MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING & ZONING COMMISSION April 4, 1996 A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, April 4, 1996, at 7:15 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Baker -Chair Burke Hoover -City Planner Kneupper -City Engineer Grace Cress Finger Clark Henry -Development Coordinator Brinkman -Secretary Dickey -Liaison With a quorum present, Whittenburg absent, Chairman Baker opened the meeting and the following business was transacted: COMMUNIC ATIONS FROM THE PUBLIC: None TABLED ITEMS: A.Consideration and possible action regarding the final plat of Shear Pleasure, located at 904 S. Friendswood Drive, near the corner of Castlewood and FM 518. B. C. MOTION: Second: Vote for: Opposed: Abstention: Cress to remove item from table. Finger Cress, Finger, Grace, Clark, Baker None Burke Motion Carried This item had been waiting on drainage district approval; staff has now received the approval. MOTION: Second: Vote for: Opposed: Abstention: Cress to approve the final plat Finger Cress, Finger, Grace, Clark, Baker None Burke Motion Carried Consideration and possible action regarding the final plat of Cedarwood Estates (Corner of Castlewood and Fm 518). I P&Z 4/4/96 Page 2 NEW BUSINESS: 1.PRE-APP WRIGHT SUBDIVISION LOCATED AT CRAWFORD & JOHN STREET - LONGWOOD PARK. City Planner Hoover presented the proposed plan stating this configuration was no longer allowed according to the Subdivision Ordinance. Discussion followed regarding the concrete street requirement of the ordinance and it was determined that the developer must construct a concrete street 330' feet in length with a cul-de-sac in order to comply with current subdivision regulations. 2.Consideration and possible action regarding the final plat of Friendswood Car Wash located on FM 428 adjacent tot he Burger King. 3. MOTION: Second: Vote for: Finger to approve with access note added on the plat. Clark Unanimous Motion Carried Consideration and possible recommendation regarding the Final Site plan of Friendswood Car Wash located on FM 528 adjacent to the Burger King. The commission requested the developer remove the 5' of green space at the rear of the property and to shift everything back five (5) feet. This would allow for a 1 O' landscape buffer in the front. The developer agreed to the change. MOTION: Second: Vote for: Finger made a motion to recommend to City Council, the approval of the site plan, deleting the five foot landscape buffer to the rear of the property and adding the five (5) foot landscaping to the front, resulting in ten ( 10) feet of landscaping facing FM 528. Cress Unanimous Motion Carried 4.Consideration and possible action regarding the preliminary plat of Quail Crossing - A Multi-family High Density project located at FM 2351 and Blackhawk. There will be approximately 400 units, developed in two phases. The water system will be looped and the retention area will be landscaped, holding water only at times that it is designed to. It will not be a reflection pond as had been proposed by the former developers of the property. MOTION: Second: Vote for: Opposed: Clark made a motion to approve the preliminary plat, provided that on the final plat there will be a locator map, indicating the whole piece of property and where it is located. The property is currently zoned CSC and would require a zone classification change to MFR-L. The developer is proposing a Garden Home Community of approximately 44 lots. Commissioner Cress stated that this would be an appropriate buffer between the SFR and CSC zoning; however, he was concerned that this might cause a ripple effect along FM 518 which would result in Multi-family projects along FM 528 to FM 518. The Commission agreed with the concept, but expressed their interest in using the existing median cuts on San Joaquin or the realignment of cuts in order to prevent traffic hazards on San Joaquin. MINUTES FOR APPROVAL: March 21, 1996 -Approved as corrected COMMUNICATIONS: A.Staff There will be a public hearing on May 2, 1996 regarding building heights. Council has proposed to restrict building heights to 35 feet limiting the structure to two stories in commercial areas and 2.5 stories in a residential with no living space allowed in the 1/2 story. This would eliminate the present maximum height allowed in Section 7, Subsection P item 3b of the Zoning Ordinance "if the building or structure were to fit under the imaginary line that is 63.5 degrees, with the horizontal, at the outer edge of the yard". Comprehensive Plan -Council is to workshop; however, there has been no talk about it at Council level. Main Street Committee -has met once and will meet again to go thru permitted uses. Hoover would also like for the Main Street Committee to meet with the Economic Development Committee. B.COMMISSIONERS No other comments ADJOURNMENT: �& CLAUDIA L. BRINKMAN, SECRETARY
