OF THE
FRIENDSWOOD PLANNING AND ZONING COMMISSION
FEBRUARY 19, 1996
A Special meeting of the Friendswood Planning anad Zoning Commission was held on Monday,
February 19, 1996, at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood
Drive, Friendswood, Texas with the following members in attendance:
Finger - Vice Chair
Whittenburg
Finger
Hoover -City Planner
Brinkman -Secretary
Kneupper -City Engineer
Dickey -Council Liaison Burke
With a quorum present, Baker, Grace, and Clark absent, Vice Chair Finger opened the meeting of
the Planning and Zoning Commission to consider the following:
DOCKETED JOINT PUBLIC HEARING
TO RECEIVE INPUT, EITHER ORAL OR WRITTEN REGARDING A ZONE
CLASSIFICATION CHANGE REQUEST FROM CSC (COMMUNITY SHOPPING
CENTER) TO MFR-H (MUL Tl-FAMILY RESIDENTIAL HIGH DENSITY) FOR 8.1064
ACRES LOCATED ON THE CORNER OF FM 518 AND CHELSEA LANE.
Buck Hausman, owner of the property, presented his request to rezone for the
development of an apartment complex which will be called "The Oaks of Friendswood".
Hausman stated that there would be 152 units in the complex. Tony Banfield also spoke
regarding the project stating that the average income for those persons living in the
Huntington Woods apartments and in the Bedford range from $49,000 to $10 8,000.
Mr. Hauseman's architect also spoke on behalf of the project.
Cary Haskel addressed the commission and council on behalf of the Kingspark-Whitehall
Civic lprovement Association. The Association had mailed a letter to Ron Cox, City
Managr, expressing their opposition. Traffic and safety were cited as two primary
concens. Mr. Haskel presented a petition consisting of over 2 00 names of persons in
opposition to the zone change request. Numerous other homeowners stated their
concerns with the apartment project. Reasons for opposition ranged from an increase
in traffic, safety for the children, decrease in property values, future maintenance of the
apartment complex, drainage, and privacy for those persons whose properties backed
up the the project site. Jennifer Hall, 7th grade student at Friendswood Jr. High, spoke
to the two entities presenting a poster signed by the neighborhood children in which they
expressed their opposition due to crime, drugs, and traffic they feared would be
introduced. The Mayor asked for a show of hands for those in opposition to the zone
change request. Approximately 100 persons indicated opposition.
With no further comment, Vice-Chair Finger advised the audience that this item would on
the agenda for the March 7, 1996 meeting of the Planning and Zoning Commission. The
