Pat Zedo of Bay Architects addressed the commission for FISD who is requesting approval of
the site plan and specific use permit without the traffic study that the commission requested. It
does not appear there will be enough traffic generated for the State to install a signal light. If
approved, the school district will be required to provide manual protection (law enforcement
personnel) to assist in the movement of traffic. There were discussions regarding traffic
patterns, sidewalks, relocating the building and/or detention facility on this site, relocating to
another site that is not located on a major thoroughfare, fencing, special activities, parking for
those activities and safety in general. Windsong residents have expressed concern over the
drainage impact and the proposed drainage plan was explained. The commission explained
that their charge is to safeguard all of the citizens of Friendswood and asked the school district
to develop better traffic flow patterns and points of ingress and egress.
