A REGULAR MEEI'ING OF THE FRIENDSVX)()D PLANNING AND ZONING CCM-1ISSION WAS HELD ON THURSDAY, JANUARY 21, 1993, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLI,a.7ING MEMBERS WERE PRESENT: BAKER -CHAIRMAN I<ONCABA FINGER McHUGH DICKSON HENRY -DEVELOPMEN.r COORDINAIDR THCl1PSON -CITY ENGINEER BRINI<MAN -SECRETARY STE.WAR!' -CITY AT'l'ORNEY WITH A QUORUM PRESENT, JORDAN AND VAN DYI<E ABSENT, CHAIRMAN BAKER CALLED THE MEETING ID ORDER ID CONSIDER THE FOLI.avING: 1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT OF PARI<WOOD VILLAGE SUBDIVISION. PETER GHORMAN REVIEWED HIS PLAT WITH THE CCM1ISSION ADDING THAT THERE VIUULD BE A 3-4 FCOT ORNAMENTAL FENCE AROUND THE POND. CCM1ISSIONER McHUGH ASKED WHY THE FENCE COULDN'T BE 6' IN ORDER ID PROTECT CHILDREN IN THE NEIGHBORHOOD. GHORMAN EXPLAINED THAT THE AREA IS DESIGNED AS A PARK AREA AND THAT A 6 ' FENCE WOULD Nar BE AS PRETrY. THERE WOULD AI.SO BE ANOI'HER DETENI'ION POND THAT WILL BE OFF SITE. THE STREETS WILL BE PRIVATE STREET THAT WILL BE CONSTRUCTED ID CITY STANDARDS AND THAT WILL BE MAINTAINED BY THE H�. HE ALSO EXPLAINED THAT THERE WOULD BE 8' RIGHT-OF-WAYS ON THE INTERIOR STREETS. QUESTIONS AROSE REGARDING THE EASEMENT WIDTH AND IT WAS AGREED THAT THE UTILITY EASEMENTS SHOULD BE AT LEAST 10 1 WIDE. OVERALL, THE Ca.1MISSION WAS AGREEABLE ID THE CONCEPT. CQ\1MISSIONER FINGER MADE A MarION THAT THE PRELIMINARY PLAT BE APPROVED. SECOND: DICKSON VCYl'E FOR: UNANIMOUS OPPOSED: NONE MOI'ION CARRIED 2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF LEAVESLEY .MEADa'i'S SUBDIVISION. FRIENDSVO)D DR.-3.2 ACRES. B. SFR (SINGLE FAMILY RESIDENTIAL) ID CSC (CCM-1UNITY SHOPPING CENTER DISTRICT) FOR 107 SHADWELL -.981 ACRES. A PUBLIC HEARING WAS CALLED FOR FEBRUARY 4, 1993. 4.REX::ONVENE THE CIP ADVISORY Ca.1MITTEE FOR REQUIRED UPDATE. I I l J P&Z 1/21/93 Page 2 CITY ENGINEER THCMPSON INTRODUCED SAM KRUSE AND SANDY CANrNER WITH BRO'i'N & GAY ENGINEERING. KRUSE ADDRESSED THE CCM-1ISSION REGARDING SENATE BIIJ, 336 AND THE 3 YEAR !IDJUIRED UPDATE. HE REVIEWED THE PROPOSED SCHEDULE AND SAID THAT THE PUBLIC HEARING OOULD BE APRIL 19, 1993. KRUSE STATED THAT HE WOULD M:El?l' AGAIN WITH PLANNING AND ZONING ON FEBRUARY 18, 1993 FOR THEIR REVIEW AND CCM-1ENTS. THE UPDATED STUDY FOR LAND USE ASSUMPTION, CIP, AND IMPACT FEES OOUID BE READY FOR COUNCIL REVIEW ON MARCH 15, 1993. MR. KRUSE ALSO <XM,1ENTED THAT C0.\1MERCIAL STRUCTURES WERE OF REAL CONCERN AND HE WAS REVIEWING THE DATA TO DETERMINE AN B;;)UITABLE SOLUTIOO. UNDER THE PRESENT SYSTEM, IMPACT FEES FOR a::M-1ERCIAL PROPERTIES WERE EXTREMELY HIGH. WITH NO FURl'HER CCM>1ENT, CHAIRMAN BAKER CALLED FOR CCMMUNICATIONS FRCM THE PUBLIC. HAVING NONE, BAKER REMINDED THE CCM1ISSION THA'l' AN �ION FOR CHAIRMAN AND VICE CHAIRMAN OF THE PLANNING AND ZONING C(l,1MISSION OOUID BE HELD ON FEBRUARY 4, 1993. 5.GENERAL DISCUSSION -OTHER. BAKER REMINDED THE CCM-1ISSION THAT MAYOR NEWMAN HAD ASKED THEM TO CONSIDER THE ZONING MAP. IN THAT REGARD, THE CCM-1ISSION HAD AGREED TO REVIEW THE PERM.ITI'ED USE TABLE. DISCUSSION FOLLCMED ABOUT ARCHITOCTURAL CONSTRAINTS FOR HISTORICAL AND CULTURAL SIGNIFICANCE.
