HomeMy WebLinkAboutP&Z Minutes 1996-03-07 Regularl MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION MARCH 7, 1996 A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, March 7, 1996 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas with the following members in attendance: Baker -Chair Grace Whittenburg Clark Finger Cress Hoover Stewart Henry Brinkman Dickey -City Planner -City Attorney -Development Coordinator -Secretary -Council Liaison With a quorum present, and with Burke absent, Chairman Baker opened the meeting to transact the following business: DOCKETED JOINT PUBLIC HEARING 1.To receive input, either oral or written, regarding a zone classification change request from Single Family Residential -Specific Use (SFR-SP) to Neighborhood Commercial (NC) for 2000 West Parkwood, 2.1556 acres of land being Reserve "B" of Windsong Subdivision, located at the intersection of FM 528 and Windsong. This zone change request was heard in August of 1995 and numerous citizens expressed their concern with it having been brought up so often. There was discussion regarding the P&Z's recommendation to extend the time to one year. The status of that recommendation will be verified by staff. Approximately 15 citizens stood in opposition to the zone change request, citing safety, traffic hazards, and the effect it would have on property values as reasons for their opposition. Rev. Cunningham of Calvary Baptist Church stated that he was unaware that the item had come up again, until the Public Notification Sign was erected on the property. City Councilmember Lowe recommended that in future, the occupant of the premises should be notified as well as the surrounding property owners. With no further comment, Commissioner Baker advised the audience that this item would be on the next regular meeting of the Planning and Zoning Commission on March 20, 1996. Adjournment -The Public Hearing was adjourned. COMMUNICATIONS FROM THE PUBLIC: None BUSINESS: 1.Recommendation -CSC To MFR-H 8.1064 acres located on the corner of FM 518 and Chelsea Lane. Finger Cress, Finger, Baker Grace, Whittenburg, Clark Motion Failed Staff had made a recommendation to zone this to a PUD and Commissioner Cress expressed his concern that the citizens might not be aware of the requirements of a PUD. It was also his concern that the developer might not fully understand the restrictions that might be placed on the development. City Attorney Stewart advised the commission that P&Z could change to a more restrictive zone which would be PUD/MFR-H without another public hearing. Having the requirement explained more fully, a motion was made. Cress to table the decision. Finger Cress, Finger, Baker, Whittenburg Grace, Clark Motion Passed, Item tabled 2.Pre-App for a replat of reserve B of the Forest Bend Subdivision, Section 1, located approximately at the corner to Townes Road and FM 528. Property is zoned NC. Mr. Bazzy presented the proposed plat and site plan, which is the next item of business. Cress asked about the note regarding compliance with the deed restrictions of the subdivision. This piece of property, which is approximately 3/4 of an acre, is not in the subdivision and therefore would not have to comply with deed restrictions. Sidewalks will not be required in this location and the Commission agreed with the concept. 3.Pre-App site plan for an Allstate Insurance Company Office located on the replat of Reserve B of the Forest Bend Subdivision, Section 1. 4. The building will be approximately 2400 square feet on a 3/4 acre piece of property. The Commission had no further comment regarding this item. Consideration and possible action regarding the Final Plat of Cedarwood Estates (Corner of Castlewood and FM 518 ). Staff doesn't have the title report and it was recommended that P&Z table this item. MOTION: Second: Vote for: Cress to table the decision. Finger Unanimous Motion Passed, Item tabled r I l P&Z 3/7/96 Page 3 5.Pre-App Site Plan for Brakemasters to be located on FM 2351 at Hope Village Road. Jimmy Thompson with Lentz Engineering presented the proposed site plan. The site plan will need a vicinity map; however, the property is located adjacent to the new Friendswood Texaco. Commissioner Cress stated this location requires a sidewalk that is to match with that of the Texaco Station. Access note should be placed on the site plan to allow for integrated access should it be desired at a later date. There will be 3 feet of landscaping down each side of the property. There were no further comments regarding the site plan. 6.Pre-App Site Plan for Friendswood Plaza Reserve C, located east of HEB, fronting FM 518. 7. 8. 9. 10. 11. Mr. Wilson presented the Site Plan. Questions arose regarding the site of the dumpster, driveway widths and landscaping. HEB is to landscape the existing detention pond as part of the requirement on the subdivision plat. A sidewalk is also indicated on the plat and will be required. There were no further comments regarding this item. Discussion regarding: A.The 4,000 square foot maximum limitations for buildings constructed in Neighborhood Commercial Zones (NC). This item had already be amended to remove this requirement in 1985. B.Tree Survey Policy -no discussion. C.The policy of when to vote on issues which require a public hearing. This will be done on an item to item basis when the public hearing is called. TABLED ITEMS: A.Consideration and possible recommendation regarding the Final Plat of Shear Pleasure located adjacent to the new City Hall-D. GAGE. APPROVAL -February 15, 1996 approved as corrected February 19, 1996 -approved as read.
