PLANNING AND ZONING C'CMMISSION
FEBRUARY 18, 1993
A REGULAR MEETING OF THE FRIENDSVOJD PLANNING AND ZONING C'CMMISSION WAS
HEill ON THURSDAY, FEBRUARY 18, 1993, AT 7:00 P.M. IN THE CITY HAIL
COUNCIL CHAMBERS. THE FOLLCWING MEMBERS WERE PRESENT:

IN THE ABSfil..1CE OF BAKER, KONCABA AND VAN DYKE, THE C'CMMISSION APPOINI'ED
FINGER TO CHAIR THE MEETING. FINGER OPENED THE MEETING TO CONSIDER THE
FOLLCMING ITEMS:
1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF
POLLY RANCH ADDITION 6 (RESERVE C) •
THE C'CMMISSION REVIEWED THE PLAT AND C'CMMISSIONER JORDAN MADE A
.t-DI'ION THAT THE FINAL PLAT OF POLLY RANCH ADDITION 6 BE APPROVED.
SECOND: DICKSON
VOl'E FOR: UNANIMOUS
OPPOSED: NONE MOTION CARRIED
2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF WEST
OAKS SUBDIVISION.
'!'HIS ITEM WAS NCYI' READY AND WAS PASSED OVER BY THE C'CMMISSION.
3. PRE-APP WIIDERNESS TRAII.S ESTATES -8. 3 ACRES INTO 15 UY.I'S -GARTRELL.
THE CCMMISSION REVIEWED THE PRE-APP WHICH IS LOCATED AT THE END OF
FALLING LEAF. DISCUSSION FOI..J..CMED REGARDING THE EXTENSION OF THE
ROAD TO THE PROPOSED CURB AND GUITER SUBDIVISION. PRESENTLY THE
ROAD IS ASPHAL'l' AND IS OPEN DITCH. THE CCMUSSION EXPRESSED THEIR
OPINION THAT THE CITY SHOUID STICK 'l'O THE CONCRETE STREEl'
REX;:lUIRE1-1EN'l' AS SET FORTH IN THE ORDINANCE.
4. PRE-APP HUNTINGI'ON vKX)D PROFESSIONAL PARK -CLEARVIEW AND FM 518.
THE PRE-APP WAS PRESENTED TO THE CCM-1ISSION BY AL LENTZ. IT WAS
STATED THAT THE INI'ENT WAS TO SAVE AS MANY OF THE TREES AS WAS
POSSIBLE. HE REVIEWED THE LOCATION OF THE BUIIDINGS AND ADDED
THAT THERE WOUID BE ADDITIONAL 10' RIGHT-OF-WAY ON CLEARVIEW. 'l'HE
CCMUSSION AGREED WI'l'H '!'HE CONCEPT. CURRENTLY IT IS PROPOSED THAT
THERE WILL BE 'Im PROFESSIONAL BUIIDINGS ON LOI' 1 AND TONY
BANFIEID'S OF'FICE WILL BE LOCATED ON UY.I' 2.

6.LAURELFIEID H�R' S ASSOCIATION REQUESTED DISCUSSION WITH THE
PLANNING AND ZONING CCMv1ISSION.
DEBBIE BlmDER AND PAUL HAHN OF THE LAURELFIELD HOMEX:WNER'S
ASSOCIATION EXPRESSED THEIR DISCONTENT WITH KWTI< LUBE BACKING UP
TO THEIR SUBDIVISION AND ASKED WHAT WAS PROPOSED ON THE Ol'HER 'ffiD
SITES. CCMv1ISSIONER FINGER ADVISED THEM OF POSSIBLE BUSINESSES
THAT COUID BE LOCATED ON THE PROPERI'Y AND OF THE CITY'S LEGAL
RIGHTS AND RESPONSIBILITIES AS PER THE CITY ATIORNEY. HAHN
SUGGESTED THAT THE H�RS MIGHT HAVE SOME INPtJr INTO THE
PROPOSED REVISION OF THE PERMITTED USE TABLE OF THE ZONING
ORDINANCE. CCMMISSIONER FINGER ADVISED THE GROUP THAT THE
CCMMISSION WOULD WELCOME THEIR OPINIONS.
7.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PROPOSED UPDATED
STUDY FOR LAND USE ASSUMPI'IONS, CAPITAL IMPROVEMENTS PLAN AND
IMPACT FEE -B� & GAY ENGINEERS, INC.
SAM KRUSE PRESENTED THE CITY IMPACT FEE UPDATE FOR THE REVIEW OF
'!'HE CCMv1ISSION. HE REVIEWED THE 1990 IMPACT FEE STUDY AND
ca-1PARED IT TO THAT OF 1993. KRUSE ALSO ADVISED THE CCM-llSSION
THAT A FINAL DRAFI' WOULD BE READY FOR REVIEW ON MARCH 1ST FOR
THEIR RECCMMENDATION TO CITY COUNCIL. A PUBLIC HF.ARING IS SCHEDULED FOR APRIL 19, 1993 AND ALL CCT-1MENI'S FRCM THE CCM-llSSION

AVAILABLE FOR PUBLIC REVIEW. THE Nal'ICE FOR PUBLIC HEARING IS TO
BE PUBLISHED ON MARCH 19, MARCH 25 AND APRIL 2, 1993.

CCMv1ISSIONER JORDAN STATED THAT THE INTENT OF THE DISTRICT WAS TO
PROVIDE A BUFFER BE'IWEEN RESIDENTIAL C(M.1UNITIES AND ca-1ME:RCIAL
DISTRICTS. HER SUGGESTION WAS THAT A BE".CTER INTENT STATEMENT BE
WRITTEN. CCM,1ISSIONER FINGER BROUGHT UP THE ISSUE OF PRIVATE
STREETS AND THE REX;JUIRED RIGHT-OF-WAY WITHIN THE GARDEN HOME
DISTRICT. A 28 FCOT ROAD WITH A 16 FCOT EASEMENT IS THE NORMAL
