HomeMy WebLinkAboutP&Z Minutes 1997-11-06 Regular! : Minutes of a Regular Meeting of the Planning and Zoning Commission 11/6/97 Finger McVeigh Burke Grace Clark Hodge Mickelson Measeles Henry With a quorum present, Storey absent, the following items were considered: 1.Docketed Joint Public Hearing to receive input, either oral or written regarding the Capital Improvements Plan and Impact Fee. 2. 3. 4. 5. 6. Chair Finger called the P&Z Public Hearing to order explaining the first hearing is to discuss the revised CIP and Impact Fee. The second hearing is a Planning & Zoning hearing only and Council will adjourn before the second hearing. Chair Finger began by saying the City engaged Claunch & Miller to prepare the details of the study analysis of the CIP & Impact Fee and Mr. Thompson with Claunch and Miller will present the plan. Mr. Thompson gave a brief explanation of the plan which was originally adopted in 1990. There was no public comment and the hearing was closed. Docketed Public Hearing to receive input, either oral or written regarding the replat of the Brake Masters Subdivision on FM 2351. Mr. Lentz with Lentz Engineering said the reason for the replat is to add an additional 25 feet to the rear of the tract. There was no public comment and the hearing was closed. Minutes October 20, 1997 approved as corrected. Item 9 .02893 should be .2893. Communications from the public -none. Consideration and possible recommendation regarding the revised CIP and Impact Fee. Motion: Clark to recommend to City Council for approval. Second: Burke Vote for: Unanimous Motion Carried Pre-app for Park Place Subdivision located on FM 518 and 528 (Manison Property) Kent Ballard presented the proposed 50 lot subdivision. The plat indicates future commercial along FM 528 with a 400 foot depth. The commission had concerns regarding drainage and creating an additional commercial zone along FM 528 as a buffer for SFR. 7.Consideration and possible action regarding the final replat of the Brakemasters Subdivision. Mr. Lentz presented the Brakemaster replat saying the reason for the replat is to add 25 additional feet to the rear of the tract. Motion: Grace to recommend approval. Second: Clark Commissioner Burke questioned the Exxon Multi-purpose easement still being labeled on the tract. Mr. Lentz told the Commission the easement had been abandoned. Burke said ! P&Z 11/6/97 Page two he did not want to hold up the replat approval and Mr. Lentz agreed to remove the easement from the mylars. Motion: Clark to table until easement was removed. Second: Grace Vote For: Unanimous Motion carried 8.Consideration and possible recommendation to City Council regarding the final site plan of Brakemasters. Mr. Lentz presented the Brakemasters site plan to the commission saying the site has been increased by 25 feet to the rear of the tract. Commissioner Burke said he would like to see a trade of some trees for medium shrubbery long the parking area in front of the tract and Mr. Lentz said that was agreeable with the developer. Motion: Burke to recommend to City Council for approval. Second: Clark Vote For: Unanimous Motion carried Mr. Lentz presented the replat of Brakemaster with the removal of the Exxon multipurpose easement to the Commission. Motion: Grace to remove from the table. Second: Clark Vote For: Unanimous Motion carried Motion: Grace to approve the replat of Brakemaster. Second: Clark Vote For: Unanimous Motion carried 9.Consideration and possible recommendation regarding the zone classification change request from SFR to NC 0.530 acre tract out of lot 4, Block 2 of Friendswood Subdivision, Galveston Cou�ty, Texas 111 East Edgewood (Pecan and FM 2351). 10. Motion: Clark to recommend to City Council for approval. Second: Burke Vote For: Unanimous Motion carried Consideration and possible recommendation regarding the zone classification change request from OPD to PUD .2893 acre tract out of lot 4, block 9 of Friendswood Subdivision, Galveston County, Texas 200 East Edgewood. Motion: Clark to recommend to City Council for approval. Second: Burke Vote For: Unanimous Motion carried ! l P&Z 11/6/97 Page three 11.Final plat of First Church of Christ Scientist on Winding Way. Motion: Burke to approve. Second: Grace Vote For: Unanimous Motion carried 12.Final Site Plan of Melody Plaza II on FM 2351 -Withdrawn by Engineering Company. 13.Communications from: Kim Mickelson requested 2 or more commissioners for committee to work on the Land Use map and Zoning Ordinance. Burke and Finger volunteered.
