IN THE CITY HALL COUNCIL CHAMBERS LOCATED AT 910 S.FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS. THE FOLLOWING MEMBERS WERE PRESENT: BAKER -CHAIR GRACE KNEUPPER -CITY ENGINEER BRINKMAN -SECRETARY LOWE -COUNCIL LIAISON CLARK FINGER CRESS WITH A QUORUM PRESENT, BURKE AND WHITTENBURG ABSENT, CHAIR BAKER OPENED THE DOCKETED JOINT PUBLIC HEARING WITH CITY COUNCIL TO RECEIVE PUBLIC INPUT, EITHER ORAL OR WRITTEN, REGARDING THE FOLLOWING: A A REQUEST FOR AN AMENDMENT TO THE SPECIFIC USE PERMIT FOR 400 E.PARKWOOD, 1.6500 ACRES OF LAND MORE OR LESS, OUT OF THE FRIENDSWOOD RETIREMENT LIVING CENTER SUBDIVISION AS RECORDED IN VOLUME 18, PAGE 122, GALVESTON COUNTY, TEXAS. B.A ZONE CLASSIFICATION CHANGE REQUEST FROM COMMUNITY SHOPPING CENTER DISTRICT (CSC) TO PLANNED UNIT DEVELOPMENT (PUD) FOR 1507 AND 1505 WINDING WAY, ALSO KNOWN AS LOTS 3 AND 4, BLOCK 1, OF THE PARKWOOD SUBDIVISION. C.A REQUEST FOR A SPECIFIC USE PERMIT FOR A BOARD AND CARE FACILITY TO BE LOCATED AT 1507 AND 1505 WINDING WAY, ALSO KNOWN AS LOTS 3 AND 4, BLOCK 1, OF THE PARKWOOD SUBDIVISION AND A PORTION OF FRIENDSWOOD RETIREMENT LIVING CENTER, GALVESTON COUNTY, TEXAS. D. PATTY HUMPREYS WITH RETIREMENT LIVING, INC. ADDRESSED THE COMMISSION. SHE EXPLAINED THAT VILLAGE ON THE PARK HAD BEEN IN EXISTENCE FOR 8 YEARS AS AN INDEPENDENT LIVING CENTER. A PORTION OF THE PARK HAD BEEN UTILIZED FOR ASSISTED CARE WHICH SHE REFERRED TO AS "ENHANCED LIVING". CARRIAGE INN FRIENDSWOOD WILL OFFER THE SAME AMENITIES AS THE PARK, SUCH AS TRANSPORTATION AND 3 HOT MEALS PER DAY. IN ADDITION, CARRIAGE INN-FRIENDSWOOD WILL PROVIDE ENHANCED CARE FOR ADMINISTERING MEDICATIONS, ASSISTANCE IN BATHING, DRESSING, GETTING READY FOR BEDTIME, WAKE UP CALLS, ETC. MS. HUMPHREYS SAID THAT VILLAGE ON THE PARK IS FILLED TO CAPACITY AND HAS A WAITING LIST. CHAIR BAKER READ A LETTER FROM THE PAUL MAAZ OF THE FRIENDSWOOD BANKING CENTER. THERE WERE NO OTHER COMMENTS, EITHER FOR OR AGAINST. A REQUEST FOR A SPECIFIC USE PERMIT FOR A CLIMATE CONTROLLED STORAGE FACILITY TO BE LOCATED AT 4426 F.M. 2351, 2.370 ACRES OF LAND IN DIVISION "B" OF LOT 64, OF THE HOIDALE-COFFMAN ADDITION, AS RECORDED IN VOLUME 3, PAGE 6, HARRIS COUNTY, TEXAS. CHARLES LAREY OF STARBOARD SIDE CORPORATION EXPLAINED THE LOCATION OF THE PROPOSED STORAGE FACILITY. HE EXPLAINED THAT THE BACK PORTION OF THE PROPERTY IS ZONED LIGHT INDUSTRIAL IN WHICH A STORAGE FACILITY IS A PERMITTED USE. THE FRONT 300 FEET; HOWEVER, IS ZONED CSC AND THIS REQUIRES A SPECIFIC USE PERMIT. THERE WILL BE APPROXIMATELY 479 UNITS, MOST OF WHICH WILL BE CLIMATE CONTROLLED. THE FRONT GATES WILL BE WROUGHT IRON BUT THE REMAINDER WILL BE CHAIN LINK. MR. LAREY WAS ASKED IF HE HAD CONSIDERED USING THE DRIVE AND PARKING FOR DETENTION RATHER THAN INCORPORATING A DETENTION POND. MR. LAREY EXPLAINED BECAUSE OF THE ADA REQUIREMENTS, THERE WOULD NOT BE ENOUGH SLOPE. COUNCILMEMBER LOWE ASKED IF THE EXISTING BUSINESS OWNERS WOULD BE PERMITTED TO OPERATE IF THE SPECIFIC USE PERMIT WAS GRANTED. CITY ATTORNEY OLSON EXPLAINED THAT THE ZONE CLASSIFICATION WOULD NOT CHANGE. THE EXISTING ESTABLISHMENTS WERE PERMITTED UNDER THE CSC ZONE CLASSIFICATION. THE SPECIFIC USE PERMIT IS TO ALLOW STORAGE FACILITIES TO OPERATE IN THE CSC ZONE. THERE WERE NO OTHER COMMENTS AND THE PUBLIC HEARING WAS ADJOURNED AT 8:10 P.M. Ii @�x2:..l� CLAUDIA L.
