RECEIVE PUBLIC CCf"Jr,JE'.f>i"T, EITHER ORAL OR WRI'ITEN, REGARDING THE ITEMS BELOW: A.REQUEST TO CHANGE ZONING O:F' 2000 W. PARKWOOD (RESERVE B OF wmDSONG) FRCM SINGLE FAMILY RESIDENTIAL (SFR) 'IO NEIGHBORHOOD CCMMERCIAL (NC) -2.1556 ACRES. MR. LeBLANC OF' CORC/I'RY STAHL REALTORS PRESENTED HIS PROPOSAL TO "IMPROVE AND BEAUTIFY THE CORNER WI'IT-I LANDSCAPING". HE EXPLAINED THA'l, 'l'llE CHlJ"RCH ' S LEASE WAS EXPIRING AND IT WAS HIS INTENTION 'IO USE THE BUIWING AS A REAL ESTATE OFFICE. MR. THERE WERE APPROXIMATELY 25 PEOPLE FROM WI1'IDSONG WHO ST(X)D IN OPPOSITION 'l'O 'I'HE ZONE CHANGE REQUEST, CITING DECREASE IN PROPERTY VALUES , NAlffia,.J STREETS, SAFETY AND Flll'URE DEVELOPMENT AS REASONS FOR THEIR OPPOSITION. A PETITION OF 25 SIG'NA'IURE ALSO WAS PRESENTED IN OPPOSITION 'IO THE ZONE Cfl.ANGE REQUEST. WITH NO FURTHER CCMMENT, THE CCMMISSION CI.OSED 'fi!IS POKrION OF THE PUBLIC HEARING. B.'IO ESTABLISH ZONING CLASSIFICATION FOR 63. 8 ACRES, MORE OR LE.SS , J�l"'ED AT '.I'BE END OF SAN JOAQUIN PARKWAY, SOU'IHEAST OF MISSION ESTA'I'ES AND CARMEL VILLAGE SUBDIVISIONS. MIKE llliBESCI-JER, CWNER OF THE PROPERTY, ADVISED 'l'HE PUBLIC OF HIS INTENI' 'IO DEVELOP AND EQUESTRIAN CENTER NI'I'I-1 RIDING TRAILS AND A 20 ACRE IAKE. HE STATED THAT IN THE FU'l'URE I-IB WOUW DEVELOP A PORTION OF 'I'RE PROPEI:"I'Y IN'IO 3 / 4 ACRE HOMESITES. HE WAS ASKING THAT TBE PORTION OF' PROPERTY WHICH WAS ANNEXED INTO TJ-IE CITY OF FRIENDSWCOD, BF: ZONED FOR AGRICULTUHE USAGE. I-IB PRESENTED Th,'O LE'I'I'ERS FAVORING THE ZONE CLASSIFICATION REQUEST A1'ID A PEI'ITION WI'I'II SEVEN SIGNATURES ALSO FAVORING THE REQUES'l'. 'l'HE PROPERTY LIES WI'l'HIN THE CLEAR CREEK SCHOOL DISTRICT BUT A PETITION HAS BEEN MADE FOR TllEIR DEAN"!IBY..ATION. SHOUW CLEAR CREEK ISO AGREE TO THE PETITION, FRIENDSWOOD ISO IS WILLING TO ANNEX THE AREA INTO TllEIR SCHOOL DISTRICT. QUESTION AROSE REGARDING TRAFFIC ON SAN JOAQUIN, HORSE SHCWS, AND PERMI'ITED USES. MR. REBESCHER STATED THAT SAN JOAQUIN WAS US ED FOR HORSE TRAILERS PRESEN'I�Y AND THAT [ 1 P&Z 8/7/95 Pag·e 2 HORSE SBnvs ·woum BE FOR STUDENTS ONLY. CITY PLANNER HOOVER STA'l'IID '.I'HERE WAS A QUESTION AS TO WHETHER OR NOT SC1v1E OF THE PROPOSED USES l�OULD BE PERMITI'ED IN AN AGRIGUL'l'URE ZONING. IF' THEY WERE NO'.I' PERMITTED, AS IN SINGLE FAMILY FESIDENTIAL, MR. REBESCI-JER WOULD HAVE 'IO REQUEST ANO'l'HER ZONE CHANGE. MR. REBESCHEH SAID HE WAS PREPARF.D 'IO DO SO.
