Minutes of a Regular Meeting of the Friendswood Planning and Zoning Commission March 5, 1998 A regular meeting of the Friendswood Planning and Zoning Commission was held on Thursday, March 5, 1998 at 7:00 p.m. at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Finger -Chair McVeigh Bertrand Benthul Henry -Development Coordinator Hodge -City Engineer Lamb -Secretary Clark Grace Burke Chair Finger opened the meeting to give consideration to the following: 1.Minutes for approval -February 16, 1998 -approved as read. 2.Communications from the public -none Old Business -Tabled items: 3.Request for a Specific Use Permit for a School in a Single Family Residential Dwelling District (SFR)-16.9255 acres out of lots 12 and 15, Section 68, S&F Survey, Burgess Addition (adjacent to Windsong Subdivision). Motion: Second: Vote for: Burke to remove from the table. McVeigh Unanimous Motion Carried The site plan was reviewed and a letter from Chief Stout was presented regarding the safety of the redesigned drives. The radius of the driveways are not indicated and should be shown on the site plan that is filed with the specific use permit. The commission agreed that there was improved safety relative to the initial proposal that resulted from the joint efforts of the District and the City, but the view was expressed that a school site on a major thoroughfare was inappropriate from a traffic safety viewpoint. Also raised as an issue was the impeding of traffic flow on FM 528 during periods of high school traffic count. Motion: Second: Vote for: Opposed: Grace to recommend approval with Chief Stout's letter and the proposed operational plan attached as part of the specific use permit. The radius of the drives are also to be indicated. Clark Grace, Clark, Benthul, Finger, McVeigh Burke and Bertrand Motion Carried 4.Final Site Plan for Guaranty Federal to be located on Winding Way. Motion: Second: Vote for: Abstained: Bertrand to remove from the table. Benthul Bertrand, Benthul, McVeigh, Clark, Grace and Burke Finger Motion Carried The measurements of the detention pond are not shown, nor are the adjacent land uses indicated. Steve Crawford with Guaranty Bank said he had an agreement with Parkwood Builders to increase the height of the fence to 8 foot. There are questions about the fence; who owns it, who will maintain it, will the footprint of the fence support an extra two feet of brick and if not, how will the fence be increased to a height of 8 feet? The Commission would also like more information regarding signs and asked for better screening of the pole lamp. l ! Benthul Bertrand, Benthul, McVeigh, Clark, Grace and Burke Finger Motion Carried New Business: 5.Sign Ordinance revisions -Linda Taylor answered questions regarding the measurement of signs. Commissioners Benthul and Burke will work on wording to address the concerns of the commission. 6.Pre-app for Koebele Special subdivision located at Rustic and Meadowlark. This is a one lot subdivision that is in both Brazoria and Galveston Counties. It will receive utilities from the City of Friendswood and will have to comply with restrictions imposed by Friendswood and Pearland. There were no other concerns at this time. 7.Final plat of Green Acres located on Myrtlewood. This item was not ready and was withdrawn by the developer. 8.Final plat of the Forest, Section II located at Melody and FM 2351. Al Lentz presented the final plat to the commission. Motion: Second: Vote for: Grace Clark Unanimous Motion Carried 9.Final plat of Butler's Green Sec. 2 located on Winding Way at S. Friendswood Drive. Chuck Davis presented the final plat to the commission. There has been an additional 25 feet added to the property. Motion: Second: Vote for: Clark Grace Unanimous Motion Carried 10.Ordinance revision for Community Commercial (CC), Neighborhood Commercial (NC) and Office Park (OP) districts. 11. 12. There will be a workshop of this item on March 16, 1998. Report to City Council of 1997 Planning and Zoning Commission Activities. The report was reviewed by the commission and one minor revision was made. Motion: Clark -to forward to council with the minor revision. Second: Bertrand Vote for: Unanimous Motion Carried Communications from: A.Staff -none. B.Council Liaison -there is effort to get the proposed Comprehensive Plan and Entryway/Overlay plan back on the agenda for the Council. C.Commissioners -Commissioner Clark asked staff to review the examine the lighting plan constructed Superwash in relation to the approved lighting plan. He also indicated that Prets Lumber and Hardware had asphalted the fire lane and cleared up the piles of lumber.
