A SPOCIAL MEETING OF THE FRIENDSvKX>D PLANNING AND ZONING CQ\1MISSION WAS HEID ON MONDAY, NOVEMBER 2, 1992, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLI.avING MEMBERS WERE PRESENT: BAKER -CHAIRMAN McHUGH THC1-1PSON -CITY ENGINEER HENRY -DEVELOPMENT COORDINATOR FINGER BRINKMAN -SOCRETARY KONCABA DICKSON JORDAN CHAIRMAN BAKER CALLED THE DOCKEl'ED JOINT PUBLIC HEARING TO ORDER TO ROCEIVE INPUT, BOTH ORAL AND WRITI'EN, REGARDING THE FOLLOMING: a.A ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENTIAL) TO CSC (ca.1MUNITY SHOPPING CENTER DISTRICT) FOR 2.6045 ACRES OF LAND AND FOR 0.3857 ACRES OF LAND (TOTAL OF 2.9902 ACRES OF LAND) LOCATED ON FM 2351. PAUL DIEPHAUS ADDRESSED THE Ca.1MISSION RffiAROING ZONE CLASSIFICATION CHANGE RE)'JUEST. HE DESCRIBED THE LOCATION OF THE PROPERTY AND INFORMED THE Ca.1MISSION OF HIS INTENT TO BUILD AN AUI'O REPAIR SHOP ON THE SITE. THERE WERE APPROXIMATELY 20 PERSONS IN THE AUDIENCE WHO SPOKE IN OPPOSITION. Hc::MEX:MNERS FRCM ROYAL COURT PRESENTED A THREE PAGE PETITION AND SEVERAL CITIZENS FRCM THE CHERRY TREE SUBDIVISION ALSO SPOKE IN OPPOSITION TO THE ZONE CHANGE. WITH NO OTHER CCM1ENT, CHAIRMAN BAKER MOVED TO THE NEXT ITEM ON THE AGENDA. b.A ZONE CLASSIFICATION CHANGE REQUEST OF OBD (ORIGINAL BUSINESS DISTRICT TO SP B&B (SPOCIFIC USE -BED AND BREAKFAST) FOR 312 S. FRIENDSvKX>D DRIVE. JESS WILLIAMS ADDRESSED THE Ca.1MISSION REGARDING HIS PLANS FOR THE BRONN Ha-1E I.OCATED ON FM 518. HE STATED THAT BOCAUSE OF THE HISTORICAL SIGNIFICANCE OF THE Ha-1E, HIS FAMILY PROPOSED TO TURN IT INl'O A BED AND BREAKFAST TO PRESERVE THE HERITAGE OF FRIENDSvKX>D. MR. WILLIAMS STATED THAT THEY WERE PLANNING TO OPEN IN DECEMBER. SEVERAL CITIZENS SPOKE IN FAVOR OF THE ZONE CLASSIFICATION CHANGE REX:)UEST. c.A ZONE CLASSIFICATION CHANGE REQUEST OF MFR-M (MULTIPLE FAMILY RESIDENTIAL DWELLING DISTRICT -MEDIUM) & SP-PUD (PLANNED UNIT DEVELOPMENT) TO MFR-GHD (MFR -GARDEN Ha-1E DISTRICT) FOR 10.2895 ACRES OFF OF FM 528 AND WINDING WAY. PETER GORMAN, DEVELOPER OF THE 10.2895 ACRES OF LAND, STATED THAT HE WAS PROPOSING A GARDEN Ha.1E CCMMUNITY, CONSISTING OF [ l j P&Z November 2, 1992 Page 2 6 UNITS PER ACRE RANGING IN PRICE FRQ\:1 110,000 - 140,000. HE ADVISED THE Ca.1MISSION THAT THIS TYPE OF DEVELOPMENT WAS FOR THOSE PERSONS WHO DESIRED LIVING IN A Ha.IB, BTJI' WERE Nar INTERESTED IN TAKING CARE OF A LARGE YARD. THERE WERE SEVERAL QUESTIONS DIRECT'ED AT MR. GORMAN, BTJI' NONE SPOKE IN FAVOR, OR AGAINST THE PROJEX:T. WITH NO FURl'HER CQ\1MENT, CHAIRMAN BAKER CLOSED THE PUBLIC HEARING AND ADJOURNED TO THE CONFERENCE Rcx:M TO CONSIDER THE FOLLCWING: a.CONSIDERATION AND POSSIBLE ROCCM-1ENDATION REGARDING A ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENTIAL) TO CSC (CTM,1UNITY SHOPPING CENTER DISTRICT) FOR 2. 6045 ACRES OF LAND AND FOR 0. 3857 ACRES OF LAND (TOTAL OF 2.9902 ACRES OF LAND) LOCATED ON FM 2351. CCMv1ISSIONER FINGER MADE A MOTION THA'l.' THAT THE ZONE CLASSIFICATION CHANGE REQUEST BE DENIED.
