Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission
February 16, 1998
A special meeting of the Friendswood Planning and Zoning Commission was held Monday,
February 16, 1998 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive,
Friendswood, Texas. The following members were present:

With all members present, Chair Finger opened the joint public hearing to receive comment, either oral or
written, regarding a request for a Specific Use Permit for an Assisted Living Facility, Butler's Green
Section 2, 6.11 acres on Winding Way.
John Piazza of Clearwater, Florida addressed the commission regarding the proposed Assisted Living
Facility. He offered artistic renderings of the proposed facility, floor plans and site plan of the building
while explaining that the building will be a single storied, all brick facility. The company has been in
business for 35 years and have 3,000 beds in operation. Three of the facilities are in the local area; two in
Houston and one in Stafford. Mr. Piazza explained that assisted care includes such things as help with
dressing, bathing and taking of prescribed medication, but does not include medical attention as would be
common in a nursing home facility.
Residents will be provided three meals per day in the resident dining hall and transportation to physicians
offices, malls, etc. There will be no nursing care on premises, but when necessary, health care can be
obtained by residents through a home care provider. The amenities will include courtyards, walkways,
recreational areas, handrails and a home-like atmosphere. Twelve units will be designated independent
living care that have all the amenities of the other units, but will not include assisted care services.
Rehabilitation and physical therapy will be available to those in the independent living section.
Construction should be complete in 8-10 months, weather permitting. Mr. Piazza expects to have a staff
of 40 -50 people to care for the residents.

Two homeowners spoke; Ed Driskell and Mark Young, both stating they were not opposed to the facility
but concerned over the lighting and parking configuration. The two asked the commission to consider low
lighting for the parking area and asked for a landscape buffer between the homeowners and the facility.
The homeowners asked that moderately sized trees be required rather than large trees, such as Oak
because the roots might interfere with the swimming pools in the residential community. Mr. Young was
also concerned about potential noise created by staff leaving at different hours of the night and asked if
the City could regulate it in some way. He also asked for low lighting that was directed away from the
residential community. Mr. Young commented that JSC had low grade lighting but that it interfered with
the privacy of the adjoining homeowners.
