HomeMy WebLinkAboutP&Z Minutes 1996-04-18 Regular( MINUTES OF A REGULAR MEETING OF THE FRIBNDSWOOD PLANNING & ZONING COMMISSION April 18, 1996 A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, April 18, 1996 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Baker -Chair Finger Hoover -City Planner Kneupper -City Engineer Cress Clark Henry -Development Coordinator Brinkman -Secretary Burke Whittenburg Stewa11 -City Attorney With a quorum present, Grace absent, Chairman Baker opened the meeting to give consideration to the following business: Old Business: 1.Tabled Items: A.Consideration and possible action regarding the final plat of Cedarwood Estates ( corner of Castlewood and FM 518). No action. Item remained on the table. B.Consideration and possible action regarding the Tt·ee Ordinance. No action. Item remained on the table. New Business: 1.Consideration and possible action regarding the Final Plat of Westbrook, Section 1, located on FM 518 South of Century Oaks. 2. Sam Kruse with Brown and Gay Engineering, presented the final plat of Westbrook, Section 1, explaining the detention, the 50' landscape buffer on FM 518, and a 20' sanitary sewer easement dedicated to the City of Friendswood. Kruse stated that construction on the utilities is expected to be underway within a month. The configuration of the entrance to the subdivision has changed slightly from the preliminary plat and Commissioner Cress informed Kruse that note 13 on the plat is in error due to the change. The note will be corrected. There will be reverse frontage for those homes located on FM 518 and there will be no drives off of FM5 l 8. Motion: Finger to approve the final plat of Westbrook with an added note that drives will not be allowed off of FM 518 and that note 13 will be corrected to reflect the proper lot numbers. Second: Clark Vote For: Unanimous Motion Carried Consideration and possible action regarding the Final Plat of Brakemasters to be located on FM 2351 and Hope Village Road, adjacent to the Friendswood Texaco. Prior to the meeting, the developer withdrew the item from the agenda. It will be considered at the next regular meeting of the Friendswood Planning and Zoning Commission. [ [ P&Z 4/18/96 Page2 3.Consideration and possible recommendation regarding the Final Site Plan of Brakemasters to be located on FM 2351 and Hope Village Road, adjacent to the Friendswood Texaco. This item will be given consideration at the next regular meeting of the Friendswood Planning and Zoning Commission. 4.Minutes for approval -April 4, 1996 -approved as corrected. 5.Communications from: A.Staff There will be a Public Hearing on May 2, 1996 on building heights; on May 20, 1996 regarding fences, and on June 6, 1996 for a zone classification change request of CSC to MFR-L GHD for the property located off of San Joaquin Parkway behind the Diamond Shamrock Station. In addition, the City Council will hold a workshop regarding the Comprehensive Plan on May 13. A Public Hearing is being called also, for Entryway/Overlay District boundaries and the Commission will be notified of the date. B.Commissioners Commissioner Cress stated he would like to address the issue of street widths for those subdivisions, such as the proposed Wright Subdivision, that would only accommodate 2 or 3 homes. Commissioner Burke raised the question as to the origin of the 24' limitation. City Engineer Kneupper stated that the 24' complies with Industry Standards. Burke commented that when based on Industry standards, there usually exists a reasonable explanation for the requirement such as a required turning radius, etc .. Cress also raised a question regarding the landscape buffer at the Friendswood Texaco (Exxon) on FM 2351. City Planner Hoover stated that the City Inspector had confirmed the landscape buffer was 10 feet; however, Hoover will personally inspect the project. at 8:00 p.m.
