HomeMy WebLinkAboutP&Z Minutes 1995-02-13 Special[ l I l, SPECIAL MEETING PLANNING AND ZONING CCMMISSION FEBRUARY 13, 1995 A SPECIAL MEETING OF THE FRIENDSWOOD PLANNING AND ZONING CCMMISSION WAS HELD ON MONDAY, FEBRUARY 13, 1995, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLOiHNG MEMBERS WERE PRESENT: BAKER FINGER CRESS WHI'ITENBURG HOOVER -CITY PLANNER HENRY -DEVELOPMENT COORDINATOR BRINKMAN -SECRETARY WITH A QUORUM PRESENT, WASSON, McHUGH, AND DICKSON ABSENT, CHAIRMAN BAKER OPENED THE MEEI'ING OF THE PLANNING AND ZONING CCM1ISSION TO HEAR THE FOLLOiITNG: 1.OOCKETED JOINT PUBLIC HEARING TO RECEIVE PUBLIC INPUT, EITHER ORAL OR WRI'ITfill, REGARDING THE REQUEST FOR A PLANNED UNIT DISTRICT-SPECIFIC USE PERMIT FOR THE FOLLCWING: A)FOR RESIDENCE AND DRAPERY SHOP LOCATED LOT 1, BLCXJ< 1, NORI'HWEST CORNER MELODY AND FM 2351, A O. 6365 ACRE TRACT OF LAND. AL LENTZ OF LENTZ ENGINEERING PRESENTED THE PROPOSED MELODY PLAZA. LOT 1 WILL BE THE SITE OF A Ha-1E DECOR AND DRAPERY SHOP AND RESIDENCE. APPROXIMATELY 1/3 OF THE PREMISES WILL BE USED AS A DISPLAY AREA AND THE REMAINING 2 / 3 WILL BE LIVING QUARTERS. THERE WIJ.J., BE A CIRCULAR DRIVEWAY AND WILL IOOK LIKE A TRADITIONAL HCME. THERE WILL BE NO LIT SIGNS, NOR WILL THERE BE PORTABLE SIGNS. STANDARD PROCEDURE IS TO HAVE A PUBLIC HEARING FOR THE CCMPLETE SITE PLAN, BUT AS THIS PROCESS IS FAIRLY NEW, CITY PLANNER HOOVER RECCM1ENDED THAT THE USE BE APPROVED AT THIS TIME. BILL LANGO OF ROYAL COUR'r S'rATIID THAT HE FELT THIS WOULD BE AN EXCELLENT USE OF THE PROPERTY. THERE WERE ABOUT 'IWO OR THREE WHO ALSO SPOKE IN FAVOR OF THIS USE. THERE WERE THREE PERSONS WHO SPOKE IN OPPOSITION TO THIS USE, CITING TRAFFIC CONGESTION AND AND BICYCLE SAFETY AS REASONS FOR THEIR OPPOSITION. B)FOR OIL AND LUBE CENTER LOCATED LOT 2, BLCXJ< 1, NORI'HWEST CORNER MELODY AND FM 2351, A 0.4345 ACRE TRACT OF LAND. A WATER COLOR DRAWING OF THE PROPOSED BUILDING WAS PRESENTED; HCWEVER, THERE WAS A GREAT DEAL OF OPPOSITION TO THE OIL AND LUBE CENTER. REASONS FOR OPPOSITION WERE DUE TO THE AESTHETIC ISSUE, TRAFFIC, DRAINAGE, LIGHTS, NOISE, NUISANCE, THE NEED FOR A BUFFER ZONE. A PETITION WITH 38 NAMES WAS PRESENTED AS WELL AS THREE LETTERS OF OPPOSITION. WITH NO FURTHER CCM1EtllT, THE NEXT ITEM WAS CONSIDERED. r l l l P&Z 2/13/95 Page 2 C)FOR PROFESSIONAL AND OFFICE BUILDING L<X:ATED LOT 3, BLCX'.K 1 , NORI'HWEST CORNER MELODY AND FM 2351, A O. 4361 ACRE TRACT OFLAND. THIS IS PRESENTED TO BE A PROFESSIONAL BUILDING SIMILAR TO THAT OF DAVID O' FARRELJ..' S BUILDINGS ON FM 528. THERE WAS LI'ITLE OPPOSITION TO THE PROFESSIONAL BUILDING PROVIDING THAT IT HAS A RESIDENTIAL FI.AIR WHEN CONSTRUCTED. CITY COUNCIIMEMBER HAJEC'.ATE ALSO STATED THAT SIDEWAIBS SHOULD BE REQUIRED UPON FINAL APPROVAL. CITY PLANNER HOOVER REVIEWED THE PUD PROCEDURE FOR THOSE COUNCIL MEMBERS WHO REQUESTED THIS REVIEW FOR THE BENEFIT OF THE CITIZENS IN THE AUDIENCE. WITH NO FURTHER CCMMENT, THE PUBLIC HEARING WAS CLOSED AND THE MEETING ADJOURNED. ��-�
