HomeMy WebLinkAboutP&Z Minutes 1996-06-11 SpecialI MINUTES OF A SPECIAL MEETING OF THE PLANNING AND ZONING COMMISSION JUNE 11, 1996 A Special Meeting of the Friendswood Planning and Zoning Commission was held on Tuesday, June 11, 1996 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Vice Chair Cress Clark Burke Docketed Joint Public Hearing: Hoover -City Planner Brinkman -Secretary Lowe -Council Liaison With a quorum present, Baker, Grace, and Whittenburg absent, Vice Chair Finger opened the special meeting of the Planning and Zoning Commission to receive public comment, either oral or written, regarding an amendment to Ordinance No. 95-4 in order to: A.Establish regulation boundaries for Entryway Overlay Districts applicable to properties located within 200 feet of the aforementioned portions of FM 518 North of FM 2351 and FM 518 south of FM 528 and all of FM 528 and FM 2351.Vice-Chair Finger stated that in July of 1995 an ordinance was passed which created the "Entryway Overlay District" for the City of Friendswood. Finger further explained that the purpose of the ordinance was to enhance the view that people see when they enter the City; to present Friendswood as desirable place to live and to do business. Finger explained that there are no changes with regard to permitted uses, area, height, and setback regulations. The existing regulations still apply. He further explained the landscaping requirements and indicated which items would require screening, Finger defined the architectural elements, commenting that the ordinance requires buildings in a commercial district to be constructed of wood or masonry materials. Residential developments that do not face the entryway must have an opaque screening wall. Finger added that the overlay would not affect existing non-conforming structures unless there was significant damage to the structure. If the damage to a structure was 50% of its replacement cost, then the new structure would have to comply with the current regulations. City Planner Hoover read Section 6.D.2. from the Zoning Ordinance which deals with nonconforming uses of structures. The district boundary map was projected on the overhead screen and City Planner Hoover explained that the district would extend to the rear of the property line or 200', whichever is less. Finger explained the area which is included in the Entryway Overlay District. Numerous people spoke, offering their concerns, suggestions, and objections. Several people stated that 25' was not enough to allow a tree to grow to maturity, that 40' is required. Other elements for concern is cost factor, safety, and appearance. There were questions regarding the I l screening of lift stations, what constitutes an opaque screening wall or 50% of damage to a structure. Objections were given to the walls constructed by the State in several different areas of Friendswood adding that there was too much government control. Mayor Newman commented that the walls were constructed because of homeowner's requests and not that of the City.
