USE. THE PROPERI'Y IS ON FM 2351 WHICH IS SOOO TO BE A 4 LANE MAJOR

HIGHWAY. PAUL DIEPHAUSE PRESENTED A PETITION OF H�RS ON MELODY
LANE, CHERRY TREE AND ROYAL COURT WHICH HE SAID REPRESENTED 80% OF THE
H�RS IN THE AREA. THE PETITION IS IN FAVOR OF THE ZONE
CLASSIFICATION CHANGE REQUEST. MR. CHRISLEY ALSO SPOKE IN FAVOR OF THE
ZONE CHANGE CITING THE INCREASE IN TAXES AND TRAFFIC ON FM 2351 AS
REASONS FOR ALI..CM:NG THE CHANGE. WITH NO arHER CCMMENT IN FAVOR, THE
CQ\1MISSION ACCEPTED CCMMENTS IN OPPOSITION TO THE CHANGE REQUEST.
'!'HERE WERE APPROXIMATELY 40 PERSONS IN THE AUDIENCE WHO SPOKE IN
OPPOSITION TO THE ZONE CHANGE REQUEST. APPROXIMATELY HALF OF THOSE
PERSONS ADDRESSED THE CITY COUNCIL AND THE PLANNING AND ZONING
CCM,USSION REGARDING THEIR OPPOSITION. THREE PETITIONS AND SEVERAL
LEITERS WERE ALSO PRESENTED TO VOICE THE OPPOSITION OF THE ZONE CHANGE
RmUEST. ONE OF THE PETITIONS PRESENTED INCLUDED 9 PERSONS RECINDING
THEIR PREVIOUS SIGNATURES WHICH APPEARED ON THE PETITIONS PRESENTED BY
DIEPHAUSE. THERE WAS NO FURI'HER CCM-1EN'l' AND THE PUBLIC HEARING WAS
CLOSED.

CCMMISSION.
4.RATIFY AND CONFIRM THE FINAL PLAT OF KEYSTONE MEADCMS SECI'ION II,(35' BUILDING LINE TO A 25' BUIIDING LINE).
CCMMISSIONER JORDAN ASKED TO GO ON RECORD THAT SHE CONSIDERED THE
PLAT TO BE A DANGEROUS LAYOtJI' AND WAS AGAINST THE APPROVAL OF THE
PLAT ORIGINALLY. CITY ATTORNEY STEWARI' EXPRESSED HIS CONCERN
ABOUT AMENDING THE PLAT AS OPPOSED TO VACATING THE PLAT.
CCMMISSIONER JORDAN MADE A MCYI'ION THAT THE PLAT BE TABLE UNTIL

THE PROPOSED SITE PLAN WAS REVIEWED AND CCM,1ISSIONER CRESSQUESTIONED IF THE PROPERI'Y SHOUID HAVE BEEN REZONED FOR SPECIFICUSE. ENGINEER THC1-1PSON REMINDED THE C(l.1MISSION THAT THE CHANGESTO ALL OF 'l'HE FISD SCHOOLS WERE BROUGHT TO THEM PREVIOUSLY AND ITWAS DETERMINED THAT THE SCHOOL DISTRICT, BEING A '!'AXING AUTHORI'.rY,DID NOI' HAVE TO CG1PLY WITH THE SPECIFIC USE P.E™IT REQUIR™ENTS.CCM,1ISSIONER FINGER ASKED THAT THE PLAT BE RETURNED FOR REVIEWAFTER THE LANDSCAPING WAS INDICATED ON THE PLAN.
6.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFPAIW\OOD VILLAGE SUBDIVISION.
THIS ITEM WAS Nor READY AND WAS WI'l.IDRAWN FRCM THE AGENDA.
7.PRE-APP FOR THE PROPOSED La.CABE SUBDIVISION TO BE LOCATED AT THESOUTHWESTERLY END OF QUEEN'S LANE -GARTRELL.
MR. La.CABE ADDRESSED THE C(l.1MISSION REGARDING HIS PROPERTY LOCATEDON QUEENS LANE. THE PROPERTY IS LOCATED ON AN UNIMPROVED PRIVATESTREET. ACCORDING TO THE PLATTING REX)UIREMENI'S, MR. La.CABE WOULDNOI' BE ABLE TO REPIAT THE PROPERI'Y WITHOUI' IMPROVING 'l'HE STREETAND WITHOUT PROVIDING 120' OF ROAD FRONTAGE WHICH WOULD BEIMPOSSIBLE FOR HIM TO DO. THE CCM,1ISSION STATED THAT AT PRESENT,'IWO BUILDING PERMITS COULD BE ISSUED FOR THE PROPERI'Y AS PER THEORIGINAL AGREEMENT WITH THE DEVELOPER OF THE SUBD IVISION; HCMEVER,THE PLAT COULD NOI' CHANGE FRCM THE ORIGINAL PLAN.
8.CONSIDERATION AND POSSIBLE REXXM-1ENDATION REGARDING THE PROPOSEDSITE PLAN FOR THE IRISH GREEN SUBDIVISION.

9.PRE-APP FOR THE PROPOSED SPRING LAKE SUBDIVISION LOCATED ON FM 528-McDONALD.
MR. McDONALD EXPLAINED THAT THE PROPERTY PLAT HAD PREVIOUSLY BEEN PRESENTED TO THE CCM,1ISSION AS WINDSOR ESTATES. HE WANTED TO ZONE THE PROPERI'Y FOR A PUD (PLANNED UNIT DEVELOPMENT) USING 85' rms, STAYING UNDER THE 2. 7 DENSITY AS REX)UIRED IN THE ZONING ORDINANCE.
