A SPOCIAL MEETING OF THE FRIENDSW'.X>D PLANNING AND ZONING CCMMISSION WAS HELD ON MONDAY, ccroBER 4, 1993, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLCWrNG MEMBERS WERE PRESENT:
