A SPECIAL MEETING OF THE FRIEND8vrnD PLANNING AND ZONING Ca-1MISSION WAS HELD ON THURSDAY, AUGUST 17, 1992, AT 7: 00 P .M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLONING MEMBERS WERE PRESENT: BAKER -CHAIRMAN FINGER VAN DYKE JORDAN KONCABA HARRIS BRINKMAN -SECRE'I'ARY WITH A QUORUM PRESENT, AND NONE ABSENT, CHAIRMAN BAKER OPENED THE MEETING OF THE PLANNING AND ZONING CGMMISSION AND CALLED THE PUBLIC HEARING TO ORDER: A PUBLIC HEARING FOR THE PLANNING AND ZONING ca-1MISSION TO RECEIVE PUBLIC INPUT, BCYl'H ORAL AND WRITI'EN, REGARDING THE ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENTIAL) TO MFR-L (MULTI-FAMILY RESIDENTIAL I.£JiJ DENSITY) FOR 3.28 ACRES OF LAND OUT OF RESERVE "A", FOREST CREEK PRESENTLY KNCmN AS FORES'IWOOD SUBDIVISION. DAVE SMITH, REPRESENTING THE cmNER OF THE PROPERI'Y, STATED THAT THE INl'ENT WAS TO REZONE THE PROPERI'Y TO MFR-L FOR THE PURPOSES OF BUIIDING 9 DUPLEXES ON THE SITE. THERE WERE APPROXIMATELY 20 TO 25 PERSONS IN THE AUDIENCE WHO WERE IN OPPOSITION TO THE ZONE CLASSIFICATION REQUFST. THREE PRIMARY REASONS WERE PRESENTED FOR THE OBJEx:"I'ION; LACK OF S.E.WER CAPACITY, TRAFFIC, AND PROPERI'Y VALUES. 'lID PEI'ITIONS WERE PRESENTED, ONE WITH 84 SIGNATURES AND THE OI'HER WITH 6. THERE WERE CONCERNS ABOUT APARIMENTS BEING BUILT ON THE SITE� HOOEVER, DAVE SMITH EXPLAINED TO THE CITIZENS THAT THE DENSITY OF A MFR-L IS 6 UNITS PER ACRE WHEREAS APARTMENT PROOEX:TS ARE USUALLY ZONED MFR-H WITH AN AI..I.avABLE DENSITY OF 18 UNITS PER ACRE.
