THE FOI.J..avING MEMBERS WERE PRESENT: KONCABA -VICE CHAIRMAN VAN DYKE FINGER HARRIS JORDAN THom>SON -CITY ENGINEER BRINKMAN -SECREI'ARY WITH A QUORUM PRESENT AND BAKER ABSENT, VICE CHAIRMAN KOl\1CABA CALLED THE MEETING TO ORDER AND ASKED FOR CCM-1UNICATIONS FRCM THE PUBLIC. WITH NO PUBLIC CQ\1MUNICATION, THE FOLLCMING ITEMS WERE CONSIDERED: 1.ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENTIAL) TO MFR-L (MULTI FAMILY RESIDENTIAL IJ::IN DENSITY) FORrms 1-5 FORES'IWOJD SUBDIVISION 3.28 ACRES LOCATED ON FRIENDSYKX)D LINK ROAD. A PUBLIC HEARING WAS SCHEDULED FOR AUGUST 17, 1992. 2.ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENTIAL) TO SP (SPECIFIC USE -DRIVEWAY TO CLINE PRIMARY SCHOOL) FOR LOI' 19 SECTION ONE -SUN PARK ESTATES REPLAT. A PUBLIC HEARING WAS SCHEDULED FOR SEPI'EMBER 3, 1992. 3.CONSIDERATION AND POSSIBLE REC(M,1ENI)ATION REGARDING THE ZONE CLASSIFICATION CHANGE REQUEST CSC (ca.1MUNITY SHOPPING CENTER DISTRICT) TO SPECIFIC USE MINI GOLF FOR 1. 040 ACRES OUT OF THE J .R. WILLIAMS LEAGUE LOCATED AT 1410 F.AST WINDING WAY. VICE CHAIRMAN KONCABA EXPLAINED THAT CHAIRMAN BAKER HAD EXPRESSED HIS CONCERN REGARDING TRAFFIC ON WINDING WAY. HE HAD ASKED IF THE DEVELOPER OF THE PROPERI'Y COULD INVESTIGATE A POSSIBLE ACCESS ROCJI'E TO FM 518. C(M.llSSIONER VAN DYKE MADE A M)TION THAT THIS ITEM BE TABLE FOR '!WO WEEKS TO ENABLE THE ™NER/DEVELOPER OF THE PROPERI'Y TO INVESTIGATE THAT ACCESS. SEXX>ND: FINGER VOI'E FOR: VAN DYKE, FINGER, KONCABA, HARRIS OPPOSED: JORDAN M)TION CARRIED 4.PRE-APP -16 ACRES LOCATED ON MELODY LANE -OFFENBURGER THCMAS OFFENBURGER PRESENTED HIS PROPOSED PLAT, STATING THAT HE IDULD POSSIBLY MAKE Sa.1E REVISIONS REGARDING THE rms CONI'AINING THE PIPELINES. HE SAID THAT HE MIGHT CUT THE REAR PROPERI'Y LINES, MAKING THE PIPELINE F.ASEMENT THE REAR PROPERTY LINE. THERE WAS Sa.1E DISCUSSION REGARDING THE LENGl'H OF THE CUL- DE-SAC AND THE ALI..avABLE LENGTH ACCORDING TO THE SUBDIVISION ORDINANCE. IT WAS I 1 l J P&Z Page 2 DECIDED THAT HE IDUID HAVE TO CCNE BACK TO THE CCMMISSION WITH ANOI'HER CONFIGURATION OF THE PROPERI'Y. 5.PRE-APP FOR 5 ACRES OF LAND LOCATED ON OAK DRIVE TO BE SUBDIVIDED INTO 7 Im'S -CARLOS GARCIA. THE CCMMISSION REVIEWED THE PLAT AND GAVE THEIR APPROVAL FOR THE PROPOSED SUBDIVISION. 6.CONSIDERATION AND POSSIBLE RECCM-1ENDATION FOR AN AMENDMENT TO THE ZONING ORDl"NANCE REGARDING PIPELINES -JORDAN C0.'1MISSIONER ,JORDAN DID Nor HAVE THIS ITEM RF.ADY AND IT WAS THEREFORE PASSED OVER BY THE C0.'1M.ISSIOO. 7.DISCUSSION REGARDING A NEW ZONE CLASSIFICATION -GARDEN Ha.1ES. THE CCMMISSION REVIEWED A PROPOSED ZONE CLASSIFICATIOO WHICH HAD BEEN WRITTEN BY SEVERAL LOCAL DEVELOPERS REGARDING GARDEN Ha.1ES. DAVID O'FARREI.J., PRESENTED PICTURES AND EXPLAINED THE PURPOSE FOR THE NEW CATEGORY. THE INrENT IS TO PROVIDE FRIENDS¾OOD WITH ANALTERNATIVE TO LARGE Im'S. SEVERAL OF THE CCM.fISSIONERS EXPRESSED THEIR CONCERN REGARDING HCME SIZES ON THE SMALLER Im'S. ENGINEER THCMPSON IS TO CONTACT CITY ATTORNEY OLSON REGARDING THE GARDEN HCME CLASSIFICATION, WHETHER OR Nor THE CITY CAN DICTATE HCME SIZE, BUIIDING MATERIAL, El'C. 8.PRE-APP FOR PINEY POINT SUBDIVISION -10. 0 ACRES (ZONED MFR-M 9. 0 ACRES -ZONED PUD 4.0 ACRES) PROPOSED 61 Im'S-GARDEN HCMES LOCATED OFF OF F .M. 528 BEHIND IRISH GREEN OFFICE PARK BEING PAR!'
