Minutes of a Regular Meeting
of the
Friendswood Planning and Zoning Commission
August 7, 1997
The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, August 7, 1997, at 7:00
p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members
were present:

With a quorum present and none absent, Chair Finger called the meeting to order asking for communications from the
public for items which did not appear on the agenda. Having none, the following items were considered:
1.A zone classification change request from Single Family Residential (SFR) to Office Park District
(OPD) for 0.6749 acres in the 200 block of East Edgewood.
Motion: Grace -to recommend approval of the zone classification change request.
Second: Clark
Vote for: Unanimous Motion Carried
2.Pre-app plat for First Church of Christ, Scientist located on Winding Way and Leisure Lane.
This property was sold by metes and bounds and must be legally platted. Utilities are in place. The final
plat must reflect the current chair of the Planning and Zoning Commission.
3.Pre-app site plan for Park Place Subdivision located at FM 518 and Winding Way.
The name of the subdivision will have to be changed because there is already a Park Place Subdivision
in the City of Friendswood. On this site, there will be a one story assisted care center with perimeter fire
lanes, having approximately 100 units and 135 beds. It will be opened 24 hours a day and there will be
approximately 24 people on staff working 3 shifts. The owner will apply for a specific use permit.
4.Pre-app plat for Butler's Green, Section 2 located on FM 518 adjacent to JSC Federal Credit Union.
The Commission had no problems with the pre-app plat.
5.Preliminary plat of Parkwood Commercial Center located on FM 528 adjacent to the Friendship Haven
Nursing Home.

A public hearing will be required prior to the final plat of the Parkwood Commercial Center. The
commission requested a note be added to the plat regarding accessibility to the adjacent properties and a
note regarding the sidewalk. In addition, the technical requirements of a the plat as presented by staff,
must be met.
Motion: Burke -to approve the preliminary plat if the above stated conditions are met.
Second: Clark
Vote for: Unanimous Motion Carried
Corrected Final Plat of Windsor Estates, Section One.
Charles Anders stated the purpose of the corrected final plat is to reduce the right-of-way by 10 feet and
to make the landscape easement into a reserve that will be maintained by the homeowner's association.
Motion: Burke -to approve the preliminary plat if the above stated conditions are met.

7.Final Plat of Irish Green Three.
The final plat meets all the technical requirements of the ordinance.
Motion: Grace -to approve the final plat of Irish Green Three.
Second: Clark
Vote for: Unanimous Motion Carried
8.Recommendation regarding the Site Plan for Lot H-1 of the Irish Green Subdivision.
Motion: Grace -to recommend approval of the site plan for Lot H-1 of the Irish Green Subdivision.
Second: Clark
The Commission would like to see joint access for the two buildings. There are some staff concerns that
have not been addressed regarding the inlet grate. Commissioners Grace and Clark withdrew their
original motion and second.
Motion: Grace -to table
Second: Clark
Vote for: Unanimous Motion Carried
9.Exxon Pipeline: Discussion of proposed alternate 16 inch ethane pipeline route.
Exxon would like to present a second request that will incorporate the requested changes of the Planning
and Zoning Commission and will further address the concerns of the citizens. Exxon has withdrawn their
original request.
10.Call a Public Hearing to amend the Zoning Ordinance 85-15, Appendix C, to define Landscape
requirements and to provide for a list of qualified trees.
The public hearing will be held September 4, 1997.
11.Communications from:
A.Staff-there will be a new member orientation on August 28, 1997 at 6:00 p.m. The
City Attorney, Council Liaison, City Manager, City Engineer and members of Planning
and Zoning Staff will make the presentation.
City Council will workshop the Comprehensive Plan on August 11, 1997.
City Attorney Mickelson presented some changes in the law regarding Vested Rights
which will be covered in greater detail at the orientation.
