HomeMy WebLinkAboutP&Z Minutes 2000-06-15 Regularr 1 f I l l Minutes of a Regular Meeting ofthe Friendswood Planning and Zoning Commission June 15, 2000 A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday June 15, 2000 at 7:00 p.m. in the City Hall Council Chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Benthul Bertrand (7:15 p.m.) Burke Clark Finger -Chair McVeigh Hodge -City Engineer Steelquist -Development Coordinator Dominguez -City Planner With a quorum present, Chair Finger called the meeting to order to consider the following: Call to Order 1.Minutes for Approval:June 5, 2000 Special Meeting Motion: Benthul -to approve with amendments regarding correction of chair name to Burke from Clark Second: Clark Vote for: Unanimous Motion Carried 2.Communications From The Public -None 3.Consideration and possible action regarding a request for a specific use permit for a music studio for property located at 301 W. Edgewood Drive, Suite 14 (FM 2351), a tract of land being a part of lot 1, block 1, Friendswood Subdivision, Galveston County, Texas. 4. Motion: Second: Vote for: Clark -to recommend approval to City Council with inclusion of restrictions as recommended for the last SUP for a music studio Burke Unanimous Motion Ca.-ried Applicants, Mr. and Mrs. Thomas Easterly spoke regarding the activities to be conducted in the Music Studio. They also noted that there is currently only one tenant adjacent to Suite 14. The Easterly's also stated that they have received no complaints about the level of noise at their present location. Commissioner Burke discussed the issues which had been raised with the Easterly's first specific use application and recommended the inclusion of those restrictions. Namely that a clause be added to the SUP request which addresses the possibility of noise becoming an issue for neighbors and should the. situation arise, the applicant would provide suitable soundproofing or operational changes. DISCUSSION REGARDING THE LAKE OF SAN JOAQUIN 1 Commissioner Bertrand arrived at this time. Mr. J. Michael Rebescher of 2202 San Joaquin addressed the comnuss1on as a homeowner regarding a recent homeowners association meeting which was attended by Mr. Cox and Councilman Brizendine. During that meeting the two main issues discussed were: 1) the use of San Joaquin Parkway by the developer for moving construction equipment to the worksite and 2) the requirement on the preliminary plat for a stubbed out street at the end of San Joaquin Parkway. The homeowners believe that a stub out would encourage future housing developments just out side the Friendswood city limits in League City. The San Joaquin Homeowners Association fears that residents of those developments would use San Joaquin Parkway as a major thoroughfare from League City into Friendswood. Homeowner, Rick Brunson stated that he had signed the petition requesting the stub out street without realizing the consequences . and had misunderstood· the . actions on the petition. He was not now in favor of the street stub out. Councilman Brizendine stated the concerns at the homeowners meeting were regarding construction traffic and future traffic coming from FM 518. The City Engineer state d there were no current plans to connect San Joaquin Parkway to FM 518. Doug Thorton who resides at San Joaquin Parkway and Mission Estates stated his concerns regardi ng the danger to children, increased noise levels, dust and dirt, and damage to the road that con struction traffic would. cause to San Joaquin Parkway. He was against a stub out. The commissioners suggested that discussions continue between the developer, D.R. Horton and the City regarding alternative routes into the San Joaquin subdivision and perhaps widening San Joaquin Parkway, and coming up with alternatives to a stub out at the end of San Joaquin Parkway. 5.DISCUSSION REGARDING THE CONCEPTUAL PLAN OF AUTUMN CREE� SECTION NINE. Mr. John Hammond, representing the developer, addressed the commission regarding the proposed land use for a gated, private street with 15 estate homes and a restricted reserve to be used for a non-profit private school. 6.ADJOURNMENT.
