MINUTES OF A REGULAR MEETING
OF THE
PLANNING AND ZONING COMMISSION
JULY 18, 1996
A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, July 18, 1996
at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The
following members were present:

With a quorum present, Baker absent, Vice Chair Finger opened the docketed joint public hearing to receive
public input, either oral or written, regarding the request for a Specific Use Permit [Proposed Planned Unit
Development (PUD)] for property located at the Westerly line of Chelsea Lane and the Northeasterly corner of
Lot 7, Block 16, Section 8, Annalea Whitehall Subdivision, and being 8.1064 acres (more or less).
Tony Banfield, representing Buck Hausman, addressed the Commission regarding the proposed apartment
project. There will be enclosed garages abutting the residential community. The garages will have pitched roofs
which will obstruct the view from the apartment complex and should maintain the privacy of the homeowners.
He stated that the plan is to construct an upscale apartment complex similar to the Huntington Woods
Apartments. Banfield named several of the projects constructed by Hausman & Banfield in Friendswood and
surrounding communities. Some of the projects are nearly 30 years old and are still very well maintained.
Banfield reviewed the drainage plan and proposed rent schedules for the apartment complex.
Approximately 8 persons spoke in opposition to the request for the Specific Use Permit. The basis for their
opposition is increased traffic, safety, decrease in property values, noise, future maintenance of the property,
privacy for those abutting the project, location of trash dumpsters, overcrowding of the schools, and drainage
issues.
With no further comment the joint public hearing was closed and after a short recess, Vice Chair Finger opened
the Public Hearing to receive public input, regarding the proposed replat of Lot 1 of block 1 of the Stonesifer
Place Subdivision.
Malcolm Collins of Coenco Engineer stated that the owner of the property wanted to subdivide the tract into two
pieces. The owner of the property is recently widowed. She had expressed the desire to have two homes built,
one for herself and the second for her daughter. In order to do so, the property would have to be legally
subdivided.
Margie Harris Fox spoke in opposition to the replat of the property because the rear yards would back up to her
driveway. She also stated that the homes would not be able to set back as far as the other homes on the street.
With no further comment, the public hearing was closed.

A Consideration and possible recommendation to City Council regarding the final
site plan of Allstate Insurance Company -Forest Bend.
This item remained on the table.
B.Consideration and possible action regarding the Final Plat of Quail Crossing
located off of Blackhawk and FM 2351.

The ownership discrepancy has been rectified and the acreage was researched and found to be
accurate.

City Engineer Kneupper had asked Commissioner Cress to work on the ordinance amendment to
establish the Estate Lot SFR. Cress has researched the large lot subdivisions in Friendswood and
gave street measurements for several. The Commission asked Kneupper to review construction
costs of concrete versus asphalt streets and have the figures available at the next meeting. Also,
the question arose as to how the drainage issue would be considered and if CCDD would be
involved. Discussion followed regarding the comprehensive plan and the parks plan. Kneupper
then advised the commission that the BOA had requested a definition of "yard" for the purpose
of locating accessory buildings or pools. Commissioner Burke stated that the Tree Ordinance
Review Committee was to meet on Tuesday, July 23, 1996. With no further discussion, the meetingaa::�
