HomeMy WebLinkAboutP&Z Minutes 1997-09-04 RegularI ! l Minutes of a Regular Meeting of the Friendswood Planning and Zoning Commission September 4, 1997 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, September 4, 1997 at 6:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive Friendswood, Texas. The following members were present: Finger -Chair McVeigh Grace Hodge -City Engineer Henry -Development Coordinator Brinkman -Secretary Burke Eubanks Clark Storey Measeles -Council Liaison Mickelson -City Attorney With a quorum present and none absent, Chair Finger opened the regular meeting of the Planning and Zoning Commission calling for communications from the public for items that do not appear on the agenda. Having none, the following items were considered: 1.Pre-app site plan for ERNIE'S Backyard Grill to be located on FM 528 near Sunset. 2. Jack Rimes of Rimes and Associates architectural firm presented the pre-app site plan. Commissioner McVeigh requested the trash bin be moved from its proposed location to the opposite corner, away from the residential area. The commission also asked the developer to consider having a shared drive with the proposed adjacent lot, verify the number of required ADA spaces, and with regard to lighting -to consider using ballards as opposed to flood lights since this property abuts residential. The existing fence will be made taller or a new fence will be erected. There were no other comments. Preliminary plat of Butler's Green Section Two adjacent to JSC Federal Credit Union. Chuck Davis of C.L. Davis Company represented the owner of the property. A tree survey was prepared and the owner is proposing to save as many of the trees as possible. The commission asked that a note be added to the plat which indicates there might be common ingress and egress to the adjacent property. Sidewalks are indicated on FM 518 and the commission asked that sidewalks be added to the Winding Way side also. Mr. Davis agreed. MOTION: Burke to approve the preliminary plat with the added note of ingress and egress and that a sidewalk be added to the Winding Way side of the property. Second: Grace Vote For: Unanimous Motion Carried 7:00 P.M. DOCKETED JOINT PUBLIC HEARING: 3.Chair Finger opened the joint public hearing to receive public comment, either oral or written, regarding the following: A.An amendment to the Zoning Ordinance 84-15, Appendix C, to define Landscape requirements and to provide for a list of qualified trees. Commissioner Burke explained committee's intent and the manner in which the ordinance was developed. One person spoke in favor of the ordinance, none in opposition. B.A request by Exxon Pipeline Company for a Specific Use Permit for a 50 foot permanent pipeline easement and temporary const ruction easement -initial use is new 16 inch ethane transmission line. George Persyn represented Exxon Pipeline Company. Mr. Persyn said the new request for a Specific Use Permit placed the proposed pipeline further from existing homes with the exception of three residences. He explained the precautionary measures that will be incorporated to ensure safety for those persons. Thirty-one citizens spoke either for/against the proposed pipeline and two letters were presented. l P&Z 9/4/97 Page2 After all concerns were heard, Chair Finger and members of the council thanked those who presented their concerns and the public hearing was closed. 4.Consideration and possible recommendation to City Council regarding an amendment to the Zoning Ordinance 84-15, Appendix C, to define Landscape requirements and to provide for a list of qualified trees. MOTION: Grace to recommend that City Council approve the proposed ordinance. Second: Clark Vote For: Unanimous Motion Carried 5.Consideration and possible recommendation to City Council regarding the request by Exxon Pipeline Company for a Specific Use Permit for a 50 foot permanent pipeline easement and temporary construction easement-initial use is new 16 inch ethane transmission line. MOTION: Clark to recommend approval Second: none Motion Failed MOTION: McVeigh to table the item to give the commission time to give due consideration to the proposed specific use permit request. Second: Storey Vote For: Unanimous Motion Carried 6.. Communications from: A.Staff-APA Conference will be in October. Registration must be in by September 8 if the commission wishes to attend. B.Council Liaison -none C.Commissioners -Commissioner Burke commented he was pleased with the recommendation on the tree ordinance.
