THE FOLLCM.ING MEMBERS WERE PRESENT: BAKER -CHAIRMAN FINGER THCMPSON -CITY ENGINEER HENRY -DEVELOPMENT COORDINATOR BRINKMAN -SECREI'ARY COLBURN JORDAN VAN DYKE KONCABA HARRIS WITH A QUORUM PRESENT AND NONE ABSENT, CHAIRMAN BAKER CALLED THE .MEEING 'ID ORDER AND OPENED THE JOINT PUBLIC HEARING. HE STATED THAT HE ¾OULD LIKE TO REZONE THE PROPERl'Y TO OP (OFFICE PARK) IN ORDER TO BUILD A MEDICAL PROFFSSIONAL BUILDING. SECOND: JORDAN VOI'E FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 3.CONSIDERATION AND POSSIBLE RECCM,1ENDATION REGARDING THE PROPOSED SITE PLAN OF THE WEDGrn-mD ELEMENTARY SCHOOL WHICH WILL BE I..a:'.ATED ON FRIENDSWOOD-LINK ROAD. THE C0.\1MISSION REVIEWED THE SITE PLAN AND CCMMISSIONER FINGER EXPRESSED HIS CONCERN WITH REGARD TO ACCESS FRCM DAVID GLEN. DISCUSSION FOI...LavED REGARDING DROP OFF POINI'S FOR THE CHILDREN, TRAFFIC LIGHTS, SIDEWALKS, AND CROSS WALKS. THE ARCHITECT ADVISED THE C0.\1MISSION THAT THE SCHOOL IDULD ACCC1'1MODATE APPROXIMATELY 900 -1000 CHILDREN AND IDULD RELIEVE SCME OF THE OVERCROiIDING AT LANHOLT. THE NEW SCHOOL WILL BE 10,178 SQUARE FEET AND WILL OPEN IN AUGUST OF 1993. CCMMISSIONER FINGER MADE A MOTION TO RECCM,1END TO CITY COUNCIL, THE APPROVAL OF THE PROPOSED SITE PLAN OF THE WEDGEWOOD ELEMENTARY SCHOOL CONI'INGENT UPON THE LIMITATION OF ACCESS TO DAVID GLEN. SECOND: KONCABA VOI'E FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 4.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT OF KEYSTONE MEAIXMS SECTION II I..a:'.ATED AT FM 528 AND BRIAR CREEK. CHAIRMAN BAKER REMINDED THE CCMMISSION THAT THE PROPERTY HAD AT ONE TIME BEEN PLATTED FOR SFR; Ha-IBVER, THERE WAS CONCERN ABOUT SEVERAL DRIVES ADDED 'I'O FM 528. THE CMNER OF THE PROPERTY HAD THEN REQUESTED A ZONE CLASSIFICATION CHANGE REQUEST THAT WOULD AI.J..DiJ HIM TO CONS'I'RUCT MULTI-FAMILY DWELLINGS ON THE PROPERTY WITH DRIVE ACCESS ON TO BRIAR CREEK. THERE WAS A LARGE NUMBER OF CITIZENS IN OPPOSITION AND THE REX)UEST WAS DENIED. THE CWNER WAS AGAIN PLATTING THE PROPERI'Y FOR SFR AND THIS TIME THERE IDULD BE THREE DRIVES EXITING ONI'O FM 528 RATHER THAN THE FIVE ORIGINALLY PLANNED. CCM,1ISSIONER JORDAN STATED THAT SHE DID Nar APPROVE OF ANY M)RE DRIVEWAYS ON FM 528. CQ.'1MISSIONER VAN DYKE MADE A MOTION TO APPROVE THE PRELIMINARY PLAT OF KEYS'roNE MEADCMS II. SEXX>ND: KONCABA VarE FOR: VAN DYKE, KONCABA, HARRIS, BAKER OPPOSED: JORDAN, FINGER, COLBURN IDI'ION CARRIED 5.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT OF 4.492 ACRES LOCATED AT FM 2351 AND BLACKHAWK (FOOD LION). 6.CONSIDERATION AND POSSIBLE RECCMMENDATION REGARDING THE PROPOSED SITE PLAN OF FOOD LION TO BE LOCATED AT FM 2351 AND BLACI<HAWK. SEVERAL CITIZENS WERE CONCERNED REGARDING THE USE OF BLACKHAWK BY LARGE TRUCKS DELIVERING GROCERIES TO THE STORE. REPRESENTATIVES OF FOOD LION STATED THAT THERE WOUID BE APPROXIMATELY TEN DELIVERIES PER WEEK. THE SITE PLAN WAS REVIEWED AND RECCMMENDATION MADE FOR ACCESS TO THE STORE WITHOUT THE STORE USING BLACKHAWK AS A PRIMARY ROUI'E FOR FULL TRUCKS. IT WAS AGREED THAT THE STORE REPRESENTATIVES WOUID MEET WITH THE WEDGEWCOD VILLAGE H�' S ASSOCIATION TO DEVELOP A PLAN THAT WOULD BE N;:)UITABLE TO ALL CONCEREND. ca-1MISSIONER FINGER MADE A MOI'ION THAT BarH ITEMS REGARDING FOOD LION BE TABLED UNTIL SUCH TIME AS THE MEETING WITH THE H<:1-1EONNER'S ASSOCIATION HAD OCCURRED AND THE AGREED SOLUTIONS HAD BEEN MEI'. SOCOND: KONCABA VarE FOR: TJNANIM)US OPPOSED: NONE MOI'ION CARRIED. 7.CONSIDERATION AND POSSIBLE RECCM-1ENDATION REGARDING THE PROPOSED SITE PLAN OF WALGREENS TO BE LOCATED AT FM 518 AND SHADCMBEND. THE ca-1MISSION REVIEWED THE PROPOSED SITE PLAN. ENGINEER THCMPSON SAID THAT HE HAD REVIEWED THE SITE PLAN AND THE ONLY QUESTION HE HAD WAS CONCERNING THE SIDEWALK ON FRIENDSWOOD DRIVE IN THAT THERE IS VERY LITI'LE RIGHT-OF-WAY (APPROXIMATELY 7 FEEI') • HE FURI'HER STATED THAT THERE WIIJ, BE SIDEWALKS ON BarH SIDES. THE LANDSCAPE PLAN WAS ALSO REVIEWED AND ENGINEER THCMPSON STATED THAT THE LOADING DOCK WOUID BE TO THE REAR OF THE STORE. NECESSARY TRUCK TRAFFIC WIIJ, CCME IXWN SHADCWBEND TO THE LOADING DOCK. CCMMISSIONER FINGER MADE A MOTION THAT THE PROPOSED SITE PLAN BE RECCMMENDED TO CITY COUNCIL FOR THEIR APPROVAL CONTINGENT UPON THE SIDEWALK BEING LOCATED AGAINST THE RIGHT-OF-WAY LINE. SOCOND: JORDAN VarE FOR: UNANIMOUS OPPOSED: NONE M0rION CARRIED. 8.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF THE AMENDED REPLAT OF LEISURE ESTATES -GARI'RELL. [ ! [ P&Z May 7, 1992 Page 4 GARl'RELL STATED THAT THE DRAINAGE EASEMENT WAS REOONE AS PER THE LAST MEETING AND A NaI'E WAS AFFIXED 'ID THE PLAT STATING THE SAME. ENGINEER THCOO'SON SAID THAT THE REQUEST HAD BEEN MADE BECAUSE IT WAS MUCH EASIER THAN FILING SEPARATE INSTRUMENTS. C0'-1MISSIONER KONCABA MADE A M<Yl'ION THAT THE FINAL PLAT OF THE AMENDED REPLAT OF LEISURE ESTATES BE APPROVED. SECOND: JORDAN VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED. 9.PRE APP -MILLS & MURPHY -2 LOTS. MS. REID PRESENTED HER PLAT OF A '1W) LOT SUBDIVISION. SHE PROPOSES 'ID PURCHASE ONE OF THE LOTS SHOULD THE CCM-1ISSION APPROVE. THE C0.\1MISSION ADVISED MS. REID THAT SHE COULD PROCEED ��
