IN THE CITY HALL COUNCIL CHAMBERS • THE FOLLONING MEMBERS WERE PRESENT: BAKER -CHAIRMAN WASSON THC1-1PSON -CITY ENGINEER HENRY -DEVELOPMENT COORDINATOR DICKSON HOOVER -PLANNER JORDAN STEWART -CITY ATTORNEY .MEASELES -LIAISOO BRINI<MAN -SECRETARY McHUGH CRESS FINGER WITH A QUORUM PRESENT AND NONE ABSENT, CHAIRMAN BAKER CALLED THE MEETING TO ORDER ASKING FOR ca.1MUNICATIONS FRCM THE PUBLIC. WITH NO PUBLIC Ca.1MENT, CHAIRMAN BAKER MOVED TO CONSIDER THE FOLLONING ITEMS: 1.CONSIDERATION AND POSSIBLE RECCM1ENDATION TO CITY COUNCIL REGARDING THE SITE PLAN FOR THE FUNERAL HCME. THIS ITEM WAS WITHDRAWN FRCM THE AGENDA. 2.CONSIDERATION AND POSSIBLE RECCMMENDATION TO CITY COUNCIL REGARDING THE SITE PLAN FOR HUNI'INGI'ON WOODS PROFESSIONAL BUILDING. THE Ca.1MISSION REVIEWED THE SITE PLAN AND APPROVED THE CONCEPI'; HavEVER, TONY BANFIELD, ONE OF THE DEVELOPERS, ASKED THAT THE CG1MISSION GRANT A VARIANCE OF THE SIDE SET BACK FROM 15' TO 10' IN AN EFFORT TO SAVE FOUR LARGE TREES. THE CCM-1ISSIONER REFERRED THE DEVELOPER TO THE ZONING BOARD OF ADJUS'IMENI'. 3.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF MELODThDOD ESTATES. THE C<l-1MISSION REVIEWED THE PLAT PRESENTED BY AL LENTZ, WHO REMINDED THE CCMMISSION OF THEIR FINAL APPROVAL SEVERAL MONTHS PRIOR TO THIS MEETING. LENTZ STATED THAT IN A JOIN!' COOPERATIVE AGREEMENT WITH THE DEVELOPER OF MELODYWOOD AND THE DEVELOPER OF SABLEWX)D, IT WAS NECESSARY TO MOVE MELODYWOOD COURT ONE Im TO THE SOTJI'HWEST IN ORDER TO CONNECT TO SABLEWCX)D. THE CUL DE SAC HAS EXTENDED AND THE CONFIGUARATION OF THE rms ON THE SOUTHERLY END HAS CHANGED TO AIJ../JiJ MORE BUILDING AREA. IN THE ORIGINAL PLAT SUPMITTAL, AN ERROR WAS FOUND IN THAT THERE WAS NOI' ENOUGH BUILDING FRONl'AGE; THIS TOO HAS BEEN CORRECTED. THE ORIGINAL PLAT HAS NOI' BEEN RECORDED. CCM-1ISSIONER CRESS EXPRESSED HIS CONCERNS THAT SABLEWCX)I) SUBDIVISION MIGHT NOI' BE CCMPLETED AND THE STREET IDULD GO 'NO WHERE. ENGINEER THa.1PSON STATED THAT SABLEWXlD IS AT PRELIMINARY AND WHILE THERE WERE NO ASSURANCES THAT SABLEWCX)D IDUID BE CCMPLETED, THIS WAS THE BEST ATTEMPT THAT COULD BE MADE. AL LENTZ INFORMED '.rHE CCM-1ISSION THAT THE DEVELOPER OF SABLEWX)D r 1 [ ! SABLEWOOD SHOUID CCME UP FOR FINAL IN 2 '.IO 4 WEEKS. LENTZ ALSO STATED THAT MELODYWOOD HAD '.IO PROCEED SABLEWOOD IN CERTAIN ASPECTS BECAUSE OF THE DRAINAGE SITUATION. IF MELODYW(X)D OOFSN' T GET PLATTED, SABLEWOOD HA..C; NO PLACE '.IO TAKE THEIR WATER. CCMMISSIONER CRESS ASKED IF THE WATER LINE WAS LOOPED AND AL LENTZ EXPLAINED THE WATER SYSTEM. CCM1ISSIONER FINGER ASKED WHERE THE FIRE HYDRANTS WERE '.IO BE LCCATED AND WHERE THEY WERE LOCATED ON MELODY. C'(l,1MISSIONER FINGER MADE A MOTION THAT THE FINAL PLAT OF MELODYW(X)D SUBDIVISION BE APPROVED. SECOND: CRESS vm'E FOR: UNANIMOUS VOI'E AGAINST: NONE MOTION CARRIED 4.PRE-APP FOR PARKWOOO CROSSING, 3.86 ACRES '.IO BE SUBDIVIDED !N'.IO 7 LOI'S -LOCATED AT FM 528 AND WINDING WAY -AL LENTZ AL LENTZ EXPLAINED THAT THE DEVELOPER WAS PROPOSING 7 LOI'S IN THIS CSC SUBDIVISION. THE DEVELOPER HAS HAD SEVERAL INQUIRIES REGARDING A DEVELOPMENI' Sa-IBWHAT LIKE IRISH GREEN ACROSS FM 518. ca-1MISSIONER CRESS STATED THAT HE IDUID REQUIRE INTB3RATED DRIVESAND PARKING '.IO WHICH, LENTZ REPLIED THAT HIS INTENTION WAS '.IO SHa-ilTHE DRIVES ON PLAT. THE CCMMISSION APPROVED THE CONCEPT. 5.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLAT OF SABLEWOOD SUBDIVISION. THE ca-1MISSION REVIEWED THE PLAT WHICH IS ADJACENT '.IO MEI.OD� SUBDIVISION. CCMMISSIONF..R FINGER MADE A MOTION '.IO APPROVE THE PRELIMINARY PLAT OF SABLEWOOD SUBDIVISION WITH THE STIPULATION THAT THE RESERVE NOTES BE IDRKED OUT '.IO THE SATISFACTION OF THE PLANNING AND ZONING C01MISSION FOR FINAL APPROVAL. SECOND: WASSON VOI'E FOR: UNANIMOUS OPPOSED: NONE MOI'ION CARRIED 6.REQUEST FOR A ZONE CLASSIFICATION CHANGE OF CSC (ca-1MUNITY SHOPPING CENTER) TO SPECIFIC USE FOR VETERINARY HOSPITAL -1501 WEST PARKIDOD AT SUNMEAD™1. A PUBLIC HEARING WAS CALLED FOR AUGUST 2, 1993. 7.DISCUSSION REGARDING THE SIGN ORDINANCE -McHUGH. CCl-1MISSIONER JORDAN HAD TO LEAVE EARLY AND Ca.1MISSIONER McHUGH STATED THAT JORDAN WANTED TO BE PRESENT DURING THE DISCUSSION; THEREFORE, SHE WITHDREW HER ITEM UNTIL THE NEXT REGULAR MEETING OF THE PLANNING AND ZONING C01MISSION. 8.CONSIDERATION AND POSSIBLE RECCM1ENDATION REGARDING THE:A.ca-1PREHENSIVE PLAN. r 1 I !l P&Z July 15, 1993 Page 3 B.ORDINANCE REVISION CITY PLANNER ASKED THE CCMMISSION IF THEY HAD PREPARED THEIR LISTS OF QUESTIONS, CONCERNS, EI'C. CCM-1ISSIONER CRESS STATED THAT HE OOULD LIKE TO PROPOSE A THEME WHICH WAS INDICATIVE OF THE NAME FRIENDSvKX)D AND THAT THE VISUAL CORRIDOR OOULD HAVE A BUFFER OF 15 -20 FEET. HE OOULD ALSO LIKE 'IO RESTRICT THE SIGNAGE IN THE BUFFER ZONE TO THE TYPE THAT THE CITY IS USING FOR CITY HALL & PUBLIC OORKS. CRESS ADDED THAT HE IDULD LIKE TO PROHIBIT BUILDING WITHIN THE BUFFER ZONE. HE ALSO STATED THAT HE OOULD LIKE TO SEE Sa.1E: TYPE OF ARCHITOCTURAL SCREENING THAT IDULD ELIMINATE METAL BUILDINGS ON THE CORRIDOR. DISCUSSION FOLLCWED AND HOOVER WILL PRESENT HIS ROCCM-1ENDATION AT A FUTURE MEETING.
