Minutes of a Regular Meeting
of the
Friendswood Planning and Zoning Commission
April 16, 1998
A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday, April
16, 1998, at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive,
Friendswood, Texas. The following members were present:

With a quorum present and none absent, Chair Finger called the meeting to order to consider the following:
1.Minutes for approval -March 16, 1998 & April 2, 1998
Approved as read
2.Communications from the public -Dan Rucker of the Forest
3.Pre-app Site Plan for Cowards Creek Office Park to be located at South Friendswood
Drive and Shadwell.
Mr. Bergman said the project is an asset to the community. Each lot will be owned by individuals;
however, the common area will have joint ownership. Common area ownership will be determined
by the percentage of total square feet of floor space. Commissioner Burke asked the developer to
consider a more attractive arrangement with buildings closer to FM 518 and with parking in the
rear.
4.Pre-app Site Plan for Goodyear Tire Store to be located at South Friendswood Drive and
Echo Avenue.

Bobby Ore, representing Goodyear Tire Store, said his intent is to use existing drainage. Mr. Ore
and his architect have met with City Engineer Hodge. Mr. Ore will be required to furnish a drainage
plan that is approved by CCDD as well as the City. Staff suggested that the drive on Echo be
reduced to a maximum width of 35 feet and asked that Mr. Ore remove the drive closest to Echo.
The Commission agreed with Hodge's comments and Mr. Ore said he would take another look at
the site plan.
Pre-app Plat of proposed Chester Subdivision to be located at Fm 2351 and Chester
Drive.
There were approximately 8 residents in the audience who live on Chester Street in the Cane
Corporation Subdivision. They are opposed to the proposed subdivision, located at FM 2351 and
Chester. Chair Finger told the citizens that the proposed subdivision is in the pre-app stage and is
not voted on by the Commission. Property owner representative, Todd Slayton said the owner
proposes to subdivide the 1. 7013 acre tract into 2 lots. Three homeowners addressed the
Commission stating that the subdivision would violate their deed restrictions. A petition signed by
the opposing homeowners was submitted. Chair Finger replied this is a legal question that will
have to be investigated.

6.Consideration and possible action regarding the Amended Final Plat of corrected
Windsor Estates, Section 1 (lots 17 & 2 of block 3).
The purpose of this amended plat is to move the rear property line ten feet to the east. This will
affect 2, 3 and 17.

7.Consideration and possible recommendation regarding the proposed Sign Ordinance.
The Commission made several minor changes and the City Attorney discussed an item she had
removed.

Bertrand to recommend to City Council that the proposed ordinance revision be
approved.

8.Consideration and possible recommendation regarding the ordinance revision for
Neighborhood Commercial (NC), Local Neighborhood Commercial (LNC), Office Park
(OP) Districts and the Permitted Use Table.
Motion: McVeigh to recommend to City Council that the proposed ordinance revision be
approved. Recommendation to be accompanied by a cover letter from the
Commission.

9.Consideration and possible action regarding the adoption of policy statements for the
Planning and Zoning Commission.

Burke to adopt the policy statement.

A.Staff -City Engineer Hodge asked if the commission could meet with the Clear Creek
Drainage District on either Tuesday May 19, 1998 or Thursday May 28, 1998.
