HomeMy WebLinkAboutP&Z Minutes 1997-03-20 RegularMinutes of a Regular Meeting of the Friendswood Planning and Zoning Commission March 20, 1997 A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, March 20, 1997 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Cress Burke Clark Grace Henry -Development Coordinator Stewart -City Attorney Thompson Consulting Engineer Lowe -Council Liaison Brinkman -Secretary With a quorum present, Whittenburg, Baker & Finger absent, Commissioner Cress opened the meeting of the Planning and Zoning Commission to give consideration to the following: 1.Minutes for approval -February 20, 1997 -approved as corrected March 6, 1997 -approved as read. 2.Communications from the Public -Susie Westphal who lives on Melody Lane, expressed her concern about the existing drainage problems in the area and the added drainage for the proposed subdivision -The Forest OLD BUSINESS -TABLED ITEMS: I I 1 Discussion and possible recommendation to the City Council regarding an amendment to the Zoning Ordinance -Permitted Use Table. u This item remained on the table. NEW BUSINESS: 1.Consideration and possible recommendation to City Council regarding the proposed site plan for the Friends Church Addition. The Friends Church has been before the BOA and have received approval of the proposed site plan. Thompson stated that staff was satisfied with the drainage, parking and site plan. Grace: Motion -to recommend the site plan to City Council for approval. Second: Burke Vote for: Unanimous Motion Carried 2.Consideration and possible recommendation to City Council regarding the proposed site plan for Shear Pleasure. 3. The City is leasing property to Mr. Gage for parking. The Commission asked for Mr. Gage to remove the wording "future" from the site plan in order to adequately address parking and landscaping requirements. Mr. Gage was also advised to review the plan to make sure there are no violations to the set back requirement. The site plan will be on the next regular meeting of the Planning and Zoning Commission for consideration. Consideration and possible recommendation to City Council regarding the proposed site plan for 312 Morningside. l l I I P&Z 3/20/97 Page 2 The site plan received approval from the BOA with regard to the front addition. The asphalt drive will be removed and replaced with concrete. Clark: Motion -to recommend the site plan to City Council for approval. Second: Burke Vote for: Unanimous Motion Carried 4.Consideration and possible action regarding the amended final plat of Windsor Estates. 5. Joe Hale presented a video of the drainage problems in the area and expressed his concern with the effect the proposed subdivision might have. Homeowners in the Sunmeadow Subdivision expressed the same concerns as Mr. Hale. There was discussion regarding the drainage designed by TxDot when FM 528 was widened. Consulting Engineer Thompson said that the drainage plan for Windsor Estates would not negatively impact the area drainage. He suggested a meeting with TxDot, the City, DD#3, and CCDD to see if the problems could be corrected. The plat has already been approved. The amendment is to change the entrance to allow for more landscaping. Clark: Motion -to approve the amended final plat. Second: Grace Vote for: Unanimous Motion Carried Pre-app Site plan for Irish Green Ill (Buildings H-1 and H-2) to be located on FM 528 adjacent to the existing Irish Green Complex and across from The Park. This item was withdrawn from the agenda. 6.Pre-app for Cline Estates. This property was sold by metes and bounds in 1972. The Commission reviewed the pre-app and advised the developer to proceed with the platting process. 7.Consideration and possible action regarding the preliminary plat of the Forest, Section 1 -to be located off of Melody Lane. 8.Consideration and possible action regarding the preliminary plat of The Forest, Section 2 -to be located off of Melody Lane and FM 2351. Al Lentz with Lentz Engineering presented the proposed plat. There was a lot of concern over the detention facility and the close proximity to Enchanted Woods Subdivision. Several homeowners from Enchanted Woods presented pictures of their yards after a heavy rain. The concern is that this proposed amount of development will negatively impact them. The homeowners also asked if the developer could relocate the detention pond to a more desirable location as the pond will back up to the existing yards. After much discussion, the developer agreed to consider relocating the pond. Thompson will meet with the homeowners, the developer, and the Clear Creek Drainage District to determine a solution to the drainage problems the subdivision is having. Because of time, financing, etc., the developer asked for approval for the preliminary plat subject to all concerns being addressed to the satisfaction of the Commission and Engineer Thompson. A preliminary plat can be approved with contingencies; however, Cress advised the developer that the final plat cannot be approved with contingencies. Therefore all items will to I I l P&Z 3/20/97 Page 3 be corrected prior to final plat submittal. In addition, the developer was informed that the proposed zone classification change at the entrance of the subdivision, from single family to commercial, will be a difficult step which may or may not occur. Motion: Second: Vote For: Grace -To approve the preliminary plat of The Forest, Sections 1 & 2 subject to the review of drainage calculations, detention pond location is addressed and tract 3 needs to be addressed with regard to width at the building line. Burke Unanimous Motion Carried 9.Consideration and possible recommendation regarding the zone classification change request of Single Family Residential (SFR) to Community Shopping Center (CSC) for 9.385 acres located on FM 528 at Cypress Point Drive. 10. The applicant is not present and Commissioner Clark made a motion to table the item until the applicant is present to answer questions. There wasn't a second and the motion failed. Motion: Second: Vote For: Burke -To recommend the zone change request be denied. Cress Unanimous Motion carried Call a public hearing for: A.A request for a specific use permit for a music studio to be located at 307 S. Friendswood Drive. Property is zoned Original Business District (080). B.A request for a zone classification change from SFR to NC for property located at FM 528 and Sunmeadow Boulevard. Public hearing will be April 3, 1997. 11.Pre-app for Tejas Ranch -10.2 acres of land into 11 lots -C. Davis. Concern was expressed that the proposed lot extends the length of the cul-de-sac. City Attorney Stewart said W. Viejo Drive is a dead end street and could not be classified as a cul­ de-sac. The concerns are that utilities are not available, the City will require 30' of right-of-way for roadway -what type of roadway would be provided and where will the roadway end, where will detention be provided? 12.Communications from: A.Staff -none B.Council Liaison -none C.Commissioners -none w, a2 m � s adjourned.
