HomeMy WebLinkAboutP&Z Minutes 1995-08-17 RegularI ; l l REGULAR MEETING PLANNING ANO ZONING COMMISSION AUGUST 17, 1995 NOTICE IS HEREBY GIVEN OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION WAS HELD ON THURSDAY, AUGUST 17, 1995, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS LOCATED AT 109 WILLOWICK,FRIENDSWOOD, TEXAS. THE FOLLOWING MEMBERS WERE PRESENT: McHUGH -VICE CHAIR CRESS HOOVER -CITY PLANNERHENRY -DEVELOPMENT COORDINATORFINGER BRINKMAN -SECRETARY DICKSON STEWART -CITY ATTORNEYDICKEY -LIAISON WITH A QUORUM PRESENT, BAKER, WHITTENBURG AND WINGATE ABSENT, VICE CHAIR McHUGH OPENED THE MEETING ASKING FOR COMMUNICATIONS FROM THE PUBLIC FOR ITEMS NOT APPEARING ON THE AGENDA. HAVING NONE, THE FOLLOWING ITEMS WERE CONSIDERED: 1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFFRIENDSWOOD CENTER (ALBERTSON'S) -FM 2351 & FM 518. THE COMMISSION REVIEWED THE PLAT. THERE WAS SOME QUESTION AS TO THE OWNERSHIP OF THE PROPERTY ON FM 2351 WHICH IS CROSSED BY THE PROPOSED DRIVEWAY. THE STAFF WILL NEED TO INVESTIGATE IF IT IS RIGHT-OF-WAY OF IF THERE IS PRIVATE OWNERSHIP. COMMISSIONER CRESS COMMENTED THAT THE "STANDARD STATEMENT" REGARDING THE REQUIREMENT OF ACCESS TO ADJOINING PROPERTIES BE AFFIXED TO THE PLAT. WITH NO FURTHER COMMENT, COMMISSIONER FINGER MADE A MOTION TO APPROVE THE FINAL PLAT OF FRIENDSWOOD CENTER PROVIDING THE ISSUE REGARDING LAND OWNERSHIP IS RESOLVED AND THAT A NOTE BE AFFIXED REGARDING ACCESS TO ADJACENT PROPERTIES. SECOND: DICKSON VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL SITE PLAN OFFRIENDSWOOD CENTER (ALBERTSON'S) -FM 2351 & FM 518. 3. THE COMMISSION REVIEWED THE SITE PLAN, HOWEVER, A LANDSCAPE PLAN WAS NOT PRESENTED AND COMMISSIONER CRESS MADE A MOTION TO TABLE THIS ITEM UNTIL THE COMMISSION IS ABLE TO REVIEW THE LANDSCAPE PLAN. SECOND: VOTE FOR: OPPOSED: FINGER UNANIMOUS NONE MOTION CARRIED CONSIDERATION AND POSSIBLE RECOMMENDATION REGARDING THE ZONE CLASSIFICATION OF 63.8 ACRES, MORE OR LESS, LOCATED AT THE END OF SAN JOAQUIN PARKWAY, SOUTHEAST OF MISSION ESTATES AND CARMEL VILLAGE SUBDIVISIONS. COMMISSIONER CRESS MADE A MOTION TO TABLE THIS ITEM UNTIL THE NEXT r P&Z AUGUST 17, ·:).995 PAGE 2 REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION. SECOND: FINGER VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 4.CONSIDERATION AND POSSIBLE RECOMMENDATION REGARDING THE ZONECLASSIFICATION CHANGE REQUEST OF SINGLE FAMILY RESIDENTIAL (SFR)TO NEIGHBORHOOD COMMERCIAL (NC) FOR 2000 W. PARKWOOD -2.1556ACRES. COMMISSIONER CRESS MADE A MOTION TO RECOMMEND TO CITY COUNCIL THATTHE ZONE CLASSIFICATION CHANGE REQUEST BE DENIED.SECOND: FINGER VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 5.PRE-APP PLAT FOR FRIENDSWOOD CITY TEXACO -0.974 ACRES (FM 2351ACROSS FROM HOPE VILLAGE ROAD. MALCOLM COLLINS OF COENCO ENGINEERING PRESENTED THE PLAT WHICH WASREVIEWED BY THE COMMISSION. THERE WAS SOME QUESTION REGARDING THERIGHT-OF-WAY WHICH WOULD BE REQUIRED OF THE DEVELOPER AND ACCESSTO THE PROPERTY TO THE REAR SHOULD THE PROPERTY BE DEVELOPED ATSOME FUTURE DATE. THE CITY ATTORNEY STATED THAT THE CITY COULDREQUIRE ACCESS WHEN AND IF THE PROPERTY WAS DEVELOPED. THE ROWISSUE WILL HAVE TO BE RESOLVED BUT OVERALL, THE COMMISSIONAPPROVED OF THE PLAT. 6.PRE-APP SITE PLAN FOR FRIENDSWOOD CITY TEXACO ON FM 2351 ACROSSFROM HOPE VILLAGE ROAD. 7. THE COMMISSION REVIEWED THE SITE PLAN AND STATED THAT THEY LIKEDTHE LANDSCAPING. THERE WILL BE A CONVENIENCE STORE WITH A DRIVE­THRU WINDOW AND ONCE AGAIN, THE ROW ISSUE MUST BE RESOLVED. THEREWILL BE SOME MINOR ADJUSTMENT TO THE SITE PLAN DUE TO A SCHOOLSIGN AND CONTROL BOXES FOR THE SIGNAL LIGHT WHICH HAVE BEENRECENTLY INSTALLED BY TXDOT. THE COMMISSION AGREED WITH THE SITEPLAN. PRE-APP SITE PLAN FOR BUILDING G-4 OF IRISH GREEN (FM 528 ADJACENTTO THE EXISTING IRISH GREEN COMPLEX). CITY PLANNER HOOVER EXPLAINED THIS WAS THE LAST OF THE IRISH GREENDEVELOPMENT, AND AS SUCH A 10' LANDSCAPING BUFFER WOULD BEREQUIRED AS WELL AS AN 8' OPAQUE FENCE. THE PROPERTY ABUTS THEGARDEN HOME DISTRICT. EVERYTHING WILL SHIFT SOMEWHAT AS THEBUILDING WILL HAVE TO BE SCALED DOWN AND TWO PARKING SPACES WILLBE TURNED INTO LANDSCAPE BUFFERS. COMMISSIONER CRESS ASKED HOWTHE G-3 BUILDING RECEIVED A CERTIFICATE OF OCCUPANCY WHEN THELANDSCAPING HAD NOT BE PUT IN AS REQUIRED ON THE APPROVED SITEPLAN. HOOVER COMMENTED THAT A CERTIFICATE OF OCCUPANCY HAD NOTBEEN GRANTED AND HE WOULD INVESTIGATE FURTHER. THE COMMISSION DIDNOT LIKE THE LOCATION OF THE DUMPSTER AND ASKED FOR IT TO BE [ ( P&Z AUGUST 17, 1995 PAGE 3 RELOCATED OUT OF VIEW. VICE CHAIR McHUGH STATED THAT THE PERMANENT SIGN LOCATED ON O'FARRELL'S PROPERTY WAS NOW A SAFETY HAZARD AS A CERTAIN PORTION OF ROAD FRONTAGE HAD BEEN LOST WHEN FM 528 WAS WIDENED. HOOVER SAID HE WOULD INVESTIGATE REPOSITIONING THE SIGN. 8.CONSIDERATION AND POSSIBLE RECOMMENDATION REGARDING THE AMENDEDSITE PLAN OF THE INTERIOR DECORATING SHOP LOCATED ON FM 2351 &MELODY. MR. MAGID PRESENTED HIS PROPOSED SITE PLAN WHICH PUTS ALL THEPARKING IN THE REAR. BOTH CITY PLANNER HOOVER AND CITY ATTORNEYSTEWART AGREED THAT THE CHANGE WAS MINOR ENOUGH TO BE SENT TO THECOUNCIL FOR APPROVAL WITHOUT A SECOND PUBLIC HEARING.COMMISSIONER FINGER MADE A MOTION TO RECOMMEND THE SITE PLAN TOCITY COUNCIL FOR APPROVAL.SECOND: DICKSON VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED. 9.CONSIDERATION AND POSSIBLE RECOMMENDATION REGARDING AN ORDINANCEAMENDMENT FOR 1 YEAR VS. 90 DAY ZONING REQUIREMENT. COMMISSIONER CRESS MADE A MOTION TO RECOMMEND A CHANGE TO THEZONING ORDINANCE TO REQUIRE A ONE YEAR PERIOD BETWEEN THE FINALACTION OF A ZONE CHANGE REQUEST UNTIL ANOTHER ZONE CHANGE REQUESTCAN BE MADE.SECOND: FINGER VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED. 10.COMMUNICATIONS FROM: 11. A.STAFFCITY PLANNER HOOVER ASKED COMMISSIONER CRESS TO REPORT ON THE WORKSHOP HELD ON AUGUST 14, 1995 TO REVIEW THE COMPREHENSIVE PLAN AND THE ORDINANCE AMENDMENTS WHICH WERE RECOMMENDED TO THE CITY COUNCIL. B.COMMISSIONCOMMISSIONER CRESS REPORTED THAT THE WORKSHOP HAD GONE WELL AND A MAJORITY OF THE COUNCIL APPEARED TO HAVE RESPONDED FAVORABLY TO BOTH THE COMPREHENSIVE PLAN AND THE PROPOSED ORDINANCE AMENDMENTS. MINUTES FOR APPROVAL -June 1, 1995; June 15, 1995; July 20, 1995; August 7, 1995 -APPROVED AS READ. July 6, 1995; August 3, 1995 -APPROVED AS CORRECTED. ENT, THE MEETING WAS ADJOURNED. SECRETARY
