Minutes of a Special Meeting
of the
Friendswood Planning and Zoning Commission
March 16, 1998
A special meeting of the Friendswood Planning and Zoning Commission was held Monday, March
16, 1998, at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive,
Friendswood, Texas. The following members were present:
Finger -Chair McVeigh Bertrand Burke
Cox -City Manager Mickelson -City Attorney Hodge -City Engineer
Henry -Development Coordinator Lamb -Secretary Grace
Benthull Measeles -Council Liaison
With a quorum present, Clark absent, Finger opened the joint public hearing to consider the following:

Docketed Joint Public Hearing:
A request for an Amendment to the Specific Use Permit for the Good Shepherd
Church located at 1207 Winding Way.
Tom Grace abstained from the discussion because he has a vested interest in the
property. The church is proposing to add a building with 8 classrooms for their use as an education facility. Two people spoke in favor of the amendment and none opposed.
With no further comment, the public hearing was closed and the commission reconvened to the 2nd floor conference room in the Community Development Department.
Workshop to have discussion and possible action regarding the ordinance revision for
Community Commercial (CC), Neighborhood Commercial (NC) and Office Park (OP)
District.
Chair Finger explained the table and the difference between the proposed ordinance and the existing ordinance. David O'Farrell wrote a letter in opposition to the proposed table
stating that the requirement of a specific use permit would not be favorable to those who own property zoned NC. Chair Finger stated there were three options before the commission: Do nothing, make NC and OP land development the same so there is no difference, or create a new district that looks like NC but that restricts old NC uses or that adds a time restrictive grandfathering clause. The different options were discussed and
the commission decided to each make their own recommendations to be discussed at another workshop.
