HomeMy WebLinkAboutP&Z Minutes 1997-08-28 SpecialMinutes of a Special Meeting of the Friendswood Planning and Zoning Commission August 28, 1997 The Friendswood Planning and Zoning Commission held a special meeting Thursday, August 28, 1997 at 6:00 p.m. in the Community Development Conference Room located at 91 O S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Chair Eubanks McVeigh Storey Hodge -City Engineer Henry -Development Coordinator Brinkman -Secretary Mickelson -City Attorney Cox -City Manager Measeles -Council Liaison Burke With a quorum present, Clark and Grace absent, the meeting was opened to discuss the following: ORIENTATION FOR NEWLY ELECTED MEMBERS OF FRIENDSWOOD PLANNING & ZONING COMMISSION A.Welcome and Overview B. City Manager Ronald Cox explained there had been an orientation for newly elected Councilmembers and the comments had been favorable. As a result, it was decided that an orientation for new commission members might also be beneficial. Mike Hodge gave an overview of the purpose and agenda of the orientation. Review of Appointment Process, Commission Goals and Council Expectations Council Liaison Measeles reviewed the appointment process, the mission statement and council objectives for the city, as well as the goals and objectives for the planning and zoning commission. Discussion followed regarding the working relationship between the two entities. C.Responsibilities of the Commission Bill Finger, Chair for the Planning and Zoning Commission, gave a brief synopsis of the responsibilities of the commission. D.City Charter, Rules of Conduct, Code of Ethics, Zoning Ordinance and Subdivision Ordinance. City Attorney Kim Mickelson presented each commission member with a packet of information that covered recent legislation and its possible impact on the City. She explained the purpose of the planning board, the zoning board and the zoning board of adjustment. Comments were made regarding the ethics policy, takings statute, impact fee ordinance and the rules of procedure for the commission. E.Review of platting and zoning processes, responsibilities of City Staff City staff presented flow charts illustrating the rezoning process, platting process, site plan approval and specific use requirements.
