPELINE SET BACKS WERE DISCUSSED AS WERE UTILITIES. C0.\1MISSIONER VAN DYKE MADE A MOTION TO APPROVE THE PRELIMINARY PLAT OF WEST OAKS. SECOND: McHUGH l P&Z 11/19/92 Page 2 VOI'E FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 4.PRE-APP SITE PLAN FOR APARIMENT CCMPLEX TO BE LOCATED AT FM 2351 ADJACENT TO THE NEW FOOD LION. THE cn-1MISSION REVIEWED THE PRE-APP AND EXPRESSED THEIR CONCERN THAT THERE WAS ONLY ONE ENTRANCE INl'O THE CCMPLEX. THE DEVELOPER EXPLAINED THAT FOR SECURITY PURPOSES, ONE ENTRANCE WAS PREFERABLE. THE CCM,USSION EXPRESSED THEIR CONCERNS REGARDING FIRE SAFEI'Y 5.A ZONE CLASSIFICATION CHANGE REQUEST FOR MFR-M (MULTIPLE FAMILY RESIDENI'IAL J:MELLING DISTRICT -MEDIUM DENSITY) TO SFR (SINGLE FAMILY RESIDENTIAL) FOR APPROXIMATELY 5. 9 ACRES OF LAND (REAR PORI'ION OF RESERVE C OF POIJ..Y RANCH ESTATES ). A PUBLIC HEARING WAS CAIJ..ED FOR DEX::EMBER 14, 1992. 6.GENERAL DISCUSSION CHAIRMAN BAKER STATED THAT HE WOUID LIKE TO REQUEST THAT CCMMUNICATIONS FRCT-1 THE PUBLIC BE MOVED TO THE END OF THE AGENDA IN ORDER THAT THE AGENDA ITEMS f\l()'l' WAIT. HE THEN EXPRESSED HIS CONCERNS OVER THE ZONING ORDINANCE AND THE NEED FOR Sa-iE DEFINEMENT. HE STATED THAT A ROOFING CCMPANY COUID ONLY BE PLACED IN AN INDUSTRIAL OR LIGHT INDUSTRIAL ARFA IF THEY WERE TO STORE BUIIDING MATERIALS ON THEIR SITE. BAKER RECa1MENDED A OORI<SHOP WHERE THE PERMITTED USE TABLE COUID BE REVIEWED. THE CQ\1MISSION AGREED TO THE IDEA. /}TH NO -�ION, c_!;Ul . ad CLAUDIA L.
