HomeMy WebLinkAboutP&Z Minutes 1998-02-19 RegularMinutes of a Regular Meeting of the Friendswood Planning and Zoning Commission February 19, 1998 A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, February 19, 1998 at 7:00 p.m. at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Chair Mcveigh Bertrand Benthul Henry -Development Coordinator Hodge -City Engineer Mickelson -City Attorney Lamb -Secretary Clark Grace Burke Chair Finger opened the meeting to give consideration to the following: 1.Minutes for approval -February 2, 1998 -approved as read February 5, 1998 -approved as corrected .. 2.Communications from the public -none. Old Business -Tabled Items: 3.A request for a Specific Use Permit for a Print Shop in a Planned Unit Development (PUD) - .2893 Acres in the 200 block of E. Edgewood, Block 1, Lot 2 (Southeast portion of Melody Plaza, Section 2). Motion: Second: Vote for: Clark to remove from the table and to recommend approval of the request for a Specific Use Permit with one revision to the description of use letter. The revision is to include the phrase "there never will be" more than four offset presses. McVeigh Unanimous Motion Carried 4.A request for a Specific Use Permit for a School in a Single Family Residential Dwelling District (SFR) -16.9255 acres out of lots 12 and 15, Section 6B, S&F Survey, Burgess Addition (adjacent to Windsong Subdivision). Motion: Second: Vote for: Clark to remove from the table. Grace Unanimous Motion Carried Pat Zedo of Bay Architects addressed the commission for FISD who is requesting approval of the site plan and specific use permit without the traffic study that the commission requested. It does not appear there will be enough traffic generated for the State to install a signal light. If approved, the school district will be required to provide manual protection (law enforcement personnel) to assist in the movement of traffic. There were discussions regarding traffic patterns, sidewalks, relocating the building and/or detention facility on this site, relocating to another site that is not located on a major thoroughfare, fencing, special activities, parking for those activities and safety in general. Windsong residents have expressed concern over the drainage impact and the proposed drainage plan was explained. The commission explained that their charge is to safeguard all of the citizens of Friendswood and asked the school district to develop better traffic flow patterns and points of ingress and egress. Clark Unanimous Motion Carried 4.An Amendment to the Zoning Ordinance 84-15, use of Standard Industrial Classification SIC) group numbers, landscaping and screening requirements, descriptions and certain permitted uses, and for Residential, Commercial, or Industrial and Planned Unit District. Motion: Second: Vote for: Burke to remove from the table. Grace Unanimous Motion Carried Chair Finger explained the proposed changes to the permitted use table. There are minor technical corrections which are to be made by the City attorney's office. Motion: Second: Vote for: Burke to recommend approval with the technical corrections. Grace Unanimous Motion Carried New Business: 6 Request for a Specific Use Permit for an Assisted Living Facility, Butler's Green Section 2, 5.47 acres on Winding Way. Motion: Second: Vote for: Clark to recommend approval with the following conditions: a.Move trash dumpster and hide with masonry or brick enclosure with metal gates. b.Review the qualified list of trees to come up with something other than Oak and move and preserve as many of the Pine trees as possible. c.Indicate on site plan that deliveries and trash pick up will be limited to 8:00 a.m. to 4:00 p.m. daily. d.Employee parking must be in the front for late hour shift changes. Grace Unanimous Motion Carried 7.Final site plan for lot 3, block 1 -Oak Tree -Gary Lawrence. 8. The developer utilized the option to exchange parking space for more landscaping. A parking plan will be attached should the use change that would require more parking. Motion: Second: Vote for: Burke to recommend approval with the future parking plan attached. Bertrand Unanimous Motion Carried Final site plan for Melody Plaza Section 2 (Northwest portion -3.857 acres). Motion: Clark to recommend approval with a note there will be shared parking in Melody Plaza II. P&Z 2/19/98 Page 3 Second: Vote for: Grace Unanimous Motion Carried 9.Final site plan for Guaranty Federal to be located on Winding Way. The drive is to be changed to a 30' radius and adapted to save an 18" Oak tree. In addition, thesanitary sewer is to be realigned to save trees. The developer will add trees and landscaping insuch a way as to shield the adjacent homeowners from light infringement. The developer will provide photometric data for the lighting of the site. Motion: Second: Vote for: Abstained: Bertrand to table until all concerns are addressed. Clark Bertrand, Clark, McVeigh, Benthul, Grace and Burke Finger Motion Carried 10.1997 Planning and Zoning Commission Activities. The item was reviewed and will be on the next agenda for recommendation. 11.Communications from: A Staff-There will be an SOB meeting on Tuesday, February 24, 1998 in the Community Development Conference Room. Linda Taylor will be at the next meeting to answer questions regarding revisions to the sign ordinance. There will possibly be an orientation for Planning and Zoning members in the latter part of March. B.Council Liaison -Measeles reviewed a memo by Chief Stout regarding population growth. C.Commissioners -Concerns were expressed about the follow through of city staff regarding concerns of the Commission; saving trees, preserving fire lanes, etc. were given as an example.
