HomeMy WebLinkAboutP&Z Minutes 1997-03-17 Special1 I I Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission March 17, 1997 A special meeting of the Friendswood Planning and Zoning Commission was held on Monday, March 17, 1997 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Vice Chair Cress Clark Whittenburg Burke Henry -Development Coordinator Brinkman -Secretary Cox -City Manager Lowe -Council Liaison Olson -City Attorney With a quorum present, Baker and Grace absent, Vice Chair Finger called the meeting to order and opened the joint public hearing to receive input, both oral and written regarding a zone classification change request of Single Family Residential (SFR) to Community Shopping Center (CSC) for 9.385 acres located on FM 528 at Cypress Point Drive. Vice Chair Finger reviewed the purpose of the public hearing and advised the public of the different types of establishments that would be permitted in a CSC zone. David Smith of Century 21 Key Realtors said the owner of the property was unable to sell the property because it was zoned single family residential. In the owner's opinion, the highest and best use of the property was for it to be used as commercial development. The property abuts the soccer field owned by the Friendswood ISO and a single family residential district. Several citizens from the Sunmeadow subdivision spoke in opposition to the zone change request and indicated there was property across the street that could be used for commercial property. Others asked why the property is being advertised as commercial property when it is zoned SFR. Vice Chair Finger explained that neither City Council, nor the Planning and Zoning Commission, initiate the zone change as the request must come from the owner of the property. Mildred Cochran reminded the commission the homeowners had been inconvenienced during the construction of FM 528 when this property was used as a materials storage site for the road crews. During that period of time the homeowners did not complain. She expressed her concerns that a commercial development would be placed on this location thereby devaluing the homes in the subdivision. The commercial development would not be temporary situation as was the construction site. Others agreed with Ms. Cochran and expressed concerns about property values and the marketability of the homes in the area. Other concerns were with regard to the aesthetics and the loss of green space for the homeowners who have been striving to maintain the integrity of their community. Vice Chair Finger asked for a show of hands of those in the audience who were in opposition to the zone change request; there were approximately 40 people. None spoke in favor of the zone change request. With no further comment, the public hearing was closed and the meeting adjourned. ClkiL� Claudia L. Brinkman, Secretary
