HomeMy WebLinkAboutP&Z Minutes 1998-05-21 Regularl Minutes of a Regular Meeting of the Friendswood Planning and Zoning Commission May 21, 1998 A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday, May 21, 1998, at 7:00 p.m. In the City Hall Council Chambers at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger Mcveigh Bertrand Burke Grace Clark Hodge Lamb Mickelson With a quorum present, Benthul absent, Chair Finger called for communications from the public for those items that did not appear on the agenda. Having none, the following items were considered. 1.Minutes for approval -April 16, 1998. Approved as read. 2.Consideration and possible recommendation to City Council regarding an amendment to the Specific Use Permit -School for property located at 702 Greenbriar (Friendswood High School). Motion: Clark -to table Second: Bertrand Vote for: Unanimous Motion carried 4.Consideration and possible recommendation to city council regarding the Zone Classification Change Request from Community Shopping Center (CSC) to Neighborhood Commercial (NC). Property located on FM 528 by the Boca Raton Subdivision. Motion: Second: Vote for: Clark -to recommend approval Bertrand Unanimous Motion carried 5.Pre-app Plat of Sun Meadow Professional (discussed with agenda item 6). 6.Final Plat of Sun Meadow Professional. Note 6 must be changed to read owner(s). The plat is still at the Clear Creek Drainage District. Motion: To recommend approval contingent upon the note change and CCDD approval. Second:Vote for: Unanimous Motion carried 7.Pre-app Site Plan of Sun Meadow Professional (discussed with agenda item 8). 8.Final Site Plan of Sun Meadow Professional. There are seven concerns: a.The lighting source cannot be visible and the lumins must be O at the lot line. The developer must present a photometric layout. b.Do away with the service drive. I I P&Z 5/21/98 Page 2 C. d. e. f. Trees must be placed in front of the detention pond to provide a buffer. g. Motion: Bump out the end of the front drive so that cars can have adequate space to back out. The sidewalk must be labeled. The fence issue must be resolved (either provide a letter from the adjacent landowner or erect a new fence). The back wall of the dumpster must be of a masonry material to muffle sound. Second: Clark -to recommend approval with contingencies. Bertrand Vote for: Unanimous Motion carried 9.Consideration and possible recommendation to city council regarding the Zone Classification Change Request from Community Shopping Center (CSC) to Office Park District (OPD) for 1.4717 acres of land being Wofford Addition No. 1. Property located at 1100 S. Friendswood Drive and Shadwell Lane. Motion: Second: Vote for: Grace -to table. Bertrand Unanimous Motion carried 10.Pre-a pp Plat amending plat of Wedgewood Village, Section One -0.7134 acres for the purpose of creating one lot out of lot 16 and east one-half of lot 15 (discussed with agenda item 11). 11.Consideration and possible action regarding the Final Plat amending Plat of Wedgewood Village, Section One. The purpose of this plat is to correct an error created when the land was developed in the 1970's. Motion: Second: Vote for: Burke -to approve the final Plat. Clark Unanimous Motion carried 12.Consideration and possible action regarding the Final Plat of Seahawk Apartments. This plat is to correct errors to the original plat prior to its annexation into the City. Motion: McVeigh -to approve the final plat. Second: Clark Vote for: Unanimous Motion carried 13.Communications from: A.Staff -There will be a public hearing in June for the entryway overlay district. The Texas Vesting law doesn't include zoning issues. Kim also reviewed the proposed Personal Care Facilities Ordinance and new legislation that requires the city to act on such an ordinance. Engineer Hodge will not be at the next meeting but the MTP Committee has had its final meeting and a recommendation will be presented to P&Z at the first meeting in June.
