IN THE CITY HALL COUNCIL CHAMBERS LOCATED AT910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS. THE FOLLOWING MEMBERS WERE PRESENT: BAKER -CHAIRMAN FINGER HENRY -DEVELOPMENT COO RD INA TOR HOOVER -CITY PLANNER CLARK BRINKMAN -SECRETARY CRESS DICKEY -COUNCIL LIAISON BURKE WHITTENBURG GRACE WITH A QUORUM PRESENT AND NONE ABSENT CHAIRMAN BAKER OPENED THE MEETING CALLING FOR COMMUNICATION FROM THE PUBLIC FOR ITEMS WHICH DID NOT APPEAR ON THE AGENDA. HA YING NONE, THE FOLLOWING ITEMS WERE CONSIDERED: I.CONSIDERATION AND POSSIBLE RECOMMENDATION TO CITY COUNCILREGARDING THE ZONE CLASSIFICATION OF SINGLE FAMILY RESIDENTIAL (SFR)FOR 63.5 ACRES OF LAND LOCATED SOUTH OF SAN JOAQUIN ESTATES;RECENTLY ANNEXED INTO THE CITY. COMMISSIONER WHITTENBURG MADE A MOTION TO RECOMMEND TO CITY COUNCIL THAT THE PROPERTY BE ZONED SINGLE FAMILY RESIDENTIAL. SECOND: FINGER VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFSHEAR PLEASURE LOCATED ADJACENT TO THE NEW CITY HALL -D. GAGE.THIS ITEM DOES NOT HA VE DRAINAGE DISTRICT APPROVAL; THEREFORE,COMMISSIONER FINGER MADE A MO TION TO T ABLE THIS ITEM UNTIL THE NEXTREGULAR MEETING OF THE PLANNING AND ZONING COMMISSION.SECOND: FINGERVOTE FOR: UNANIMOUSOPPOSED: NONE MOTION CARRIED3.PRE-APP FOR CEDAR WOOD -4.07 ACRES OF LAND LOCATED ON FM 518 &CASTLEWOOD -DR. GROBA.TIMMY THOMPSON OF LENTZ ENGINEERING REVIEWED THE PROPOSED. JANUARY 4, 1996 P&Z-2 DISCUSSION FOLLOWED REGARDING DRAINAGE , PROCEDURE AND ZONE CLASSIFICATION. COMMISSIONER CRESS ASKED STAFF TO REVIEW THE PLAT TO RECONFIRM THERE WILL BE NOT BE ANY NON-CONFORMING LOTS CREA TED BY THIS SUBDIVISION. IF THE LOTS ALL CONFORM, THE COMMISSION AGREED WITH THE CONCEPT. 4.PRE-APP FOR MELODY PLAZA LOCATED AT MELODY LANE & FM 2351 -D.O'FARRELL.THE HISTORY BEHIND THIS PROPERTY WAS PRESENTED FOR THE BENEFIT OF THETHREE NEW COMMISSIONERS. JIMMY THOMPSON, LENTZ ENGINEERJNGPRESENTED ELEVATIONS OF THE PROPOSED BUILDING. THE COMMISSIONAGREED WITH THE CONCEPT; HOWEVER, THE COMMISSION EXPRESSED THEOPINION THAT THE LANDSCAPING WAS NOT ADEQUATE AND THE LANDSCAPINGWOULD HA VE TO BE CONTIGUOUS WITH THE SURROUNDING PROPERTIES ..5.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL AMENDED PLATOF LONE STAR EXPRESS LUBE LOCATED ON FM 2351 ADJACENT TO THE SPARROWGIFT SHOP.THIS ITEM WAS WITHDRAWN BY THE DEVELOPER.6.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFFRIENDSWOOD PLAZA, SECTION 2 LOCATED AT THE CORNER OF FM 518 &FM 528. -HEB.COMMISSIONER WHITTENBURG MADE THE MOTION TO APPROVE THE FINALPLAT OF FRIENDSWOOD PLAZA WITH A NOTE THAT THE DETENTION PONDWILL BE SCREENED.SECOND: CLARKVOTE FOR: WHITTENBURG, BURKE, BAKER, CRESS, CLARK & FINGEROPPOSED: GRACE MOTION CARRIED7.ELECT VICE CHAIR.MANCOMMISSIONER FINGER WAS NO MINA TED BY COMMISSIONER CRESS &COMMISSIONER BURKE WAS NOMINATED BY COMMISSIONER GRACE.A VOTE WAS TAKEN AND COMMISSIONER FINGER WAS NOMIN ATED TO THEPOSITION OF VICE CHAIRMAN BY A 4-3 VOTE.COMMUNICATIONS FROM: A.STAFFTHERE WILL BE A PUBLIC HEARING ON MONDAY, JANUARY 8TH ANDA WORKSHOP ON THURSDAY, JANUARY 11, 1996. THE CITY ATTORNEYWILL BE PRESENT TO REVIEW THE DUTIES OF A PLANNING & ZONINGCOMMISSION AND THE RULES OF PROCEDURE.B.COMMISSIONERS-NONE THE MEETING WAS ADJOURNED C/11&� CLAUDIA L. BRINKMAN, SECRETARY - I I i I J City of Friendswood 910 South Friendswood Dr. Friendswood, TX 77546 Attention: City Council and Planning and Zoning Commission REZONING CLASSIFICATION CHANGE OF 2001 F.M. 518, RALPH GARCIA As residents of Eagles Point Subdivision and homeowners of property located near Chigger Creek where said property is considered, we ask that the rezoning classification be denied for the following reason: Our properties are adjacent to our neighborhood park which overlooks Chigger Creek. If the land is zoned commercial, we would be viewing the back of building and trash dumpster, etc in which case would be objectionable to all homeowners involved. We already have a commercial strip center near Eagles Point that is sitting vacant. Trees would be removed which will lend itself to an increased amount of noise near our homes. As homeowners of Eagles Point and citizens of Friendswood, we request that the said property NOT be rezoned Neighborhood Commercial.
