MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION JUNE 6, 1996 A regular meeting of the Friendswood Planning and Zoning Commission to be held on Thursday, June 6, 1996 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Vice Chair Burke Wittenburg Cress (arrived at 8:05) Hoover -City Planner Henry -Development Coordinator Brinkman -Secretary With a quorum present, Baker, Clark and Grace absent, Vice Chair Finger called the meeting to order and opened the Docketed joint public hearing: Docketed Joint Public Hearing: 1.To receive public comment, either oral or written, regarding a zone classification change request from Community Shopping Center (CSC) to Multiple Family Residential -Garden Home District (MFR-GHD) for 14.35 acres of land, out of lots 10, 11, 12 & 13, "Burgess Subdivision" and part of lot 1 of "Berean Baptist Subdivision". Property located at Southeast corner of San Joaquin and FM 528. John Garner with Municipal Engineering is the Engineer representing the developer on this project. Mr. Garner informed the citizens of the location of the property. He estimated homes would sell from $110,000 to $120,000 adding that Patio Homes are single family homes on smaller lots that appeal to the "empty nesters". City Planner Hoover commented that there can be a zero lot line on one side with a five foot space on the opposite side or the developer can choose 5 feet of land on each side which would give a space of 1 0' between houses. He further explained that there are two other patio home subdivisions in the City and informed the audience of their locations, adding that the price ranges were from $110,000 to 130,000 in Friends Crossing and $125,000 to $170,000 in Parkwood Village. Garner stated there will be approximately 44 units with the houses backing up to the existing houses in Mission Estates; however, due to a pipeline easement between the two subdivisions, there will be approximately 100 feet of space between the two subdivisions. This easement is maintained by Exxon. There were numerous concerns from the citizens of the adjacent subdivisions. Those concerns were a lack of water pressure in the Boca Raton Subdivision, drainage specifications for the proposed subdivision, maintenance of San Joaquin Parkway, traffic and safety issues, and if the Homeowner's Association could be a part of, or work with, the San Joaquin Homeowner's Association in the maintenance and care of the medians along San Joaquin Parkway. Mayor Newman asked City Manager Ron Cox to investigate the water pressure and drainage issues. The citizens were assured that the drainage would be approved by both the City of Friendswood and the Clear Creek Drainage District. John Garner stated that it would be in the best interests of the new subdivision to work with the existing Homeowner's Association and felt he could speak for the developer with that regard. There were eleven people who spoke with regard to the zone classification change; six spoke in favor stating that the garden home district would be a preferred buffer to the "hard zoning" classification of CSC. Five spoke in opposition citing traffic, safety, water pressure, and drainage as their reasons for objection. The public hearing was closed at 7:45. New Business: 1.Communications From the Public None 2.Pre -App Bay Area Party Store located at 3508 FM 528. This business is in existence and is located across from the school on FM 528. The property is 150' wide by 170'. City Planner Hoover explained that the property immediately to the west is also owned by the same people and is also the same size. Hoover explained that 40' of the adjacent property will be platted with this section, leaving a piece 100' wide and 170' in depth. The largest piece on which the building is sitting, is primarily concrete and asphalt already and replatting will allow for a 45' landscape buffer. The current building will be used for inventory, while the new area will be their showroom. The commission stated that they generally liked the idea. Commissioner Cress arrived at 8:05 and at 8:20, after discussion of the aforementioned item, the Planning and Zoning Commission was officially in session to conduct business. 3.Consideration and possible recommendation to City Council regarding the Zone Classification Change Request from Community Shopping Center (CSC) to Multiple Family Residential -Garden Home District (MFR-GHD) for 14.25 acres of land out of lots 10, 11, 12 & 13, "Burgess Subdivision" and part of Lot 1 of "Berean Baptist Subdivision". Property located at Southeast Corner of San Joaquin and FM 528. Mr. Chuck Prosser arrived. He represents the developers and investors of the project. Mr. Prosser assured the homeowners that they would be willing to work with the San Joaquin Homeowner's Association in the maintenance of San Joaquin Parkway Medians. Vice Chair Finger reviewed the concerns of the homeowners that were voiced during the public hearing. He reminded the audience that most of the issues of concern would be addressed during the platting stage of the project. The public hearing was to receive input regarding the zone classification change request and the Commission was to now consider the best use of the property with regard to the zoning. Commissioner Cress stated that this was a preferred buffer to the "hard zoning" of CSC but that he would not like to see Multi-family projects the full length of FM 528. Motion: Burke -to recommend to City Council that the Zone classification change request be approved. Second: Whittenburg Vote for: Unanimous Motion Carried r I P&Z 6/6/96 Page 3 4.Minutes for approval -May 16, 1996 Approved as read. 5.Communications From: A.STAFF 1)JUNE 17, 1996 PUBLIC HEARING 2)LARGE LOT SUBDIVISION 3)ORDINANCE AMENDMENT CONCERNING PLACEMENT OF ACCESSORY BUILDINGS. City Planner Hoover advised the Commission of the June 17, 1996 public hearing, asked if the Commission would like to consider large lot (estate) type subdivisions, and if they would consider allowing pools or accessory buildings to be placed in the front yard. 8.COMMISSIONERS The Commission asked about the tree ordinance for a city the size of Friendswood.
