HELD ON THURSDAY, JANUARY 7, 1993, AT 7: 00 P .M. IN THE CITY HAU.,
COUNCIL CHAMBERS. THE FOLLCJNING MEMBERS WERE PRESENT:

WITH A QUORUM PRESENT AND BAKER ABSENT, KONCABA CALLED THE MEE:.I'ING TO
ORDER. MAYOR NEWMAN ADDRESSED THE C(l.1MJSSION REGARDING THE ZONING
DISTRICT MAP, ASKING THAT THE C(l.1MJSSION CONSIDER CHANGES WHERE A
CCMMERCIAL DISTRICT ABUTS A RESIDENTIAL DISTRICT. SHE ALSO ASKED THE
C(lv1MISSION TO REVIEW STANDARDS FOR CCMMERCIAL PROPERTIES FR<Nl'ING A
MAJOR STREET, EXPRESSING HER CONCERNS FOR THE METALLIC BUILDINGS WHICH
ARE BEING CONSTRUCTED IN THE CITY. THE C(lv1MISSION ASKED CITY ENGINEER
THCMPSON TO CONSULT WITH JOHN OLSON REGARDING THE LEGALITIES INVOLVED.
WITH NO FURl'HER CCM-1ENT, KONCABA IDVED TO CONSIDER THE FOLLCJNING ITEMS:
1.CONSIDERATION AND POSSIBLE RECG1MENDATION REGARDING THE ZONE
CLASSIFICATION CHANGE REQUEST OF MFR-M (MULTIPLE FAMILY
RESIDENTIAL -MEDIUM DENSITY) TO SFR (SINGLE FAMILY RESIDENTIAL
FOR 5. 94 ACRES OF LAND OUT OF RESERVE C OF POLLY RANCH ESTATES,
IDRE PARI'ICULARLY DESCRIBED AS THE BACI< PORTION OF RESERVE C.
2.PRE-APP 65 ACRES OFF OF FM 518 AND THE PROPOSED EAST I..OOP -144wrs -JACI< MILLER
THE CCM,1ISSION REVIEWED THE PROPOSED PLAT AND EXPRESSED CONCERNS
REGARDING THE LACK OF 2 ENTRANCES INTO THE SUBDIVISION. MR.
MILLER STATED THAT 'IID ENTRANCES OOUID EXIST WHEN THE PHASES WERE
ru1PLETE AND THE PROPOSED MAJOR THOROUGHFARE WAS IN PLACE.
THom>SON ADVISED THE CQ\1MISSION THAT IN APPROVING FALCON RIDGE
III, THE CITY HAD SET A PRECEDENT BY RB;:2UIRING ONLY RIGHT-OF-WAY
FOR THE PROPOSED ROAD, BUT HAD NOT REQUIRED THE CONSTRUCTION OF
THE ROAD. CCMMISSIONER FINGER STATED THAT A RIGHT-OF-WAY,
ACCEPTED AT THIS POim' IN TIME, WOUID Com>QUND THE PROBLEM. HE
ALSO EXPRESSED HIS OBJECTION TO A SUBDIVISION HAVING ONLY ONE
ENTRANCE AND STATED THAT THE DEVELOPER SHOULD BE RESPONSIBLE FOR
THEIR PORI'ION OF THE RON:MAY. arHER OPTIONS WERE DISCUSSED; ROAD
IMPACT FEES, AN ESCRCW ACCOUNT TO HOLD FUNDS MUCH LIKE THE CURRENT
POLICY FOR MAINTENANCE OF DETENTION PONDS, AND CY.I'HER POSSIBLE
ACCESS ROUTES. EXCEPT FOR THE ROAD ISSUE, THE CCMMISSION APPROVED
THE CONCEPT OF THE SUBDIVISION.
3. CONSIDERATION AND POSSIBLE ACTION REGARDING THE CORRECTED PLAT OF
THE ORCHARD SUBDIVISION.

CITY ENGINEER THCMPSON EXPIAINED THAT THE CORROCTION WAS TO LINES ON LCYI'S 5 & 8. THE C<M-1ISSION REVIEWED THE PLAT AND C<M1.ISSIONER FINGER MADE A MOTION THAT '!'HE PLAT BE APPROVED. SECOND: DICKSON VOI'E FOR: UNANIMJUS OPPOSED: NONE MOI'ION CARRIED
4.CONSIDERATION AND POSSIBLE ACTION REGARDING FRIENDSWCX)I) ISD MODIFICATIONS.
CITY ENGINEER ADDRESSED THE MEMO FRCM CITY MANAGER RCN COX REGARDING THE FISD SCHOOL MODIFICATIONS. HE STATED THAT THE CHANGES TO CLINE AND TO THE HIGH SCHOOL DID NO!' WARRAN!' A PUBLIC HEARING; HCMEVER, THE CHANGES TO WES'IWOOD WERE CONSIDERABLY GRF.ATER. CITY MANAGER RON COX WAS CCNCERNED AND REXXMv1ENDED THAT A SPECIFIC USE PERMIT BE REQUIRED. A SPECIFIC USE PERMIT REQUIRES THAT A PUBLIC HEARING BE HELD WHICH W)lJLD INFORM THE CITIZENS OF THE MODIFICATIONS. IT WAS THE UNANIMOUS DECISION OF THE C<M-1ISSION THAT THE SCHOOL BOARD SHOULD HOLD A PUBLIC HEARING AND
Nor THE CITY DUE TO THE FACT THAT THE CITY HAD NO JURISDICTION IN THE MATI'ER.

THE Ca-1MISSION REVIEWED THE PRE-APP AND DISCUSSION FOLI..avEDREGARDING THE LENGI'H OF THE CUL-DE-SAC. OVERALL, THE C<M-1ISSIONAGREED WITH THE CONCEPT.
6.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFLEAVESLEY MEADCMS SUBDIVISION.
THIS ITEM WAS Na!' READY AND WAS PASSED OVER BY THE C<M-1ISSION.
