THE FOI.LGWING MEMBERS WERE PRESENT: BAKER -CHAIRMAN DICKSON HENRY -DEVELOPMENT CCORDINATOR BRINKivl.AN -SECRETARY CRESS HOOVER -CI'I'Y PLANNER McHUGH I<NEUPPER -CITY ENGINEER DICKEY -LIAISON Wl'I'H A QUORUM PRESENT, WASSON HAVING RESIGNED AND FINGER AND WHI'ITENBURG ABSEN'l', CHAIRMAN BAKER OPENED THE MEETING ASKING FOR CCMMUNICATIONS FRCl1 THE PUBLIC FOR ITEMS WHICH DID NCF.r APPEAR ON THE AGEl�DA. HAVING NONE, THE FOLLavING ITEMS WERE CONSIDERED: 1 • CONSIDERATION AND F-OSSIBLE ACTION REGARDING 'I'HE PRELIMINARY PLAT OF S'I'AR ESTATES (MANDALE & .MOORE ROAD) • THE CCM-ITSSION Ifu'VIEw'ED THE PRELIMINARY PLAT. POLICY STATES THAT THE PROPEhYJ:'Y HAS 'IO BE 2 ACRES ON THE FRIENDSWCOD SIDE. 'i'HERE WAS SCME DISCUSSION AS 'ID w1IETHER OR NCfl' THE PROPERTY COULD BE RESUBDIVIDED ON THE ALVIN SIDE AT SOME LATER DATE. 'I'HE CCMMISSION DID NOI' WANT 'ID AGREE 'ID THE PLAT IF THE LCJI'S COULD BE SUBDIVIDED IN'l.D SMALLER LCJI'S. MR. GAro<LER STATED 'l'HAT HE WOUJ_D DESIGNATE IN 'TIJE DEED RESTRIC'TIONS 'TIIAT NO LOI' COULD BE REDUCED IN SIZE. THIS SUBDIVISION IS LCCATED ON CITY ACCEPTED, BUT UNIMPROVED S'.rRfil.""T. '11HERE IS ALSO SCME CONCERNS REGARDING DRAINAGE OF THE PROPERTY. C<M-1ISSIONER CRESS MADE A MO'I'ION THAT THE PRELIMINARY PLAT BE APPROVED IF THE DRAINAGE ISSUE IS WORKED OUT AND THERE IS SCME ASSURANCE TIIAT SUBDIVISION OF THE w.rs IS CON'rROLLED. STAFF WHJ., VERIFY WITH JOHN OLSON IF DEED RESTRIC"l'IONS ARE ADEQUATE MEASURES. MUS'l'ANG IS A GRAVEL ROAD WHILE FALLING LEAF IS PAVED. JIMMY IBOMPSON OF LENTZ ENGINF.:ERING SAID TIIAT THE UTILITIES WILL HAVE 'IO BE EXTENDED FRCl1 FAJ_JJING LFAF'. SECOND: McRUGH f lJ P&Z 6/15/95 Page 2 VOTE FOR: m,JANIMOUS OPPOSED: NONE MOTION CARRIED 3 • PRE·-APP DISCUSSION F'OR THE Cav1MERCIAL SI'l'E PLAN OF IRISH GREEN BUILDING G-3 (FM 528) 'rHIS IS :F'OR A BUIIDING WHICH WIIL BE IDENTICAL 'l'O G2 THAT WAS ,JUST APPROVED BY P&Z. THE PROPOSED BUILDING IS 'IOO LARGE FOR AN NC ZONE CLASSIFICA'l1ION AS PER THE NEWLY AOOP'IED AMENDMENT 'IO THE ZONING ORDINANCE. CORRECTIVE MEASURES WERE DISCUSSED AS WERE LANDSCAPING ISSUES AND PARKING. THERE WAS NO O'I'HER CCMME1'Yl' REGARDING THE SITE PIAN. 4.CONSIDERATION AND POSSIBLE RECOMMENDA'EION 'IO CI'l'Y COUNCIL REGARDING THE REQUEST FOR A SPECIFIC USE PERMIT -DANCE STUDIO FOR PROPERTY LCCA'l"ED ON FM 2351. AT THE PUBLIC HEARING, l\10 ONE CCMPIAINED ABOlJ"T THE USE OF THE PROPEh'TY. HOOVER STATED THAT THE CONSENSUS WAS THAT THE BUILDING DIDN'T LCOK LIKE A RESIDENCE, 'I'HE PARKING AND DROP OFF WAS QUESTIONED 1-\S WAS TRAFFIC COUNT. HCOVER SAID THE BUILDING IS 14 1 'I'ALL WHICH IS SHORTER TR.AN A 'IWO STORY HCME AND WIIL BE SET BACK ABOUT 125 ' FRCM THE CURB. HE ADVISED THE CC1-1MISSION THAT THERE WIIL BE A TREMENDOUS AMOUNT OF LANDSCAPING IN FRONT AND CCWN THE SIDE. 'rHE CCMMISSION n,1F'ORMED MR. FARLEY, THE ARCHITECT OF THE PROJECT, THAT THEY ¼'OUID LIKE TO SEE SOME DESIGN CHANGES THAT GAVE THE PRC\JECI' A MORE RESIDENTIAL LCOK. 5.DISCUSSION REGARDING ORDINANCE AMENDMEI.\J'TS. HCOVER ADVISED 'I'HE CCMMISSION THAT THE REGUIATION MATRIX AMENlX'-lENT TO THE ZONING ORDINANCE HAD TAKEN CARE OF SOME ISSUES. THOSE STILL 017I'S'11ANDING WERE ON CUL-DE-SACS, CHILD CARE FACILITIES, ACCESSORY S'I"RUCTURES. THOSE ORDINANCE AMENDMEl'-l"TS WERE REVIEWED BY THE CCMMISSION. 6 • COMMlJNIC'..A'l'IONS l<'RCM: A. STAFF1.ESTABLISH A PUBLIC HEARING REGARDING ORDINANCE AM.ENDMENTS. A PUBLIC HEARING WAS ESTABLISHED FOR JULY 6, 1995. 2.WORKSHOP ON 6/29/95 FOR THE COMPREHENSIVE PIAN. HOOVER ALSO S'l'ATED THAT CITY COUNCIL WAS GOING TO WORKSHOP 'l'HE ENTRYWAY/OVERI.AY ORDINANCE TO GIVE NEWLY ELECTED MEL AUSTIN, AN OPPORTUNITY TO REVIE.W IT. B.
