HomeMy WebLinkAboutP&Z Minutes 1998-02-02 Specialf i l I Minutes of a Special Meeting of the Friendswood Planning and Zoning Commission February 2, 1998 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, February 2, 1998 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. Mayor Whitaker administered the oath of office to newly appointed and reappointed commissioners; Bertrand, Benthul, Burke and McVeigh. The following members were present: Finger -Chair Burke -Vice Chair Mcveigh Hodge -City Engineer Lamb -Secretary Mickelson -City Attorney Measeles -Council Liaison Grace Clark Bertrand Benthul Chair Finger opened the docketed joint public hearing to receive public comment, either oral or written regarding the following: A.A zone classification change request for 111.03 acres at FM528 / Bay Area Boulevard from 38.9 acres Community Shopping Center (CSC) and 76.4 acres Multifamily Residential -High Density (MFR-H) to 23.693 acres Community Shopping Center (CSC), 24.557 acres Multifamily Residential High Density (MFR-H) and 62.782 acres Multifamily Residential Garden Home District (MFR-GHD) (+4.3 acres deeded for FM 518 and Bay Area Boulevard). John Hammond addressed the commission on behalf of the developer. He explained the purpose of the zone classification change request and explained that the resulting density would be less than the current zoning. The land lies in the jurisdiction of Harris County Flood Control and represents only a portion of the land owned by the development company. The remaining land is zoned MFR-H, OPD, and SFR. There were no further comments, either for or against. B.A zone classification change request for 222 Shadwell, 5.18 acres from Single Family Residential Dwelling District (SFR) to Planned Unit Development (PUD). Mr. Maisel is a motivational speaker who holds seminars in various locations. He is proposing to rezone the property to allow him to continue to reside on the premises and have both massage therapy on site as well as seminars. Mr. Maisel listed his credentials and said that his seminars teach mind over matter, "walking on fire without burning and bending steel with thoughts." He explained there had been several volunteer firemen attend the fire walking exercises to observe the precautions taken during the activity. All were satisfied that there had been adequate precaution. Mr. Maisel added there had been a complaint from a neighbor and he (Maisel) had erected a fence between the two properties to accommodate the neighbor. There were approximately 20 people who spoke in opposition to the zone change request on the basis that Shadwell is primarily a single family residential neighborhood and their concerns centered on traffic, noise, and fire safety. Approximately five people spoke in favor of the zone change request, saying that massage therapy is reputable profession which is licensed by the State of Texas. Some had attended Mr. Maisel's seminars and expressed their support of his seminars. With no further comment, this portion of the public hearing was closed. t I I [ P&Z 2/2/98 Page 2 C.An amendment to the Zoning Ordinance 84-15, use of Standard Industrial Classification (SIC) Group numbers, landscaping and screening requirements, descriptions and certain permitted uses, and for residential, commercial or industrial, and planned unit district. One person spoke in favor of the proposed revision of the permitted use table. ·c hearing was closed and the meeting adjourned.
