WITH A QUORUM PRESENT, JORDAN ABSENT, THE FOLLCWING ITEMS WERE CONSIDERED:

THERE WAS DISCUSSION REGARDING THE PROPOSED BUILDING AND CCMvl.ISSIONER McHUGH STATED THAT WHILE SHE WAS AGAINST THE SIX S'IORY BUILDING WHICH MIGHT BE r..cx::ATED ON THA'l' SITE, SHE UNDERS'I'(X)D THAT THE ZONE CHANGE RE)JUEST AND THE BEST LAND USE WERE THE ONLY 'lWO ITEMS UNDER CONSIDERATION. CClv1MISSIONER FINGER MADE A MCYI'ION THAT THE ZONE CLASSIFICATION CHANGE REQUESTS BE REC<M'1ENDED 'IO CITY COUNCIL FOR THEIR APPROVAL. SECOND: KONCABA VOl'E FOR: UNANIMOUS OPPOSED: NONE MOI'ION CARRIED
2.CONSIDERATION AND POSSIBLE ACTION ROOARDING THE FINAL REPLAT OFwr 34 POLLY RANCH SUBDIVISION.
A LE'ITER FRCM CITY ATTORNEY JOHN OLSON WAS READ INI'O THE MINUTES REVIEWING HIS OPINION OF THE PROPOSED SUBDIVISION. CClv1MISSIONER KONCABA STATED THAT HE KNEW OF NO REASON WHY THE PROPERI'Y COUID BE SUBDIVIDED IN LIEU OF THE Ll!.'TI'ER FROO JOHN OLSON. CClv1MISSIONER KONCABA MADE A .MOI'ION THAT THE FINAL REPLAT OF wr 34 OF POLLY RANCH SUBDIVISION BE APPROVED. CCMvlISSIONER VAN DYKE ASKED IF THE H� OF wr 34 IDULD THEN BE RE)JUIRED 'IO GO BEFORE THE H�' S ASSOCIATION FOR FINAL APPROVAL. CClv1MISSIONER FINGER STATED THAT THE PROPERI'Y CMNER AND THE ASSOCIATION MIGHT END UP IN COURI' WITH A JUDGE D&;IDING THE MATTER. FOR AUI'O TOCH.
THE ca-1MISSION REVIEWED THE SITE PLAN AND ca-1MISSIONER FINGER MADE
A MOTION THAT THE CCMv1.ISSION RECCM-1END THE SITE PLAN TO CITY
COUNCIL FOR THEIR APPROVAL.

6. CONSIDERATION AND POSSIBLE REC<M,1ENDATION FOR THE CIP (CAPITAL
IMPROVEMENTS PLAN).
ENGINEER THCMPSON STATED THAT HE HAD RECEIVED CCMMENI'S FRCM
ca-1MISSIONER FINGER REGARDING THE CIP AND ASKED THAT ANY arHER
CCMMENI'S BE DIREX:TED TO HIM (THCMPSON) AS THE DEADLINE WAS FAST
APPROACHING. HE ALSO REMINDED THE CCMv1.ISSION THAT THE PUBLIC
HEARING WOUID BE APRIL 19, 1993. JOHN WATSON EXPRESSED HIS
CONCERNS AND STA'l'ED THAT HE WAS HAPPY TO SEE THE FEES GO DONN.
TH(W)SON STATED THAT SINGLE FAMILY RESIDENTIAL WAS EASIER TO
FORECAST THAN CCM-1ERCIAL. WITH NO OI'HER Ca.1MENT THE CCMv1.ISSION
MOVED TO THE NEXT ITEM ON THE AGENDA.
7. CONSIDERATION AND POSSIBLE REX::Cl•f•1ENDATION FOR AMENDMENTS TO THE
SUBDIVISION ORDINANCE AND TO THE ZONING ORDINANCE REGARDING
PRIVATE STREETS WITHIN SUBDIVISIONS.
CCMv1.ISSIONER VAN DYKE STATED THAT HE WOUID LIKE PRIVATE STREETS
FOR SOCURITY REASONS AND C(M,1:tSSIONER FINGER AGREED. SOU!'H SHORE
HARBOR WAS GIVEN AS A POSITIVE EXAMPLE . ENGINEER THCMPSON STATED
THAT HIS MAJOR CONCERN WAS THE MAINTENANCE OF THE STREETS. HE
STATED THA'r THERE COUW BE A NUMBER OF UNFORESEEN PROBLEMS SHOULD
PRIVATE STREETS BE ALLCMED ESPEX::IALLY IF THAT STREET WERE A
THROUGH STREET. LARRY IACCTh'T() FRCM SAN JOAQUIN ESTATES, STATED
THAT HE WOULD LIKE TO SAN JOAQUIN PARKWAY MADE PRIVATE, IN AN
EFFORI' TO cur ro'lN ON VANDALISM. THERE WAS A GREAT DEAL OF
CONCERN REGARDING THE DEFINITION OF A THROUGH STREET AND THE
LEGALITY OF THE MATTER.
8.CONSIDERATION AND POSSIBLE REXX1-1MENDATION FOR AMENDMENT TO THE
ZONING ORDINANCE REGARDING THE PERMITTED USE TABLE.
DAVID HOOVER STATED THAT A SPEX::IAL MEEI'ING WIIJ, BE HEID TO DISCUSS
'IHIS MATTER. THE CCMv1.ISSION WAS IN AGREEMENT.
