Special Meeting
of the
Planning and Zoning Commission
January 6, 1997
A special meeting of the Friendswood Planning and Zoning Commisison was held on Monday, January 6, 1997
at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The
following members were present:
Baker
Finger
Cress
Clark
Burke
Whittenburg
Henry -Development Coordinator
Brinkman -Secretary
Cox -City Manager
With a quorum present, Grace absent, Chair Baker opened the meeting to give consideration to the following:
Docketed Joint Public Hearing:
To receive public comments, either oral or written, regarding a request for a Specific Use Permit for the
development of a proposed apartment complex within the proposed Planned Unit Development District (PUD)
described as 8.1064 acres (more or less), out of Annalea, Whitehall Subdivision.
Kerry Haskell, Vice-President of the Homeowner's Association said that the board had been working with Mr.
Hausman on this project. He stated some of the concerns of the homeowners were traffic, flooding, and privacy.
Mr. Hausman had agreed to an exit into Pearland and to close the Chelsea street entrance. In addition
Hausman had offered to construct garages to obstruct the view from the second floor of the apartments.
Overall, the board was pleased Mr. Hausman had worked so well with them.
Mr. Hausman addressed the commission, stating the name of the project had been changed from Oaks of
Friendswood to Stonehenge as per the request of the homeowners, to preserve the British theme of the
Annalea, Whitehall Subdivision. He said he did not remember agreeing to close Chelsea, but would since it was
agreed upon. The architecture of the apartment complex could be similar to the Huntington Woods Apartments
with a 12' landscape buffer between the homeowners and the apartment parking area. There will be
approximately 80' between the closest building and the fence line.
There were approximately 60 people in the audience who were in opposition to the proposed apartment
complex. The homeowne,,s stated that they had no knowledge of the agreements between the board and Mr.
Hausman, nor did they feel the Homeowner's Board of Directors represented the majority of homeowners.
Their stated objections were safety of their children and of their property, increased traffic, impact on the school
district, impact on the police department, flooding, and the decrease in property values. Mr. and Mrs. Dunklee of
Pearland asked if the City of Pearland had been contacted regarding the impact to citizens in the Riverwalk
Subdivision with regard to traffic and drainage. The citizens were informed that the City was obligated to make
sure this development did not negatively impact them.
The Planning and Zoning Commission will accept letters, either for or against, for 72 hours after the close of the
Public Hearing. City Attorney Olson stated that the neither the Commission, nor the Council, would be able to
receive oral comment once the hearing closed. Notices of future meetings could be mailed to residents of
Friendswood or of Pearland, if they furnished the City with a self-addressed stamped envelope. Otherwise, this
item will be considered for recommendation at the January 16, 1996 meeting of the Planning and Zoning
Commission. Public heariog was closed and the meeting adjourned.
