Special Meeting
Planning and Zoning Commission
January 20, 1997
7:00 P.M.
A special meeting of the Friendswood Planning and Zoning Commission was held on Monday, January 20, 1997
at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The
following members were present:
Baker
Finger
Cress
Grace
Burke
Brinkman -Secretary
Cox -City Manager
Olson -City Attorney
Lowe -Council Liaison
With a quorum present, Whittenburg and Clark absent, Chair Baker opened the joint public hearing to receive
public input, both oral and written regarding a proposed amendment to the zoning ordinance to create a new
zoning district -Single Family Residential Estate (SFR-E) Dwelling District.
Docketed Joint Public Hearing:
Commissioner Cress explained the criteria of the proposed SFR-E zoning classification stating this will not effect
the zone classification of any existing property. Frank Webb asked if it would effect his single family residential
property. Mr. Cress reiterated it would be a classification a developer might use for the development of a large lot
subdivision. The only change that would be made to the zoning ordinance regarding the SFR zone is some
language referring to the fact that the SFR is the most restrictive residential district. If the SFR-E is passed, it will
become the most restrictive because it requires two acres. There was no further comment and the public hearing
was closed.
The Commission adjourned and reconvened in the 2nd floor conference room to give consideration and possible
recommendation to City Council regarding the recommendation from the Planning and Zoning Commission dated
September 20, 1996 for the creation of a new zoning district -Single Family Residential Estate Dwelling District
(SFR-E).
Initially, John Olson had determined a joint public hearing was not required for the creation of a district. Later, it was
decided that a public hearing, with 72 hour notice, might be necessary. The recommendation cannot come before
the public hearing; therefore, the commission is asked to review their original recommendation. Commissioner Finger
read a proposed recommendation which includes a revision to the regulation matrix table. This revision is in
compliance with Ordinance 96-14 that changes the density in MFR-H dwelling district form 18 units to 12.
The parking requirement was discussed and it was decided that the term "static parking" should be added to the
matrix for the SFR-E. Static parking refers to parking without aisles.
Motion: Finger -to recommend the creation of the new district with changes, to the City Council.
