A REGULAR MEETING OF THE FRIEND8vroD PLANNING AND ZONING CCMUSSION WAS HELD ON THURSDAY, FEBRUARY 20, 1992, AT 7:00 P.M. IN THE CITY HAU, COUNCIL CHAMBERS. THE FOLI.DNING MEMBERS WERE PRESENT: BAKER JORDAN FINGER RODGERS KONCABA THCMPSON -CITY ENGINEER HENRY -SECRETARY FRANKOVICH -LIAISON WITH A QUORUM PRESENT, COLBURN AND VAN DYI<E ABSENT, CHAIRMAN BAKER CALLED THE MEETING TO ORDER ASKING FOR CC1-1MUNICATIONS FRCM THE PUBLIC THERE WERE APPROXIMATELY 25 PEOPLE IN THE AUDIENCE. A.RONALD AIMONE'ITI TO ADDRESS THE CCM-1ISSION REGARDING THE SUBDIVISION OF PROPERI'Y LOCATED AT SUNSEI' AND SPRF.ADING OAKS. MR. RONALD AIMONETI'I ADDRESSED THE CCM-1ISSION AND AUDIENCE REGARDING PARTS OF LOI'S 4 AND 5 OF BLOCK 3 OF THE FRIEND8vroD SUBDIVISION. THE PROPERTY, CONSISTING OF 5.3 ACRES (ITEM 2 ON THE AGENDA) IS LOCATED AT SPRF.ADING OAKS AND SUNSEI'. MR. AIMONEITI EXPRESSED HIS OPPOSITION TO THE SUBDIVISION. HIS CONCERNS WERE FOR THE INTEGRITY OF THE NEIGHBORHOOD AS WELL AS THE SAFEI'Y AND DRAINAGE IMPACT. HE SUBMITTED A PETITION ON BEHALF OF THE PROPERTY CWNERS OF CavARDS CREEK COURI' OF FRIENDSWOOD, 'l'EXAS REQUESTING THAT 'l'HE FRIENDSWOOD PLANNING AND ZONING BOARD DISAPPROVE ANY SUBDIVISION OF THE PROPERI'Y. 1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT OF WINDSOR ESTATES (FORMERLY KNCWN AS LAWRENCE PLACE) -MUNICIPAL ENGINEERING. THE CCM-1ISSION REVIEWED THE PRELIMINARY PLAT OF WINDSOR ESTATES; HOWEVER, DUE TO THE NUMEROUS CONTINGENCIES THE PLANNING AND ZONING CCM-1ISSION TOOK NO ACTION. 2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF POLLY OAKS SUBDIVISION -GARI'RELL. THIS ITEM WAS Nar READY AND WAS PASSED OVER BY THE CCM-1ISSION. 3.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF "THE ORCHARD" -MUNICIPAL ENGINEERING. THE Ca.1MISSION REVIEWED THE PRELIMINARY PLAT OF THE ORCHARD; HCWEVER, DUE TO THE NUMEROUS CONTINGENCIES THE PLANNING AND ZONING CCM-1ISSION TOOK NO ACTION. l P&Z 2/20/92 Page 2 4.PRE-APP FOR BRIAIM'.)OD ESTATES (PEARLAND/FRIENDSWCX)D BORDER) -DANRUCKER. THE CCMMISSION REVIEWED THE PRE-APP FOR BRIAR\\WD ESTATES AND HAD NO PROBLEM WITH THE CONCEPT. 5.PRE-APP FOR PROPERTY I.DC.ATED AT SUNSE'T AND SPREADING OAKS - '!WOLOTS -MR. HALL. THIS ITEM WAS NOT READY AND WAS WITHDRAWN FRCM THE AGENDA. 6.MINUTES FOR APPROVAL:OCIOBER 17, 1991; NOVEMBER 7, 1991; FEBRUARY 6, 1992. MINUTES APPROVED AS READ. 7.A LETI'ER TO RONALD E. COX, CITY MANAGER DATED FEBRUARY 7, 1992 WAS SUEMITTFD TO THE PLANNING AND ZONING CCMMISSION FOR THEIR Ca.1MENT. THE LETTER IS FROM JON R. BRANSON, PARKS AND RECREATION DIRECTOR AND IS REGARDING POLICY FOR CITY MAINTENANCE OF MEDIANS AND STREE'T LIGHTS. THE PROPOSED CHANGE IN ORDINANCE IS TO BE INCLUDED IN THE SUBDIVISION ORDINANCE WHEN IT IS UPDATED. CCMMISSIONER FINGER REQUESTED THAT BRANSON REMJVED THE WORD "PLAN" AND ADD THE PHRASE "OR BY THE CITY" SO THAT ITEM ONE OOULD READ: "MAINTENANCE OF RESERVES, PRIVATE PARKS, MEDIANS, ESPLANADES, CUL-DE-SACS, C<M-10N AREAS, EIC. , WILL BE THE RESPONSIBILITY OF THE HCMEOivNERS ASSOCIA'l'ION WITH THE EXCEPTION OF MEDIANS ON BOULEVARDS REQUIRED BY THE MAJOR THOROUGHFARE PLAN OR BY THE CITY. ALL LANDSCAPING WILL BE THE RESPONSIBILITY OF THE DEVELOPER AND OR THE GHCP,F/Jf/NEP.S ASSOCIATIOO." ��-
