HomeMy WebLinkAboutP&Z Minutes 1997-12-04 RegularMinutes of a Regular Meeting of the Planning and Zoning Commission December 4, 1997 A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday, December 4, 1997, at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Chair McVeigh Grace Hodge -City Engineer Henry -Development Coordinator Lamb -Secretary Clark Mickelson -City Attorney Storey With a quorum present, Eubanks having resigned and Burke absent, Chair Finger called the meeting to order to consider the following: 1.Minutes for approval -July 17, 1997; November 6, 1997 -approved as corrected. OLD BUSINESS -TABLED ITEMS: 2.The final plat of Winston Addition located at FM 518 and Castlewood. This item was not ready and remained on the table. NEW BUSINESS: 3.Pre-app site plan for #2 Oak Tree. Dr. Taylor presented the site plan. The commission stated it had no problems with the proposed plan. 4.Recommendation to City Council regarding a request for a Specific Use Permit for a Church (SP-Church) in a Multi-Family Residential Dwelling District -Low Density Zone (MFR-L) -4.4061 acres at Winding Way and FM 528. Motion: Second: Vote for: Clark to recommend approval of the Specific Use Permit. Grace Unanimous Motion Carried 5.Recommendation to City Council regarding a request for a Specific Use Permit for residential (SUP-Office/Residential) in a Planned Unit Development (PUD) -.6365 acres, Melody Plaza I. Motion: Second: Grace to recommend approval of the Specific Use Permit. Clark Discussion: Mr. and Mrs. Padgett agreed to remove the driveway easement to alleviate the concerns expressed by The Orchard homeowners at the public hearing. In turn, the homeowners agreed that the existing 7 foot fence would be adequate. Commissioner Grace amended his motion to remove the easement and Clark amended his second. Vote for: Unanimous Motion Carried l P&Z 12/4/97 Page 2 6.Recommendation to City Council regarding a request for a Zone Classification Change request from Multi-Family Residential Dwelling District -Garden Homes (MFR-GHD) to Single Family Residential (SFR) for 3.82 ACRES of land in the 500 block of E. Parkwood Drive. Motion: Second: Vote for: Grace to recommend approval of the zone classification change request. Clark Unanimous Motion Carried 7.Discussion and possible action regarding the descriptions of the proposed Community Commercial Zone (CC) classification and of the Office Park (OP) zone classification of the Zoning Ordinance. 8. Chair Finger explained that the requirements were stricter in an OP zone than in an NC. Consequently, some developers had taken the NC option to create office parks. Finger said the commission had four options; they could leave the ordinance as it is and do nothing, they could make the parameters of the office park zone the same as NC, NC could be made to have the same constraints as OP, or the commission could create a middle somewhere. Commissioner Grace stated he would like an analysis of the additional requirements to develop offices in the OP district as opposed to the NC District prepared prior to the next meeting. Communications from: A City Attorney -Exxon has filed a law suit in Harris County against the City. The SOB study should be complete soon. The secondary effects portion has been given to Police Chief Stout. There have been a request for a communication tower in the City and the Attorney is looking into the City's position with regard to this tower. B.Staff -There has been discussion with the Triplerock Corporation (Quail Crossing). They are under construction of the public utilities and easements. C.Council Liaison -a permitted use table workshop will be held on Monday. D.Commissioners -there will not be a regular meeting until January 15, 1998. Chair Finger asked about the Comprehensive plan that was sent to City Council. It was emphasized at the APA conference that the City needs a comprehensive plan. Council Liaison Measeles will relay the request to the City Council. Commissioner Clark asked about Pret's Lumber and Hardware and expressed his concerns that the fire lanes have not been constructed and there are passages that are blocked by lumber.
